25.01.2022 2020-21 Federal Budget Synopsis for Migration: The Government will maintain the 2020-21 Migration Program planning level at 160,000. The planning levels of 79,600 places allocated in the Skill stream... Family Stream places will increase from 47,732 to 77,300 places on a one-off basis for the 2020-21 Migration Program year: Partner Visa Applicants (Allocation increased from 39799 to 72300) Child and Special Eligibility visas will make up 3,100 places. It is very clear that all other visas in family stream will be affected adversely including permanent parents visas Onshore Visa Applicants and partner visa applicants where the sponsor resides in a designated regional area will also be prioritised for the 2020-21 Migration Program. The Government will introduce English language requirements for Partner visa applicants and their permanent resident sponsors (not citizens). Either demonstrate that you've got functional level English, and you may be able to demonstrate that by the fact that you went to an English-speaking school. Or you could demonstrate that by passing an English language test. The requirement of sponsorship approval before partner visa application will be implemented soon. Global Talent Visa Applicants (Allocation increased from 5000 to 15000) Business Innovation & Investment program applicants (Allocation increased from 6862 to 13500) Humanitarian Program ceiling will be set at 13750 places The Government will reduce the income eligibility requirement for the New Zealand stream of the Skilled Independent (subclass 189) visa (the Pathway), and promote take-up of the Pathway by eligible New Zealand citizens. The Government will refund or waive the visa application charge (VAC) for temporary visa holders affected by the COVID-19 travel ban. Employer Sponsored, Global Talent, Business Innovation and Investment Program visas will be prioritised within the Skilled Stream GSM (189/190/491) will be affected on worse side by keeping in mind the total allocation in Skill Stream is reduced significantly (almost reduced by 57%) as compared to 2019-20 Government may keep prioritising to process visa applications in skill stream who are needed in critical sectors. Please Note: The above synopsis is my initial prediction based upon preliminary hints in Federal Budget 2020-21. Acting Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs has indicated in his media release on 7 October 2020 that Approximately two thirds of permanent visas in the 2020-21 program are expected to go to people already in Australia. Of the remaining one third visas (from offshore), it is anticipated that approximately two thirds will be granted under the Skill stream and one third under the Family stream.

The Department has informed the MIA that: ... the same arrangement continues to apply for family members (secondary applicants) of Subclass 485 visa holders.
