11.01.2022 Defect inspection of completed building - turns into structural investigation. While inspecting a recently completed dwelling I noted that the paperwork provided by the Builder was 'questionable' and that he assessed the site to be a N2 wind exposure site. A simple assessment indicated that it was at best N3. So a check of the type and location of bracing was carried out which involved the removal of plasterboard in some areas to establish what had been done -v- what they s...aid they did. Short version is that the site is in fact N3, so wall bracing of the completed building is inadequate and requires rectification to ensure structural stability long term. A surprise was found, that the Builder has not installed conventional wall insulation into the external walls. The building is a two storey loft style weatherboard clad cottage in the Blue Mountains, a known bushfire zone. The Builder has installed egg-carton material as a substitute for R3.0 wall batts......... So, a flammable cardboard material has been installed into the external walls of the building in a bushfire zone. Council is the Certifier, they just want a certificate of Compliance. Builder has engaged an expert who cannot see any issue with the builders work anywhere, so the show rolls on at great cost to the homwoenr who has been wronged, severely. The new home needs the internal walls stripped, including kitchen, laundry and bathroom on ht ground floor out, to provide structural wall bracing, while replacing the egg cartons with batts, heartbreaking for a new home that cannot be occupied because of structural and fire issues. 08.01.2022 "Opal Tower residents sue over '500 new defects' as insurance coasts soar 1000 percent". Wow, what a headline, serious you would agree. However, when you read into the detail, the Owners Corporations problems have only just started. The latest key details in this saga are that 1 - they have admitted that that have denied permission to the Builder to return to the site to address actual defect issues and 2 - When you dig a bit deeper the headline changes to "alleged defects...". These 500 "alleged defects", once examined and checked against the project documents, variations, etc will reduce significantly, probably by three-quarters. Other "alleged defects" will be found to be issues that are the responsibility of Strata Maintenance. So we have gone form stalking the pre-cast panel manufacturer, who was found to have no case to answer, to stalking the builder, who, while having some responsibility was not alone in this matter, largely ignoring the design defects that have been the subject of rumour within the profession to grandstanding on TV with a 500 item list that suddenly has arrived 18 months after the date of that the main incident arose. FOUR relevant questions that need to be asked are 1 - Why have you prevented the builder from returning to site, 2 - Why the delay in instigating this defect list, 3 - Who recommended the list be done and 4 - What maintenance work has the Owners Corporation undertaken to the building since occupation. I expect no one will ask these questions and the matter will drag on, as will the costs. See more

06.01.2022 Well, now that the dust is settling you now can see the problem, apart from the media stupidity of going after the manufacturer of the concrete panels like rabid dogs at the start, that the builder IS NOT TOTALLY responsible for the defects in the Opal Tower. This building, like so many others I have inspected, suffer from a combination of very bad building work by people who are incompetent, supported by design details that are either not followed, altered on the fly, or no...t complied with, then further supported way a "professional;" who issues a certificate saying that the work has been inspected and is in accordance with the design details, then the Principal Certifying Authority, who can rely on this chain of events to "SATISFY ITSELF" that the work has been carried out in accordance with the relevant Statutory requirements. Then along comes the poor old purchaser, who has an inspection carried out by a pre-purchase inspector that provides a report that is 99 pages of disclaimers and one page of useless information, and buys the unit, townhouse or home. In strata buildings the Owners Corporations are 'wined and dined' by law forms that extract large sums of money to manage the issues that arise, only to find out that the experts that wined and dined the law firms to become "preferred" consultants actually do not do the job they are required to do. The punter keeps paying, the media fuel the wrong fires, the Government vows to change things,,,,,,,,again,,,,,,,,, life goes on...................! See more

Over time, the voids between the timber wedges fill with rainwater and decay, the end result, collapse of the glass balustrade in the event that so...meone picks the wrong time to lean on it. The fact that the installation does not require scrutiny under the scope of a standard property inspection is typical of the problem in the building industry today. The cause, a combination of allowing owner-builders to go unchecked, home reno shows that let people think they are able to save money and a lack of scrutiny by Certifiers who are not required to inspect items but are allowed to rely on certificates issued by others.
