Decentralisation of water is a big part part of sustainable statewide water infrastructure. Water we are told attracts and creates more rain ... whod have thought ??? We are told one can actually bunny hop clouds from one reservoir to the next, drawing the water and moisture vapour inland. Water begets water . Who would have thought ?? WATER / RAIN FROM THE SKY BELONG TO THOSE THAT IT LANDS ON INCLUDING THEIR PROPERTY - IT COMES FROM GOD , GAIA, UNIVERSE OR WHAT EVER IT IS ONE SUBSCRIBES TO. Creative solutions ? We have an idea to create a fresh water supply surplus and do to the water licences what Uber did to the taxi licences, created a supply surplus. This will solve the current water licence and supply issues and the current argument against fresh water decentralisation. Water and dams on farms actually draws the rain inland, creating more water for everyone.
