04.01.2022 Sometimes attempted solutions to a problem makes the problem worse. In public policy, we label such faux pas as the Cobra effect. More commonly, this is just another version of the old joke that goes: the operation was a success, but the patient died. In the second issue of the #AIBreview, Dr Kris Lyer lays out three anecdotal examples where climate change initiatives have misfired, due to the policy practitioners not picking up on the possible cobra effect inherent in t...he approach. Global climate change initiatives such as; Carbon credits for Trifluoromethane, the odd-even scheme in New Delhi and the California offsets program, are examples of how a climate change policy that had good intentions can quickly turn sour, which is why decision and policymakers need to have a fleshed-out plan, taking into account the implications of the cobra effect that may be a repercussion of these changes.
