22.01.2022 IMPORTANT UPDATE: Australian Government makes positive announcements on student visas On 20/07/2020, the Australian Government announced a number of changes to student visa arrangements in a bid to ensure Australia remains a priority destination for international students. The changes include: 1. The Government will recommence granting student visas in all locations lodged outside Australia. This means when borders re-open, students will already have visas and be able to ma...ke arrangements to travel. 2. International students will be able to lodge a further student visa application free of charge, if they are unable to complete their studies within their original visa validity due to COVID-19. 3. Current student visa holders studying online outside Australia due to COVID-19 will be able to use that study to count towards the Australian study requirement for a post-study work visa. 4. 20.01.2022 2019-2020 Migration Program Report The Australian Government has released the 2019-2020 Migration Program Report. The report indicates that the total permanent Migration Program outcome for 2019-2020 was 140,366 places, and this outcome is within the planning ceiling of 160,000 places set through the Governments budget process.... The breakdown for those streams within the Migration Program are as follows: 95,843 places were delivered in the Skilled Stream, which accounted for 69.5%; 41,961 places were delivered in the Family Stream, which was 30.4%; 81 places were delivered in the Special Eligibility Stream; The outcome of the Child visa stream for the year was 2,481 places. The intended state of residence breakdown indicated the following results: New South Wales: 44,182 applicants decreased by 19.8% Victoria: 34,189 applicants decreased by 19.8% Queensland: 18,743 applicants decreased by 8.2% South Australia: 11,996 applicants increased by 18.6% Western Australia: 11,377 applicants decreased by 7.1% Tasmania: 6,152 applicants increased by 89.5% ACT: 4,370 applicants increased by 28.2% Northern Territory: 2,558 applicants decreased by 2.2% The five largest source citizenship countries of migrants in 2019-2020 were India with 25,698 places, China with 18,587 places, United Kingdom with 10,681 places, Philippines with 8,965 places and Vietnam with 5,398 places. 19.01.2022 Australian SkillSelect Invitation Round July 2020. The Department of Home Affairs has released the EOI invitation reports for 14 July 2020. In the first invitation round for the new financial year in July 2020, there were 500 invitations for 189 visas, and 100 invitations for 491 visas sponsored by an eligible relative. ... Based on the report, occupations in the group of Electronics Engineer (Occupation ID 2334) received invitations with a minimum points score of 90 points for the 189 visa, and 95 points for the 491 visa. Whilst the minimum points score to receive invitations for occupations in the group of Other Engineering Professionals (Occupation ID 2339) and Industrial, Mechanical and Production Engineers (Occupation ID 2335) was 95 points. The Department of Home Affairs also noted that the Government is closely monitoring migration and visa settings to ensure they are consistent with public health measures, are flexible and do not displace job opportunities for Australians, so that Australia can effectively respond to the immediate and subsequent impacts of COVID-19. In accordance with the announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs dated 20 July 2020, all foreign travellers who are to fly from Australia to China will be required to take nucleic acid tests for COVID-19 and apply for certified Health Declaration Forms. The following... procedures are for reference: Starting from 11/09/2020, passengers who fly to China from Australia, directly or indirectly, will be required to take a nucleic acid tests for COVID-19 within three days before boarding; Passengers should fill in and sign the Health Declaration form and are required to send a scanned copy of the signed form, together with the Nucleic Acid Test Certificate with a negative result, and a photocopy of the big-page of the passport to the Chinese Embassy or Consulate-Generals; A Certified Health Declaration Form with a validity period of three days starting from the date of issue of the Nucleic Acid Test Certificate; Passengers are required to present the print-out certified Health Declaration Form within the validity period before boarding. In the third invitation round for this financial year, there were 350 invitations issued for skilled independent visa (subclass 189), and 150 invitations issued for skilled work regional (provisional) visa (subclass 491) family sponsored.... Based on the report, a minimum points score to receive invitations in September for Skilled Independent 189 was 65, that included occupations in need in Australia such as Medical Laboratory Scientists (Occupation ID: 2544), Registered Nurses (Occupation ID: 2544), Other Medical Practitioners (Occupation ID: 2539), Psychologist (Occupation ID: 2723). 14.01.2022 South Australian coronavirus vaccine candidate shows positive results in phase one human trials. A COVID-19 vaccine that has been developed by Adelaide scientists has been shown to be safe in phase one trials, and has generated an immune response in human subjects. The vaccine developed by the company, Vaxine along with researchers at Flinders University is the first candidate to clear phase one trials in Australia, and one of only a handful that have progressed beyond the fi...rst phase of human trials in the world. 40 volunteers were dosed with the vaccine last month. None of the 40 volunteers have shown significant side-effects and no one experienced any fever symptoms. 13.01.2022 Immigration update: Australia announces visa changes for business migrants. The Australian Government has announced that the current Business Innovation and Investment Program (BIIP) from the existing nine streams will be cut back to four. The changes will come into effect from 1 July 2021 with key changes below:... The program will be simplified from nine to four visa streams: Business Innovation, Entrepreneur, Investor, and Significant Investor. There will be a clear pathway to permanent residency for each category. The Premium Investor, Significant Business History and Venture Capital Entrepreneur visas will be closed to new applications from 1 July 2021. Applications already lodged for these visas will still be processed. Provisional visa holders in all four streams will be able to apply for permanent residence if they meet the requirements after three years, but the provisional visa will now be valid for five years, meaning they have additional time to meet the requirements. Business Innovation and Significant Investor visa holders will also continue to be able to extend their provisional visas if they do not meet the business and residence thresholds in the required timeframe. o Business Innovation provisional visa holders can apply for a two-year extension provided they demonstrate a realistic commitment to continuing to manage a business that has been actively operating in Australia for the previous two years. o Significant Investor provisional visa holders can apply for two, two-year extensions provided they continue to maintain their complying significant investment. The requirements for Business Innovation visa holders will be increased to ensure the program is attracting migrants with proven business skills. Business Innovation visa holders will be required to hold business assets of $1.25 million (up from $800,000) and have an annual turnover of $750,000 (up from $500,000) to prove their business acumen. These settings have not changed since 2012 when the program was first introduced. The $200,000 funding threshold required for Entrepreneur visa applicants will be scrapped. Applicants will need to be endorsed by a State or Territory government. This follows the successful Supporting Innovation in South Australia pilot program and will give states and territories an additional way to attract international entrepreneurs. The Government will also be consulting widely with industry to inform any further changes to the Complying Investment Framework. Any changes to the framework will be announced in the early half of 2021, with sufficient time for businesses and investors to adjust. 08.01.2022 "Targeted" SkillSelect invitation rounds occurred in May and June 2020. The Department of Home Affairs has released the EOI invitation reports for 25 May and 11 June 2020. In the invitation round for May 2020, there were 550 invitations for 189 visas, and 100 invitations for 491 visas sponsored by an eligible relative. Whilst for the June 2020 invitation round, there were 170 invitations for 189 visas, and 30 invitations for 491 visas sponsored by an eligible relative. The mi...nimum points score was 85 for the 189 visa, and 70 for the 491 visa. In those invitation rounds, the Department of Home Affairs also noted that the Government is closely monitoring migration and visa settings to ensure they are consistent with public health measures, are flexible and do not displace job opportunities for Australians, so that Australia can effectively respond to the immediate and subsequent impacts of COVID-19. As such, targeted invitation rounds occurred in May and June 2020. Based on the report, occupations in the group of Other Engineering Professionals (Occupation ID 2339) received invitations where the minimum points score was 95.
