24.01.2022 Roundabout to be constructed by October for Boundary Road/Pitt Town Road/Neich Road Last night, The Hills Shire Council awarded the construction tender for t...he roundabout at the intersection of Boundary Road, Pitt Town Road and Neich Road in Maraylya. The $394,000 construction works also include construction of a concrete bus bay, footpaths and signage. Prior to construction works starting, Endeavour Energy will continue to relocate their electrical assets to cater for the roundabout. Once Endeavour Energy have moved their aerial network, work proper on the roundabout can commence. The successful construction tenderer can complete the works in 3 weeks after construction starts, with the project expected to be completed in October. The park is proposed to feature a range of attractions including: A natural theme playground catering for a wide range of age groups Park Shelter with picnic setting 4m high climbing structure with slide Nature play space for toddlers Drinking fountain Accessible spinner Double swings Turf kick about space Concrete pathway around the playground and through the park Suitable vegetation planting As noted on the plan, a portion of the site is currently under private ownership. It is in the process of being purchased and the remainder of the park upgrades works will be finalised once the settlement of this property is completed. Following the completion of the community consultation and design process, Council anticipates construction of the park to commence later in the 2020-21 Financial Year.

18.01.2022 Welcome to the Gables Australia’s Newest Suburb The creation of Australia’s newest suburb ‘Gables’ has been officially assigned with its gazettal date of toda...y, the 17th of July 2020 https://proposals.gnb.nsw.gov.au//f8aab638-9546-4d04-90d7- https://gazette.legislation.nsw.gov.au/so/download.w3p As an almost life long Box Hill resident, I couldn’t be any prouder to see the Gables proposal come to fruition. The Gables name has a rich history within the area. One submission to Council during the exhibition stated that in 1937, Robert and Edgar Hurrell purchased a dairy farm of 1183 acres, originally naming it Green Gables Dairy. However this name was already registered, so the name was changed to Red Gables Dairy. The dairy was at one point the largest in NSW. The GNB record states that the original dairy farm was divided into two because of its size - one farm named ‘Red Gables’ and the other named ‘Blue Gables’. Today, the site is home to The Gables development, an incredible area of new parks, beautiful houses and most of all, a tremendous community of incredible people linked by mateship. The history of the land and the aspirations of the new community will be best carried into the future by the name ‘Gables’. Congratulations to everyone who helped make it happen, in particular local resident Francisco Wahed. Council has notified many organisations to update ‘Supply Addresses’, however, these organisations cannot update mailing or billing addresses unless notified by the resident. It is recommended that businesses and residents update their mailing and billing details with respective organisations, including educational institutions, their employer, energy services, financial services, legal representative, Roads and Maritime Services (RMS) and anyone else they regularly receive correspondence from. Property owners affected by these changes will receive a letter from Council with a checklist and a guide about who to notify of these changes. Parcels delivered by Australia Post will be redirected to the correct new address for a period of four months. When ordering products and services, Council advises residents or business owners to include a statement that their suburb has recently changed in the ‘Additional Delivery Information’ area. This will ensure the company is aware of the suburb change and will assist with the delivery of the product to the correct address.

10.01.2022 The 2000 student Regis Education, Sports & Community Precinct is proposed for Box Hill A Concept Proposal and Stage 1 works for a new school with sports and ...community facilities is proposed at 127 Old Pitt Town Road, Gables. The details are listed on the NSW government planning portal website https://www.planningportal.nsw.gov.au/major-projects//39686 The site is proposed to include - A Centre Based Childcare Centre, with a capacity of 80 children. - A 2000 student school with the Junior School (Kindergarten Year 4) having 500 students, the Middle School (Year 5 Year 8 ) having 500 students and the Senior School (Year 9 - Year 12) having 1,000 students - Other buildings including a Library, Wellness Centre and learning support, ICT Hub, Performing Arts specifically for drama, music and dance, Hospitality building, Visual Arts building and STEM (science technology, engineering and mathematics) precinct - Sporting facilities including 1 x main oval, 8 x outdoor tennis courts, 1 x gymnasium with 4 indoor basketball courts, gymnastic studio, dance studio and amenities, 1 x outdoor swim centre which includes: 1x Olympic swimming pool (6 lanes) and 1x learn to swim pool, 8 x outdoor netball/basketball courts and 1 x large playing field Some of the potential positives of this proposal are: Box Hill will undoubtedly require multiple schools in the future and this centre would be welcomed by many and well utilised. The facilities, buildings and sporting facilities on offer are significant and have the potential to benefit a large amount of people in the community. Some of the potential negatives of this proposal are: Three separate sites are already zoned for schools in the Box Hill release area and suburb planning and residential buying of land has happened expecting schools to be in those specific pockets. Locating this school in the rural transition zone will be a significant intensification of the site, potentially having negative impacts on the amenity for those surrounding Nelson residents on acreage and the rural character north of Old Pitt Town Road as a whole. As shown on the planning portal, the applicant has requested a Secretary’s Environmental Assessment Requirements (SEARs) to be prepared so an Environmental Impact Assessment for the State Significant Development Application can be conducted. After a SEARs is issued, the applicant can submit the State Significant Development to the NSW Department of Planning, Industry & Environment with the Minister for Planning the consent authority. However, if an SSD application receives more than 25 public objections then the Independent Planning Commission is the consent authority. All State Significant Development Applications are publicly exhibited for at least 28 days so the Box Hill community will get the chance to formally have their say in the future.

05.01.2022 15Z Nelson Road Site to be sold, a new Box Hill Nelson Community Centre to be built The 15Z Nelson Road site that houses the Box Hill Nelson Community Centre ...will be sold by Council and a new Community Centre will be built across the road at the upcoming Anthony Skarratt Reserve. The current Box Hill and Nelson Community Centre is a very special place with an incredible history. The 1 acre of land was donated to the Box Hill Nelson Progress Association by Anthony Skarratt 70 years ago. The Nissan Hut was purchased and transported to the current site by Progress Association. The Progress Association fundraised for years to pay back the cost of the hall and maintained the facility for decades. The hall has hosted countless large events, progress meetings, Christmas partings and even ordinary meetings of Council. For 70 years the hall has been the centre of the community in Box Hill and Nelson. However Box Hill will house 40,000 residents when it is fully developed, and a larger contemporary community centre is needed to service the population. The Independent Pricing and Regulatory Tribunal (IPART) deem any new Community Centres as ‘non-essential works’ and therefore they are not able to be included by Council in the Box Hill Contribution Plan. Therefore the sale of this land is required to fund part of any new community centre in Box Hill. Councillors have consulted widely with the community to ensure that the history of the hall is maintained and that Box Hill and Nelson get the best possible outcome from the sale. As part of the resolutions of Council All money from the sale of the land is being held in an internal reserve for exclusive use towards the new Community Hall in Box Hill. The new hall will be over twice the value of the current hall and land $358,862 has been allocated to fast track the planning and design work of the new reserve and hall A community exhibition will occur in the near future proposing that the reserve that the hall stands upon be called Anthony Skarratt Reserve The new hall will be called the Box Hill and Nelson Community Centre Council staff have also been directed to Work with the proponent to maintain access to the existing hall for as long as possible Review landholdings in Box Hill and surrounding areas to offer alternate venues to existing tenants including the progress association, dance classes and shows Ensure that the history of the current hall and progress association is to be maintained in the new facility A further report is being tabled to Council in 3 months detailing progress on all of the seven items listed above. I believe the motion of Council is a large step forward for the future of the Box Hill and Nelson and that the new facility will form a new centre of focus for the community in the decades to come.

05.01.2022 An update on Box Hill Roadworks Every day for the last week I have been speaking to council staff to seek improvements to the temporary road closures in Bo...x Hill, and every day the staff have been working with the individual contractors to improve each situation. 1. Terry Road Terry Road is currently closed for southbound traffic between Hedgewood Drive and Byerley Street and southbound between George Street and Nix Street (removal of the dip). Works area due to take place for approximately 8 weeks Northbound traffic on Terry Road is unaffected at all times. Representations were made to the contractors to ensure only northbound traffic would pass through the road, misleading signs about northbound detours were removed, lighting was increased and additional signage and enforcement of the southbound detour were put in place. 2. Nelson Road Nelson Road is closed for westbound traffic between Box Road and Windsor Road until the 28th of September. Eastbound traffic from Windsor Road is unaffected at all times. As one lane must be closed to do the works, the westbound route was closed as under RMS rules, the traffic lights on the State Road (Windsor Road) cannot be impacted. Representations were made to ensure controllers were not stopping eastbound traffic from Windsor Road and additional signage would be in place. Also, the westbound variable message board before the half road closure is being moved to the Hynds Road intersection to give drivers a better chance to drive around the works. 3. Edwards Road Edwards Road is open for two way traffic at 40kmh but the southbound lane uses the road shoulder. The road condition of Edwards Road deteriorated over the weekend. Patching of the problem areas occurred yesterday with a more comprehensive reseal now completed as well. 4. Council Website Greater details and additional maps for the Nelson Road and Terry Road worksites have been placed on Councils website https://www.thehills.nsw.gov.au//R/Temporary-Road-Closures 5. Route Planning If possible, plan ahead and try to leave Box Hill via Boundary Road or Terry Road (using the detour via Mason Road or Highgrove/Nix Street if need be) and not Nelson Road or Edwards Road. I will be raising all of the above issues during Questions Without Notice at the Council meeting tonight to get further improvements to each worksite and better communication of each site to residents

05.01.2022 Master Plan adopted for the first sports reserve in Box Hill - The Water Lane Reserve The Water Lane Reserve is the first sports complex in Box Hill to ...have an adopted Master Plan a momentous occasion in the history of the suburb. The Water Lane Reserve will feature two sports fields servicing AFL during winter and Athletics track and field activities during summer. The Water Lane reserve will feature informal parkland use, athletics facilities, an amenities building, playground, shaded structures, a pathway around the perimeter and a 200 space car park. The Water Lane Reserve will border the future Rainforest Reserve which is designated for additional passive parklands and will feature a youth space. Council is also planning the delivery of five other sports complexes in Box Hill in the years ahead, servicing most major sports as per the 2019 recreation strategy. The project will now advance to the detailed design phase. The timing of the construction of The Water Lane Reserve is dependent on the timing of the construction of The Water Lane roadway.

03.01.2022 Stop signs proposed for the Terry Road/Fontana Drive/Old Pitt Town Road and Edwards Road/Annangrove Road intersections At the upcoming meeting on Tuesday the... 11th of August, Council has been recommended to implement stop signs on 1. Terry Road and Fontana Drive, approaching Old Pitt Town Road 2. Edwards Road, approaching Annangrove Road The upcoming decision is an important step forward for road safety in Box Hill and will provide assistance until the traffic lights are implemented at Terry/Fontana/Old Pitt Town and the roundabout is constructed at Edwards/Annangrove. It is also recognition of advocacy behind the scenes and documenting of current sight distances and dates of accidents by local residents including Nerida Freeburn, Francisco Wahed and Peter Suryadi, as well as the Box Hill and Nelson Progress Association. A warrant analysis and detailed design for the traffic lights at the corner of Terry Road, Fontana Drive and Old Pitt Town Road will be submitted to Transport for NSW shortly. Should the necessary approvals from TfNSW be received, installation of the traffic lights will be carried out early in 2021.

The reclassification of the land will enable the sale of the 15Z Nelson Road lot in order to finance a new and larger community facility in Box Hill. As per the motion I moved through Council on April 28, should a land sale occur, there are provisions to ensure the planning process for the new hall is expediated all sale costs from the current land go towards the new hall the transition period between the current hall and a new hall is minimised the reserve where the hall is located be named after Anthony Skarratt Parks Update Progress with local sportsfields and parks continues to occur. The Master Plan for the Water Lane Sportsfields reserve was recently adopted by Council. Construction will begin this financial year for the local passive space parks at Equinox Drive Reserve and Hannaford Avenue Reserve. Tonight at Council, $400,000 from the Section 7.12 Contribution Plan will be allocated towards a roundabout at Annangrove Road/Edwards Road to bring forward construction of this much needed intersection treatment.
