With no centerlink money, family move to town crowding other family or might have to steal to eat and so on.. Looks like an intensification of the colonial policy to 'round up the natives' into the new gaol... ..the $150,000 a year funding one outside 'emplyment' 'expert could do wonders if distributed to the community.
