21.01.2022 The old Lyric Theatre on 8th Ave is planned to be developed by the owners, Australian Development Capital, into a residential complex that will include 52 apartments. As the old building is now included in the City’s Heritage List, the development must consider the various heritage aspects of the building and the approved classification (number 2). The current illustrations indicate that it is proposed to keep some of the front part of the old building, as well as some (but... not all) of the external walls of the old theatre. The building is proposed to also be built on the BWS driveway (which is part of their private property), and there will be two entrances to the underground car park: one from Eighth Ave and one from Lyric Lane. Due to the value of the project, the decision on the development application (once it’s being submitted) will be considered and decided by the JDAP (and not by the Bayswater Council). The City planners will prepare a report and recommendations for JDAP’s consideration. The project can be viewed at: https://lyricresidences.com.au/

15.01.2022 Council has recently considered the results of the community consultation on the Ward Review, and on the basis of the city officers’ recommendation, decided to make no changes to the current system. I supported it at the meeting, but I also raised concern with regards to the current ratios between electors and councillors, which show that South Ward and West Ward are under-represented: For example, there are 500 more electors for each South Ward Councillor than for a North W...ard Councillor. In addition, unlike the previous review, the discussion paper for this review did not include the ratios of councillors per ‘general population’, which includes people who are not officially electors (e.g. children, immigrants, people who are waiting to become citizens). I asked to receive that information, and as you can see, for example, in South Ward each Councillor represents 1180 people more than each North Ward Councillor. All those people are part of our community, use our services and facilities, and therefore, it is my view that they should be taken into account when we determine the ward structure. Those disparities will only become greater with time. As per our Play Space Strategy, Maylands is projected to experience 25% population growth by 2026, and we know that it’s happening as we speak. I think we will need to address this issue at some stage, definitely by the time that we undertake our next ward review.
13.01.2022 Council recently decided not to support a proposal to change the method for selecting our Mayor to a popular vote. I voted against the proposal and I raised numerous concerns during the debate, some of which are mentioned in The Perth Voice article attached. The proposal would have meant that a Mayor would have been elected on top of the existing 11 Councillors (i.e., there would effectively be an additional new 12th Councillor).
