The following is a summary of the key ATO and banking aspects of the Federal Government’s economic stimulus package in response to the continually escalating COVID-19 situation PAYG Withholding Relief Small and medium-sized business entities and not-for-profits with aggregated annual turnover under $50 million and that employ workers will be eligible. Eligibility will be based on prior year turnover. The Government has enhanced this measure as part of the second economic response package. The cash flow boost provides a tax-free payment to employers and is automatically calculated by the Australian Taxation Office (ATO). There are no new forms or application process required. Employers and not-for-profits’ who withhold PAYGW for employees will receive a 100% credit for PAYGW reported on their March - June 2020 Activity Statements subject to the following: o The minimum credit is $10,000 - this still applies on the condition that no tax is withheld o The maximum credit is $50,000 Employers who remain active will receive an additional credit equal to the amount received on their March - June 2020 Activity Statements on their July September 2020 Activity Statements subject to the following: o The minimum credit is $10,000 - this still applies to the condition that no tax is withheld o The maximum credit is $50,000 All credits are exempt from income tax Only active employers established prior to 12 March 2020 are eligible Any resulting refund entitlements will be issued within 14 days of Activity Statement lodgement PAYG Instalments Ability to amend upcoming PAYG instalments for taxpayers, without the risk of being penalised in the event that the 2020 Tax Return resulting in a tax payable position. Can claim credits on instalments paid in the September and December 2019 BAS/IAS periods at a taxpayer level. Banking Coronavirus Guarantee Scheme for businesses with turnover up to $50 million: NOTE: Banks are still awaiting instruction from the Federal Government in regards to the application and rollout process. Commencing in April 2020, the Government will provide a guarantee of 50% of loans from eligible small-medium business borrowers: o Up to $250,000 per entity o Loan term up to three years with an initial six-month payment deferral o Unsecured finance (borrowers will not need to provide any asset as security) A temporary six-month exemption for lenders from responsible lending obligations including: o New credit o Credit limit increases o Credit variations and restructures

02.01.2022 We have just passed new laws to help businesses get through this pandemic. It is in no one’s interests for local businesses to be evicted or bankrupted at the ...moment: not owners, not landlords and definitely not employees. So we’ve brought in new, temporary laws to help small WA businesses get through this crisis. Our laws bring in a range of assistance for businesses and landlords impacted by COVID-19: a moratorium on evictions for small commercial tenancies, a freeze on rent increases, a prohibition on landlords charging interest on rent in arrears, as well as the introduction of a code of conduct and dispute resolution for landlords and tenants. The reality of the COVID-19 pandemic is that we effectively need to put parts of our economy into ‘hibernation’ while we tackle this virus. We want businesses to be able to survive so they are still around when we fire the economy back up. These laws give us a set of rules and a framework for landlords and tenants to come to an agreement. We trust that businesses and landlords will come to new agreements in the spirit of the principles, but we reserve the right to revisit the issue if businesses are unfairly treated. We are all in this together, and we will get through this.
