20.01.2022 We've had several Mission Command oriented posts recently, and the linked article from the US Navy's War College was forwarded to us for our consideration. For those feeling slightly more academic or theoretical (especially whilst in COVID-19 isolation), it makes for a very good appreciation of modern naval Mission Command. BLUF: ... 1. Naval combat can be described as a Structured Battle, a Melee, or as Sniping. - A Structured Battle offers complete coordination of assigned units and their actions. - A Melee is combat which is unexpected or opportunistic and a unit's actions are uncoordinated. - Sniping is a naval ambush conducted by highly dispersed units, without coordination. 2. The degree of Mission Command exercised by each level of naval combat varies, and is heavily reliant upon relevant information. 3. Relevant information is constrained by bandwidth, connectivity, simplex/duplex, and validity. These are targetable attributes. Our opinion: Recognising and defining differences between forms of naval combat is encouraging. The temptation to reach out and direct battle from afar remains seductive. Calls for Information Warfare to have 'equal' status among its kinetic brethren is growing; and rightly so; but we feel IW remains somewhat unaligned with the kinetic effort. As a label, IW commenced as Command and Control Warfare (C2W). Warfighter training must remember this, so any IW encountered goes beyond the 'enabling' education of spectrum-based technologies and their architectures. Reinvigorating the use of the C2W label refocuses the warfighter, and better prepares them for when any aspect of modern naval communications become untenable or unreliable, taking the Structured Battle down to a Melee (especially). Military planning has long recognised how much 'art' is required, against the 'science' of weapon, sensors and logistical performance. C2W gives the naval warfighter licence to reconsider their approach to leadership and command, and generate a renewed culture of tactical/ operational invention and improvement. Once such culture has been (re-)established, only then might the warfighter receive better Command Intent in which to act, rather than react to potentially-continuous direction (ie the 'back-seat Admiral'). Conversely, only then might the Commander be more trusting of subordinate warfighters, allowing all involved the latitude to conduct themselves appropriately, no matter the degree of structure or coordination available when the fight starts. https://digital-commons.usnwc.edu/cgi/viewcontent.cgi

We suspect the linked article will provide conclusionary comments to our recent (unintended) theme of Mission Command-related posts. The article focuses on Command Intent, demonstrating it is more than just a doctrinal noun. ... Conveying personal expectation and nuance cannot be captured by the Staffing process alone. Time is needed to educate and skill Officers, allow them to think; and, finally, communicate in unfettered terms. KISS, anyone?
