22.01.2022 Updates on initiatives that could help homeless people in the area. 1. The State Government recently released a call for tenders for the Housing First support service. The aim of this service is to have three core functions- a. Identify individuals and families who are experiencing homelessness b. Engage with those people to link with support services ... c. Support those people with employment, health, mental health, social support and financial management. The funding covers Rockingham and Mandurah and $2.4m has been allocated over 5 years to deliver this service. 2. In late 2019 the State government announced that they were going to build two supported housing complexes (also known as the common ground facilities) for adults who have experienced chronic homelessness. They announced $35m worth of funding for two sites. The first location has been announced at East Perth. The City are heavily advocating for the second facility to be located in Rockingham, Kwinana or Mandurah. The state government are currently shortlisting suitable sites. 3. At the October council meeting the Council passed a resolution that the city do an investigation into the need for community use lockers, which homeless people could access, and to see if the support was there from the wider community. Homelessness is a complex issue where there is no one answer that would solve this worldwide issue. Thankfully we have lots of great local people and organisations who are working hard to assist those who are experiencing homelessness, thank you to all of them. Purely for your info.

21.01.2022 The penguin population on penguin island is under serious threat! There are an estimated 300 penguins left on this iconic local island, a decline of around 80% since studies began in 2007. This is rapidly decreasing and the population in 2019 was half the size of the population in 2017. Penguin island is just off the coast in Rockingham and is normally popular with both locals and tourists, approximately 90,000 people a year take the ferry across to the island on an annual ba...sis. The island is managed by the state government through the Department of Biodiversity, Conservation and attractions. Murdoch University has been doing annual population studies (the city contributes regular funding) and the latest report (link to the report at the bottom of this post) makes for alarming reading. There are a few identified factors as to why the population is in decline. 1. It is reported that around a quarter of all penguin fatalities between 2007 and 2019 were from collisions with watercraft such as boats, jet skis and windsurfers. Little penguins swim close to the surface and can be difficult to spot. 2. Penguins mate for life and if their partner dies then future stocks are impacted. 3. In 2011 there was a marine heatwave that contributed to declines in local baitfish that penguins eat. Many penguins died that year due to starvation. Some of the tagged penguins have been seen to travel up to 150km away for food. Since then the waters have remained warmer in general, this has seen a decline in the number of penguins attempting to breed in nest boxes. 4. Penguins can die from overheating when exposed to warmer waters. 5. There is the potential that too many visitors have accessed areas of vegetation that they should not have, this can lead to habitat loss. There are two distinct colonies, one on the north of the island who swim to cockburn sound for their food, and the southern colony that swims as far away as Dunsborough for food. Due to natural reasons the southern colony will not deviate from their usual food supplies, even though there is more food to be found by following the northern colony! These rapidly declining penguin numbers are a real concern, from an environmental, natural and tourism perspective (the city logo is a penguin!). The State government manages the island through DBCA and I am sure that we all hope that a methodical management plan be put into place by the state government agencies to protect these colonies as a matter of urgency. There is some good news for penguins generally though, there appears to be a thriving colony off garden island (garden island is not a part of the current penguin counting studies so there are no detailed figures). 19.01.2022 Happening tonight, all for a good cause. Hope you all have a great time trick and treating throughout the City.

19.01.2022 As a Council we were very aware that a lot of people in the community are struggling during this COVID crisis and we agreed to take steps to offer as much practical assistance as we could. Apart from making sure that no home owner pays more rates than last year we also agreed that residents could pay their rates in weekly, fortnightly or monthly instalments and that there would be no extra interest applied for people using those options. There is also a hardship policy for th...ose people who can prove genuine financial hardship. We do care and hopefully these measures can assist residents. (Please do not turn your rates notice into a paper airplane though!!)

18.01.2022 An additional 5500 new housing lots in Baldivis? If you have not yet signed this petition please consider doing so as this extra potential 5500 houses could have a massive detrimental knock on effect in Baldivis. In June I was delighted to receive the unanimous support of Council to ensure that the Cities formal view on this development is that if the State felt that this land had to be rezoned, then it should be rezoned to allow for employment opportunities (think commercial..., light industrial, factories etc) My personal preference is for this land to be left as is, there is way too much over development as things are and I am hoping that the State Government will knock back this proposal for land that had never previously identified for large scale housing. If you have not yet signed then I would urge you to do so please. http://chng.it/JzzHsPTh

13.01.2022 I am so so sorry. Very early in 2019 I became aware of a unique issue where Kangaroos where fenced in on a Baldivis estate, and they were scheduled to be euthanised. Behind the scenes I made contact with the developer to try and get a common sense outcome, my suggestion was that the developer should simply open up a portion of the fence to allow them to move away naturally. The developer was keen but was ultimately bound by the State government department of biodiversity and ...conservation who would not allow this to happen. I was transparent and informed the community about the impending euthanisations and there was an outpouring of concern from the community and there was a petition, a mini rally (where community members and politicians such as Senator Steel-John attended) and Reece Whitby then took on this issue and the decision was made to relocate the kangaroos. 122 western grey kangaroos were ultimately relocated from the paramount estate to the Jarrahdale forest as part of a study where they were tracked to help determine potential future relocations. Unfortunately out of the 122 kangaroos that were relocated, only six have survived. The high death rate was due to the stress of being captured and relocated (myopathy). I only ever wanted the fencing to be removed in sections to allow the kangaroos to access other areas and it saddens me that this common sense option could not have been implemented, it equally saddens me that the relocation was not successful. My views on over development are well known, as are my objections to the potential 5000 lot development in north east baldivis, and this is yet another example of the need for housing development versus the need to provide nature corridors and more policies to genuinely preserve fauna and flora. So Sorry for my part in this, my intentions were genuine and positive. See page 97 for the full report - https://rockingham.wa.gov.au//planning-and-engineering-ser

10.01.2022 Another potential shopping centre site in Baldivis. The Developers of the Baldivis Parks estate will be putting forward an application to introduce a ‘Commercial’ zone over a portion of land south of Daintree Street which is currently zoned residential. The plans for this proposed local centre could incorporate the following potential uses - ... - Supermarket; - Liquor store; - Café/sales office; - Pharmacy; Child Care Centre; and - Medical Centre. This proposal will be out for formal public comments in the not too distant future where you can officially have your say in terms of support or objections.

04.01.2022 I do not often share go fund me pages but this is an exception. Mathew Neary was the unfortunate victim of a hit and run incident in Golden Bay earlier this month during the early hours of the 22/11/2020. Mathew was an incredibly kind and loving man who helped anyone he could and adored his partner Teesha and their 4 children (plus 1 on the way), and his 4 children from a previous relationship. Teesha and all 9 kids will need financial support. Matt was not a wealthy man, he ...had a rich heart and personality and will leave behind a hole in the hearts and lives of so many. Not least of all his partner and kids. Matthews family are hoping to take the burden of financial stress away from his partner and kids and 100% of any money raised will be used for Teesha and the children. https://www.gofundme.com/f/27b2dmmchc

02.01.2022 The turf is starting to be laid at the Baldivis District Sporting Complex, exciting to see after so many years of planning! A local company was awarded the $833,000 contract to supply and lay the turf and the turfed area to be covered in this contract is 72,830m2, which is the equivalent of 4.1 MCG Ovals!! Revegetation of the conservation area located in the north-western corner of the BDSC site has started with over 14,000 tubestock natives planted. By the end of winter 2021... more than 30,000 native plants will be planted in this area, providing habitat for native animals and birds. About 30% of the plant species are specifically suited to black cockatoos for feeding and roosting. Notable species planted include marri, tuart, jarrah, parrot bush, Menzies Banksia, Harsh Hakea and grass trees. The first two stages are budgeted to cost approximately $38m, plus the $9.7m to acquire the land and this is in addition to the required infrastructure works and road improvements. There will be three AFL sized playing fields and an indoor recreation centre with four basketball sized courts. There is a future stage comprising of 18 outdoor courts and a junior pavilion which will cost around $8m and has been pushed back to 2028. Roll on 2022 when this opens.
