08.01.2022 At our meeting of Council last night, the below motion was carried on a majority vote and I made it very clear why I have a dissenting view. The intentions and wording of this motion aren’t clear. Regarding point 4 - We’re in the midst of a pandemic. We really aren’t in any position to knock back any income producing bookings nor make it any more difficult for our independent and catholic educators to plan for next year with already so much uncertainty. Our independent a...nd catholic schools must now wait for another council decision to be made before they can book our council facilities for 2022. Our COMMUNITY facilities are for all of our community, and are booked without favouring any groups over others. They are promoted for multi-use with MV2040 stating as an objective to improve the multipurpose nature of our sport, recreation and leisure assets to MAXIMISE usage. We should be promoting wide use of our multi-million dollar facilities! Especially to education providers, who all (government and non-government) in my opinion, provide invaluable community-wide benefits. ** NOTICE OF MOTION No. 2021/29 Community Facility Hire: Council resolves to bring a report to Council by the 26 October 2021 which details a review of the Community Facility Management Policy in regards to the hiring of community facilities by non-government education providers with a turnover of greater than 1 million dollars, including but not limited to: i. The rate applied to said providers community versus commercial rate; ii. Any subsidies and/or rate discounts applied to said providers; iii. A review into whether a non-government education provider (the responsibility of State Government) provides a wide community benefit potentially at the exclusion of other community groups and organisations; and iv. 2022 bookings to be placed on hold to said providers until the Community Facility Management Policy is reviewed.
