12.01.2022 We need to talk about trees and risk. After two horrific and tragic incidents recently, there is a need to talk about ways to minimise and manage the risk of tr...ees in our urban environment, put the levels of risk in perspective and talk about what local government should be doing. Common sense should prevail when it comes to managing trees. A 2019 report from Arboriculture Australia found that the risk of being killed by a tree is 1 in 5,000,000. The risk of being killed by a tree while inside your house is 1 in 189,000,000. So how does this compare to other risks in our society? The risk of dying from: - A melanoma 1 in 13,500 (AIHW 2017b) - Driving 1 in 20,000 (BITRE 2017) - Being murdered 1 in 100,000 (Australian Institute of Criminology 2017) - Falling off a chair 1 in 1,000,000 (ABS 2013) The chance of being struck by lightning is 1 in 12,000. For those that lie in bed worrying about the tree that may kill them as they sleep, should be aware that they are 450 times more likely to die from falling out of that bed than by a tree (ABS 2013). These statistics show the very low risk of being killed by a tree. Still, there is a risk and therefore, it is important to know how to manage it. The Arboriculture Australia report has a variety of tips for that, especially from looking at where fatalities have occurred. The report shows that weather (storms etc) is a significant contributing factor in 90% of tree related fatalities. 1. Try to avoid driving during a storm 2. Do not camp under large trees during or after a storm 3. Try and stay inside a more solid structure during the storm, not a shed, carport etc There have been a variety of comments in the media which are not very well informed. Maintenance pruning for up to 30% of the tree can occur without any applications to council required. There is no red tape for this at all. It is still recommended to inform the council that the pruning is happening and hire a qualified arborist who is insured for working at heights. As they stand, South Australia’s tree laws have less red tape when applying to remove a tree than nearly any other jurisdiction in Australia. Arborists can properly assess a tree using a variety of methodologies and benchmarks to determine the risks associated with it. NO council will deny the removal of a tree if it is found to be a safety risk. Councils will not remove a tree based on a phone call from a resident. If you want a tree removed, you may need to apply. In many cases, there is no requirement to apply, but check with a professional arborist first. There is a process for a reason, especially given the numerous benefits that trees bring to the urban environment. There have been several calls for all ‘dangerous trees’ to be audited. Firstly, all trees on public land are managed and audited by councils on a regular basis. More frequent audits = more $$ and nobody seems to like having their council rates increased. The Arboriculture Australia report has some information on the feasibility of auditing all trees. The cost of trying to find a ‘killer tree’ is disproportionate to the risk posed. In addition to the cost of inspecting trees, there is the cost of undertaking any work required to mitigate the risk associated with any factor present that the assessor believes substantially increases the likelihood of Tree Failure. Even if work is recommended for as little as 0.1% of the tree population, this still means that some form of work would be required on 50,000 trees. You can read the full analysis including a case study on pages 12 and 13 of the report linked below. So, what can local government do to improve the situation? Firstly, facts matter. People need to be told the risks, told the chance of that risk occurring and given proper information. Too many times have we seen councils brushing off residents concerns over ‘dangerous trees’. If a resident rings up with concerns, all councils should have information to provide to the resident as well as some arborists who they can call to have an assessment done of their tree if they wish. Most councils already have contacts for independent arborists who assess council managed trees. Secondly, councils must be quicker to act when an application to remove a tree is submitted. Having watched a number of these applications over the past few years, it takes far too long for the council arborist to go and independently assess the tree. This adds to the community anxiety around this issue and feeds into the ‘too much red tape’ argument. Councils either need to better resource this area or be happy to rely on trusted external contractors. Thirdly, councils must support homeowners in the management of large trees on their property. Take for example the City of Burnside which assists owners of large trees to apply for council funding helping with their maintenance. There is a good chance that in many cases, the owner of a large tree does not have the monetary means to be able to afford proper inspections etc. While everyone gets to enjoy the benefits that large trees bring, the owner of that tree bears all the associated costs. 07.01.2022 After many years of maintenance pruning and several large limb failures there was nothing left to prune. A very large major scaffold overhung the kids bedrooms and the tree was full of decay. Not something we like to do and are very sad to see such a beautiful old Gum tree come down.
