24.01.2022 Tempting opportunity for sole traders to game the new JobKeeper system: There appears to be a large loophole in the assessment of who is eligible for the extended JobKeeper payment, and tax experts worry it is going to be exploited by hundreds of thousands of Australians. In order to receive the full $1,200 per fortnight in wage support, sole traders will need to show the Tax Office they were working more than 20 hours per week in the reference period.... Accountants are already expressing concerns about exactly how small businesses, particularly sole traders, will tally up their hours of work each fortnight. "The Treasurer announced that for sole traders that they needed to be actively engaged in the business for 20 hours or more per week to get the higher rate," Mr Croker explained, noting that they would otherwise only be eligible for the part-time rate of $750. "Now, you could be washing the dishes at night and thinking about your business at the same time thats a very loose test," Chartered Accountants tax lead Michael Croker said. It might be a very loose test, but Newcastle-based hairdressing salon owner Sandy Chong says it also reflects reality. "If you own a business, you work 24/7," she told PM. 23.01.2022 The State Government is seeking feedback on the future of the Fitzroy River catchment in the Kimberley with today's release of the Fitzroy River water discussio...n paper. The discussion paper, which is open for comment until May 31, 2021, outlines approaches being considered by the State Government to protect the Fitzroy River and to sustainably manage the water resources in the catchment. The State Government has heard a range of opinions about future development in the catchment and the management of water resources through consultation undertaken in 2018 and 2019. Outlined in the paper are several key topics and management approaches for more focused discussion and feedback that relate to managing water and development in the Fitzroy River catchment. It will form the basis of another series of face-to-face discussions with traditional owner groups and stakeholders in the Fitzroy catchment. Previous face-to-face discussions were delayed due to COVID-19 restrictions. The paper is an important part of the State Government delivering on its commitments to: * create the Fitzroy River National Park, which will extend the Geikie Gorge National Park along the Fitzroy River to the north and along the Margaret River; * develop a management plan for the Fitzroy River to ensure the health of the river and provide a basis for sustainable economic development; and * not allow the Fitzroy River or its tributaries to be dammed and deliver a Fitzroy water allocation plan. Given it is important to ensure people have time to consider and share their views on the matter of water allocation and use in the Fitzroy, the paper will be open for public comment into the new year until the end of May 2021. No final decisions have been made in relation to any option or approach proposed in the discussion paper. At the conclusion of this public comment period, the State Government will consider all feedback received and prepare a draft Fitzroy River water allocation plan. 22.01.2022 Consumer Prices Rose In 2020 Despite Recession ABS consumer price index (CPI) figures for the December quarter were released today. Fruit prices rose 3.4 per cent in the last three months of 2020, while beef and veal prices rose by 3 per cent.... But the price of vegetables fell by 6 per cent, due to easing drought conditions, according to the ABS. It meant for the whole of 2020, the cost of food and non-alcoholic beverages increased by 2.3 per cent in the back of ongoing higher domestic demand in response to the COVID-19 pandemic and strong meat export demand, offset somewhat by the lessening impact of drought. Consumer prices still rose by 0.9 per cent, despite the recession. On Wednesday, the Bureau of Statistics released its consumer price index (CPI) data for the December quarter, which completed the picture for inflation in 2020. The data show consumer prices rose by 0.9 per cent for the year, despite Australia enduring its first recession in almost three decades. It was a noteworthy recovery from the biggest quarterly fall in the 72-year history of the inflation index in the June quarter last year, when the CPI slumped by 1.9 per cent after the Federal Government temporarily made childcare free from April to mid-July to help families cope with the economic consequences of the economic shutdowns. The bounce-back in prices in the December quarter was driven by childcare (+37.7 per cent), with free child care being unwound and out-of-pocket expenses returning to pre-COVID levels, and tobacco prices (+10.9 per cent), following an increase in the tobacco excise. Reserve Bank governor Philip Lowe has said interest rates are likely to remain historically low for the next few years at least, to encourage underlying inflation to increase to the middle of the RBA's 2-3 per cent target range over time. 21.01.2022 Clive Palmer Loses High Court Challenge Billionaire miner Clive Palmer has lost his High Court challenge against Western Australia's coronavirus border closures. The question put to the High Court was whether Western Australia's Emergency Management Act and the directions to close the borders in light of the coronavirus pandemic breached section 92 of the Constitution.... Mr Palmer's lawyers told the High Court the closure did breach section 92, which guarantees movement between states. But the West Australian Government told the court the closures were justified because they were reasonable and necessary to stop the spread of COVID-19 in the state. Chief Justice Susan Kiefel said today the court had found the Act complied with the Constitution, and the directions did not raise a constitutional issue. Mr Palmer was ordered to pay costs. 19.01.2022 House Prices Rise Nationally In November Property analysts no longer expect 10 to 20 per cent declines in house prices, and expect that if the virus remains under control in Australia prices will rise more by early next year. After gains in October, CoreLogic's national index recorded a second consecutive monthly rise in November, with dwelling values up 0.8 per cent over the month and 3.1 per cent over the year.... 18.01.2022 Indonesia Market Worries Cattle Exporters THERE is growing uncertainty among live cattle exporters about whether Indonesia will continue to be a sustainable market in the next 12-18 months. Western Australian Livestock Exporters Association chairman John Cunnington, Halleen Australisian Livestock Traders business development officer, said with the price at $3.80 per kilogram for Indonesia it was difficult to see how the market wouldn't start looking for an alternative supply ...source, such as South America. WA cattle exports reached 170,945 head from January 1 to September 30. In September, 1924 head of cattle were shipped to Vietnam, 3269 to Indonesia and 2061 to Malaysia, all from the Broome port. Fremantle saw just 199 head shipped to Kuwait and 160 head to the United Arab Emirates. October figures are expected to be released by the Department of Agriculture in the coming days but figures are expected to rise after a number of shipments in the past few weeks. 18.01.2022 ASX Rallies After Record Closing High On Wall Street The Australian share market got off to a strong start with all sectors higher led by real estate firms, miners, banks and oil stocks. At 10:30am AEDT, the ASX 200 index was up 1.2 per cent or 79 points to 6,484.... The All Ordinaries also rose 1.2 per cent to 6,687. The big banks have all increased with the Commonwealth Bank up 1.9 per cent, Westpac up 1.4 per cent, ANZ up 2.7 per cent and NAB up 1.8 per cent. Big miners BHP and Rio have gained 2 per cent. Buy now, pay later firms have lost ground after a new report by the corporate regulator found that one in five consumers who use the services are behind on their repayments. ASIC found that in the 2018-2019 financial year, firms like Afterpay and Zip made $43 million from customers who were not able to repay on time. Afterpay shares fell 0.4 per cent to $101.40, Zip shares fell 0.8 per cent to $6.00 and Sezzle shares were down 1.4 per cent to $6.60. 18.01.2022 The Reserve Bank of Australia (RBA) has kept the official cash rate unchanged at the historic low of 0.10 per cent. Last month, the Board slashed the cash rate for the third time this year at a historic low of 0.10 per cent. This was accompanied by an additional bond purchase (quantitative easing) program worth $100 billion of government bonds over the following six months. "The combination of the RBA's bond purchases and lower interest rates across the yield curve will assi...st the recovery by: lowering financing costs for borrowers; contributing to a lower exchange rate than otherwise; and supporting asset prices and balance sheets," RBA governor Philip Lowe said. Interest rates will likely remain at a record low for the foreseeable future as the RBA won’t meet in January. 18.01.2022 Fortress WA Set To Come Down Monday at Midnight Western Australia's border will reopen to Victoria and New South Wales on December 8, allowing travellers from those states to spend a quarantine-free Christmas in the west. The latest advice from WA's Chief Health Officer has classified the spread of coronavirus from the two states as very low risk, removing the requirement for travellers to spend 14 days in mandatory quarantine.... The decision is dependent on there being no outbreaks in New South Wales or Victoria before next Tuesday. 17.01.2022 US Election Update: Too close to call!

17.01.2022 The State Government is extending the emergency period under WAs Commercial Tenancies (COVID-19 Response) Act 2020 until March 28, 2021. The move means existing laws, including the moratorium on evictions, freeze on rent increases and code of conduct for small business commercial lease rent relief negotiations, will continue to apply in a more targeted manner until this date. After September 29, 2020, when the current arrangements were due to end, WAs commercial tenancies (...COVID-19) legislation will be refined to offer assistance to small businesses that continue to experience financial hardship resulting from the pandemic and qualify for JobKeeper (or their loss in turnover is more than 30 per cent). These changes will be achieved through regulations currently being drafted. The Small Business Commissioner and the State Administrative Tribunal will continue to provide free dispute resolution services in relation to the Act and associated code of conduct. Earlier this year, the WA Government introduced the code of conduct to help eligible small business tenants and commercial landlords reach agreement about rent relief during the COVID-19 coronavirus pandemic. The code will continue to apply after September 29, 2020, only to those tenants who are able to demonstrate ongoing financial hardship as a result of the pandemic. There are now at least five legal firms investigating potential class action lawsuits against the insurance industry over its denial of business interruption (BI) policy payouts during the pandemic. But litigation lawyers will not have an easy time of it, with the insurance sector vigorously defending paying out a liability that is estimated to be up to $10 billion. "It's going to be a fight to the end," Australian small business owner Michael Herrmann said. When COVID hit, Mr Herrmann's business Bonza Bike Tours had a business interruption policy with CGU, a subsidiary of Australia's biggest insurance company, IAG. Business interruption policies were designed to financially bail out companies when they experience a major disruption to trade, like a fire or a natural disaster. Despite making a claim and involving the financial complaints regulator AFCA, Mr Herrmann has so far been unable to receive a payout under his BI policy for his revenue loss during the pandemic. But in a statement, a spokesperson for the insurance giant reiterated a statement that the entire industry is standing firm on. "Our policies weren't written or designed to provide cover for a pandemic, so we need clarification on how they should be interpreted in light of the impact of COVID-19," an IAG spokesperson said. 13.01.2022 McGowan Government Launches Solar Schools Program for Regions Education and Training Minister Sue Ellery today launched the Solar Schools Program at Port Hedland Primary School. The $5 million program, delivered by the Department of Education and Horizon Power, will provide rooftop solar systems to 30 regional public schools throughout Western Australia.... This investment will create approximately 12 new full-time jobs across regional WA, during the 18-month construction period, and facilitate two new Aboriginal electrical apprenticeships. The program will reduce the schools greenhouse gas emissions by more than 2,000 tonnes each year - the equivalent of taking around 400 cars off the road. This aligns with the McGowan Governments Distributed Energy Resources Roadmap, which is committed to providing safe and reliable electricity at the lowest cost, while also making the State cleaner and more sustainable. The initiative is part of the McGowan Governments $200 million School Maintenance Blitz, announced on September 22, 2019, to address high priority maintenance, minor works and upgrades. 10.01.2022 First Ever Electric Vehicle Strategy The McGowan Government is steering towards a cleaner future with the release of Western Australia's first ever Electric Vehicle Strategy. The strategy will be accompanied by the almost $21 million Electric Vehicle Fund - including the largest single investment in EV charging infrastructure in Australia by a State or Territory Government.... The strategy will facilitate the creation of Australia's longest, and one of the world's longest, electric vehicle charging infrastructure networks - from Perth to Kununurra in the North, Esperance in the South and Kalgoorlie in the East. Western Australians and visitors will be able to access fast charging stations along major travel routes in the regions, town and city centres, and tourism sites. Construction of the network will also create jobs in metropolitan and regional areas. The State Government will lead by example by increasing its own fleet of electric vehicles, committing to a target of acquiring at least 25 per cent electric vehicles across eligible vehicles in the State fleet. To support the State Government's electric vehicle fleet target, electric vehicle charging stations will be installed in government buildings. The strategy will also facilitate EV uptake by developing and updating standards, guidelines, and requirements for planning approval, as well as improving levels of consumer awareness and knowledge. Global and domestic uptake of electric vehicles also presents significant opportunities for industry and jobs growth in WA. In recognition of this, the strategy supports the uptake of hydrogen fuel cell electric vehicles, aligned with the Western Australian Renewable Hydrogen Strategy, as well as the initiatives in the Future Battery Industry Strategy released in 2019. In 2019, the McGowan Government committed to working with all sectors of the economy to achieve net zero greenhouse gas emissions by 2050. In June almost 500,000 home loans with major banks were on a "pause" and almost one-in-10 mortgages in the entire country were not being paid.... That number as of last week is now closer to 270,000. In March, banks gave an almost blanket offer that allowed people to stop making payments for six months. 07.01.2022 LNG Production at Shell's Prelude Gas Processing Plant Restarts Liquified natural gas (LNG) production has restarted this month on the world's largest floating object, Shell's half-kilometre long Prelude gas processing facility. The restart is much-needed good news after an 11-month shutdown following a technical issue only described as an "electrical trip" by Shell, and three incidents that the offshore energy regulator NOPSEMA described as "dangerous occurrences".... 04.01.2022 Remote Community’s Call For Liquor Ban Answered The McGowan Government has responded to local concerns and declared the community of Kadjina in the Shire of Derby-West Kimberley a liquor restricted area, taking the total number of communities with liquor bans in place up to 26. Racing and Gaming Minister Paul Papalia implemented the ban under section 175 of the Liquor Control Act 1988, which prohibits liquor from being brought into, possessed or consumed in the area.... Kadjina is located on Millijidee Station, about 190kms south-west of Fitzroy Crossing. It has a population of around 50-90 people. The restrictions came into place on November 7 as a means of reducing alcohol-related harm in the community, following calls from community leaders to introduce regulations. Consultation was undertaken with community leaders on the proposal and its capacity to reduce social and physical harm related to excessive alcohol consumption. The move was supported by WA Police and the Shire, with the restrictions to be in place for the next five years. A 1.8m fence erected around Broome Visitor Centre to stop nearby itinerant people on drinking binges from abusing and threatening workers and tourists is already stamping out the deep-rooted problem. The $70,000 structure, which was completed this week, was built around the CBD facility because grog-fuelled antisocial behaviour on the adjoining Male Oval had become so prevalent staff... were having to lock themselves inside hours after closing over fears for their safety. BVC president David Galwey spoke out about the intensifying issues workers were facing each day earlier this year, which included the centre’s deck being covered by vomit, urine, faeces, empty alcohol bottles and cans, smashed glass, filthy clothing, ripped-up tourist pamphlets, cigarettes, drug pouches, and empty food cartons each morning. He said one night workers could not leave until dark when a group were trying to stab each other with sticks right near the entrance. The issue primarily involves itinerant people from nearby dry communities who come to Broome to purchase takeaway alcohol without having a safe place to stay. 02.01.2022 Building Bonus Boost Part Of New COVID-19 Industry Support Fund The McGowan Government has established the new COVID-19 Industry Support Fund to deliver further relief to Western Australians and continue to stimulate the States economy. The States economy is recovering better than expected, so as a result, funding from some relief measures has been repurposed into a special COVID-19 Industry Support Fund.... The $30 million of additional funding for the Building Bonus announced today takes the total investment in the program to $147 million. The Building Bonus program was part of the McGowan Governments $2.7 billion investment in immediate COVID-19 stimulus and relief measures, part of the $5.5 billion WA Recovery Plan. Grants of $20,000 are available to any homebuyer who wishes to build a new house or purchase a new property in a single-tier development (such as a townhouse) prior to completion of construction. Demand for the grants has been high, with 283 Building Bonus applications submitted, 96 applications approved and $1.92 million in grants paid out to date. These numbers will continue to increase as more Western Australians commence construction on their new homes, making them eligible for the grants. Following the introduction of the grants, land sales increased significantly, peaking at around 500 sales per week in late June. This is up from the historical average of around 60 per week. The additional $30 million will go towards an increase in demand for the Building Bonus after the McGowan Government expanded the conditional criteria in July. The McGowan Government today also announced an extension of the disconnection moratorium for residential water and electricity customers from September 30, 2020 to June 30, 2021. 01.01.2022 Incentives for West Aussies to Work and Wander out Yonder The McGowan Government will invest $3 million to help attract Western Australians to seasonal agricultural jobs across the regions. The Primary Industries Workers Regional Travel and Accommodation Support Scheme will assist agriculture, fisheries and food processing businesses in regional areas experiencing labour shortages as a result of the COVID-19 pandemic.... Under the scheme, eligible workers who move to the regions will be able to claim up to $40 a night in accommodation rebates for up to 12 weeks - up to a maximum total rebate of $3,360. A travel allowance will also be made available to those relocating more than 100 kilometres from their usual place of residence. Workers will be able to claim $150 for travel to the Peel, South-West, Great Southern, Wheatbelt, Mid-West or Goldfields-Esperance regions, $350 for travel to the Gascoyne or Pilbara, and $500 for travel to the Kimberley for agricultural work. The rebate scheme will take effect from September 21, 2020 with more information on how to submit a claim available at http://www.dpird.wa.gov.au/regional-workers-scheme
