As a financial member we can advise and assist you as we have done for many of our members since our formation in 2015. You will receive important notifications as they come to hand and copies of minutes of our monthly general meetings that you have attended. We are a non for profit group that is run entirely ...by a committee of volunteers who dedicate many hours to assist the Adelaide Plains ratepayers and residents. Our Meetings are on the fourth Tuesday of the month and as a member you will be sent a schedule and list of committee members to contact when the need arises. Your annual fees help us to keep you informed and together as a group "We will be a Voice in your Community". 23.01.2022 Dear APRRA members, It has been a very busy year once more, and APRRA has been able to achieve many major changes for this Community. We are members of the SA Federation of Residents & Ratepayers Association and we now have a legal firm to advise and represent us. We look forward to advising and assisting you in 2018. Here are a few of the on-going issues that we are still presently involved with on member’s behalf: ... Council middle management issues We have discussed and agreed at meetings that decisions of Council and the elected members must be enforced by CEO not interpreted and acted upon by middle management. This is still an issue requiring our constant attention. Gawler River Flood Management Authority - This issue as it stands at the moment should concern all ratepayers as the potential cost to the Adelaide Plains Council and consequently ratepayers could become a financial disaster. Quarry Asbestos The constant cover up and failure of Council to recognize the long term health issues will affect all ratepayers once again. Ratepayers need to be continually well informed. Attendance at our meetings enables us to keep you constantly aware of issues. Councillors for the coming election in 2018 should be considered carefully by all ratepayers. We will be discussing this matter at length prior to the election. The above mentioned are only four of many ongoing concerns. Together we can make a difference! A reminder that membership fees are due annually at each AGM It is only with your annual financial assistance that we can continue to advise and assist you when the need arises. 23.01.2022 Shirley, It’s great that Councillor M Strudwicke thinks a camping area is a great asset. However, it was Councillor Strudwicke who moved the motion to place No Camping signs in the area at the Council meeting on 18th April, 2017 and has gone out of his way to put stumbling blocks in front of any further progress to date. The facts are that while Lions Club controlled the area there was a fee in place. Once C. Strudwick moved the motion (as shown) the Lions Club no long...er collect any fees as the motion states that it is not being a formal camp ground. Consequently since April 2017 no-one has collected any fees and Council have had to pick up the bill for cleaning, water and consumables etc. Any money that the Lions Club did receive prior to it closing was distributed back into the community after the Lions Club paid expenses such as power etc. I believe that C. His independence indicates his lack of support within Council. He has few allies, and now knows it. ... His View is all that he relies on in decision making and not necessarily the view of the Ratepayers. Is it not in Council’s best interest to operate collectively to achieve outcomes and better Governance than to have petty internal disputes before GAP or the Ombudsman which in themselves factionalize the Elected Members. 16.01.2022 The Adelaide Plains Ratepayers Association Incorporated was originally formed three years ago by John Lush and his committee of seven volunteers to keep the Adelaide Plains Council Staff and Councillors accountable to the community as to where the use of their rate money would be best utilized to move forward into the future. John and his committee saw there was a need and made his decision to take on this challenge as The Adelaide Plains Ratepayers & Residents Association t...o hear his member’s concerns and become a conduit to present those concerns to the Adelaide Plains Council. John is now seeking election to Council together with Mel Lawrence, Steve Jones, and Terry- Anne Keen as a Ratepayers First Group. APRRA and members wish him their best. The 358 members and committee of nine are still meeting regularly to continue John’s work for our future under the leadership now of Neil Slater, a ratepayer and resident of Mallala for 26 years. The challenge has not been particularly easy and we will continue to attempt to put a halt to deception and the false promises as we see them arise. Yes, it has appeared that we have been negative toward APC at times while seeking the transparency and truth that we all deserve as a community. We have a right to decide where our rate payments are spent and to voice our concerns when money is wasted by inaccurate decisions and poor staff management and incorrect budgeting. We are a small community with a huge debt that must continue to be monitored. The CEO and the Mayor have begun to listen to our concerns and agreed to have regular forums with APRRA to discuss and bring ideas and requests under review to assist their ratepayers. Discussions have been fruitful on planning, over staffing, use of outside resources to save excessive staff wages, that at the present time take $4.9 ml out of the $12.4 ml of Council operating costs. We are also working to give the Lions Club back the camping area they successfully ran in the past, bringing tourism back to Mallala as well as negotiating for Pt. Parham camping area, to overcome the Asbestos issue and the CWMS that will still cost ratepayers excessive amounts of money. We hope to Improve parks and gardens including the ovals within the community, as well as improve the bird sanctuary and better horse management at Parham. APRRA and Council can work together and will certainly do so into the future for all concerned. This is our aim as a group to represent our community and their needs and issues. 13.01.2022 Members and followers of APRRA. At the AGM this year a few changes have taken place to our Committee. Neil Slater will be our new President and Chairman as John Lush will be running for Elected Member of the APC at the next elections to be held in NOVEMBER. Members were saddened to lose John as founding member of the group but wish him well for the future. David Grove has a very busy family business to run at the moment and will continue as our Vice Presiden...t to assist Neil Slater. Joan James will become our Treasurer while Hilary Stones, who has been Treasurer since the group formed in 2015 will be changing to Committee Member for a well earned rest. Our Representatives remain on the Commitee: Alvin Jenkin for Parham, Mick Tennant as Lewiston Representative and Ian Gameau representing Two Wells. We welcome Josie Curnow, another volunteer and new member to the Committee and we look forward to working with Josie at future meetings. Due to conflict with other meetings in the community a major change to meeting nights will now take place and the next meeting will be at the Two wells Football Clubrooms on TUESDAY 28th of AUGUST at 7.30pm. It was all there, a war of words, monies spent without consultation on frivolous to and fro-ing to achieve a well planned in advance character assassination. Perhaps a prerequisite to achieving a higher position or maybe just to knock down a person with more jovial insight. Double standards or open and transparent governance? No, the former prevailed as the norm with favouritism obviou...s to most. Is it a new live show on TV that will show us the way or take us along for the journey? No, it was in fact our Adelaide Plains Council meeting.An alternative would be an orchestrated campaign, not for personal ego’s, but one for a business plan for the Adelaide Plains' future. It’s time now more than ever to step up and have a voice. 12.01.2022 Members and readers, Another interesting thought! The minutes of the Adelaide Plains Council’s special council meeting 23/7/2018 regarding the Local Government (Rate Oversight) Amendment Bill 2018 to impose rate capping on Local Councils makes interesting reading. With little or no consultation with ratepayers the majority of Elected Members voted to oppose rate capping (moved Cr. Strudwicke, Seconded Cr. Stubing). I ask the question, was this in accordanc...e with Council’s Consultation Policy? And why is the LGA involved in politics other than to protect its own interest and Council’s Union staff members. Also note that a division was called and who voted for rate capping and who did not (Crs. Jones and Keen voted in favour of rate capping). With Council elections due in November it is probably worth while remembering which elected members are acting in the best interest of ratepayers and which ones are not. Ratepayers should also be interested in the release and full disclosure of the ratepayer funded survey carried out earlier this year by Adelaide Plains Council at a cost of $17,000. This may well be an indication as to whether rate capping is accepted by ratepayers or a major thorn in the side of those who opposed it on the 23rd of July. With Council elections due in November and some elected members possibly seeking your vote for re-election, it may be time to consider if, those opposing rate capping are representing the best interest of the Adelaide Plains ratepayers. Dear James, ASBESTOS DUMPING AT LOT 4 CARSLAKE ROAD Ratepayers have made us aware of a number of problems associated with waste building material containing asbestos deposited on land being used as a borrow pit by the Adelaide Plains Council. This information raises a number concerns on behalf of ratepayers so the following questions are ones that have been raised at our recent Ratepayers Association meeting:. 1. What action has been taken to contain the asbestos? 2. What is the potential impact on the general public, including neighbouring properties and the travelling public, as well as those attending the livestock markets? 3. What are the financial implications for the APC and therefore ratepayers including those on adjoining properties? 4. What procedures have been in place for staff to recognise and manage such events. 5. What are the potential clean-up costs and loss of production during that period? 6. Who authorised the receival of building waste containing asbestos on lot 4 Carslake Road and what responsibility does that person bare? 7. How many workers were exposed to the asbestos both at the transfer station and at Carslake Road? 8. Is Council aware of any litigation currently or potential litigation in the near future? 9. Has the property owner of lot 4 Carslake Road been made aware of the contamination of his property and the potential issues arising from that contamination? 10. Has the company who delivered the materials containing asbestos been made aware of the situation and, has he responded. As we are seeking legal advice on this matter we require a reply within 14 days of receival of this letter. Ratepayers are no longer prepared to accept the continual bad decisions and lack of responsibility shown by council staff. These outcomes highlight the incompetence of middle management and the inability of the CEO to administer responsibility for these continual unsatisfactory outcomes created by Managers and Staff. Ratepayer’s money is being wasted and Council is being put at risk of serious litigation putting further ratepayer’s funds at risk. 09.01.2022 APC Dismisses a General Manager Members, It was disappointing to hear that Adelaide Plains Council has dismissed a General Manager who had only recently been appointed and appeared to be prepared to make major changes to the culture within the Council. He was approachable, prepared to listen to Ratepayer’s issue and prepared to implement change to improve this Council’s structure. Unfortunately it appears, that he was not given the opportunity.... We believe it is obvious that changes required within middle management and staff at Adelaide Plains Council and have voiced this opinion publicly to the hierarchy. However this dismissal has been taken as an opportunity not to improve the situation, but to hand the staff the ability to revert back to the coverup and mis-handling of the past with such issues as ASBESTOS HANDLING, CWMS DEBARCLE, CAMPING GROUNDS, ROAD CONSTRUCTION, BORROW PIT OPERATIONS, STAFF VEHICLE ABUSE, WEED SPRAYING OPERATIONS AND INTERNAL PROTECTION OF INCOMPETANT STAFF. All of the above affect the Ratepayers in some way. Adelaide Plains Council is back where it was three years ago, and is obviously not prepared to change it’s inherent practices. WHAT ALTERNATIVES DO WE AS RATEPAYERS HAVE, ICAC, ADMINISTRATOR OR OMBUDSMAN? SOMETHING HAS TO CHANGE !! See more

09.01.2022 ADELAIDE PLAINS RATEPAYERS & RESIDENTS ASSOC. INC The amenities block that the Mallala and Districts Lions Club built at the Oval complex three and a half years ago has NEVER had a problem with graffiti UNTIL NOW. Since the Adelaide Plains Council, in their wisdom, banned camping in the area and the toilet block was isolated and not being used by campers, graffiti vandals have now taken the opportunity to deface the interior wall of the wheelchair access toilet. ... The quicker the facility returns to it’s intended use by allowing and promoting travelers to stay at the camping area, the less chance of it happening again. BY THE WAY WE HAVE THE TAG AND THE SPRAYCAN USED FOR FURTHER INVESTIGATION.

08.01.2022 A BRIDGE TOO FAR OR A ROAD TO CHANGE RED BANKS BRIDGE PART OF OUR HERITAGE One example of neglect among many The bridge has been neglected with no maintenance for decades and yet 100 vehicles per day use it. It still remains an important part of doing business for a lot of people. Council are considering options for the future of the Redbanks bridge, either spend some money on maintenance or closure. We believe for reasons of heritage and high use this bridge is impor...tant and therefore worth preserving for all to use and admire into the future and closing it is not an option. When considering options of where to spend ratepayers money roads and bridges are considered a top priority as they facilitate business, the amenity of the area and provide emergency exit across the river in bad fires and floods like we have recently experienced. EMPLOYEE BUDGET Currently wages are the biggest single budget item consuming $5.5m with plans to employ a full time engineer and .6FTE inspector = $161473 to add on which = $5.61m approx. This leaves limited funds to do everything else like roads, bridges, machinery replacement, coastal flood management, Town maintenance, debt servicing and reduction, legal fees, Gawler River flood plain management and many other desires of ratepayers like sealing coastal town esplanades etc. FUTURE STRATEGY Redirecting funds to projects that attract economic activity and create employment are critical for our future. We must improve our infrastructure to support this outcome or we will not progress. To continue doing the same things as in the past and expecting a different outcome in the future is lunacy. WE MUST CHANGE. That means changing some elected members, reviewing costs across the board and spending ratepayer’s money more carefully. TO MAKE THIS HAPPEN we will need ratepayer’s support to identify people with common sense to stand as councillors in the elections next year. We need you to be a member of the Ratepayers Association so that we can keep you well informed on our progress to delivering these important outcomes. 07.01.2022 I have been informed that the Local Government Association general meeting took place last week. In attendance from Adelaide Plains Council were CEO, James Miller, Governance Manager, Sheree Schenk, Mayor, Tony Flaherty and Deputy Mayor, Mel Lawrence. At the Friday session I believe the Mayor, Tony Flaherty left early (personal issues) and the Deputy Mayor, Mel Lawrence took the floor with three major issues affecting our Council as well as many others. 1. Cleanup of t...he rubbish on Port Wakefield Road. Deputy Mayor, Mel Lawrence’s address was well received and a motion moved and passed for the LGA to lobby State Government to provide funding from the Waste Management Levy to clean up the litter from the verges of one of the major entrances to Adelaide. 2. The LGA to lobby State Government to develop a register of illegal asbestos dumping in all Council areas and to financially assist Councils with the cleanup and removal of all the legally dumped asbestos, thus alleviating some of the burden on Councils. Moved and Carried on the day. 3. Lobby State Government to have the Valuer General’s property valuations available by 31st of March each year so that Councils can effectively set their Annual Council rates with all relevant information available. 05.01.2022 Last Monday night’s Adelaide Plains Ratepayers and Residents meeting was held in the Mallala Institute. Chairperson, John Lush, welcomed 60 people to the meeting which mainly focused on the Adelaide Plains Council Draft Budget for 2018. A vote was taken on the issue which will now be followed up by the RRA committee. Guest speakers were Mr Chris Pitcher Ratepayers and Resident’s financial expertise consultant and RRA member together with Mr Rajith Udugampola General Manager of Finance and Economic Development for the Adelaide Plains Council. Discussions and concerns were also expressed by members on the Webb Beach causeway, the Wasleys Bridge and the Mallala camping and caravan park. Mr Peter March also spoke on the efforts and problems he encountered with removal of the dead trees in the area of the Pinery fires.

01.01.2022 EMAIL: JUST RECEIVED FROM ALVIN JENKIN from Port Parham..... 13/5/2017 "Further to previous correspondence on the lack of consultancy of council with the community in setting the new campground rules, I have been advised that I can present a deputation and petition to council at their meeting on this coming Monday 15th May at 6.30pm at the Council Chambers, Redbanks Road, Mallala. ... To express the depth of our concerns, I would appreciate as many people that can make it attend the meeting and be in the gallery. This will give the council a clear message of our complaint re the lack of consultation and the impact of the restrictions on the community.
