25.01.2022 The Citys Placemaking Seed Funding Grants are now open for applications for 2020. The grants are for community led projects that support activation in public spaces which could be public art, greening projects, community events, etc. The more creative and innovative the better. 24.01.2022 Council has recently approved in principle to reduce the speed limit in the residential area surrounding St John of God Mt Lawley Hospital to 40km/hr. This comes after the City submitted an application to Main Roads WA, and aims to improve the safety of the area. The City has been working with St John of God Hospital to advocate for lower speed limits to improve safety for pedestrians and cyclists in the area, as well as those attending the hospital. Community consultation will take place before the final decision is made.
24.01.2022 The City has recently finalised a new Conservation Management Plan for the Berringa Park Wetlands, as part of the Citys long term commitment to restore its 11km stretch of foreshore. The plan has been developed in consultation with the Berringa Park Friends Group, and provides a road map to restore 10 zones within the wetlands over the next 10 years. The conservation plan was created in response to community feedback regarding weeds harmful to the natural habitat including ...arum lilies, Brazilian pepper trees, castor oil trees and blackberry. The site will be planted with endemic species including Swamp Banksia, Swamp Paperbark and Tassel Sedge. The restored area will provide habitat for native fauna such as frogs, birds and insects, but will also assist in producing a floral display coming into the spring months. To mark the rollout of the restoration plan, the City along with the Friends group will be hosting a Community Planting Day on Sunday, 16 August 2020, on the corner of Woodhouse and Mary Streets, Maylands. 24.01.2022 Im pleased to report that the City is progressing with the implementation of the Maylands Town Centre Car Parking Strategy, and the works on formalising the parking bays on the corner of Whatley Cres and Ninth Ave have commenced today. The parking bays on the northern side of Ninth Ave will also include wheel stops to address some of the concerns that we have received about cars partially parking on the nearby footpaths (Thanks James Kozak for the ongoing feedback). I recently heard that the new parking bays will have a 2-hour limit. Following some concerns that were raised by a local business, I have asked the City to look into changing the bays to 3-hour bays, to encourage people to stay longer in the town centre, to support our businesses.
23.01.2022 UNDERGROUND POWER in Maylands - a quick update: The City has been recently advised by Western Power that due to COVID-19, the State Underground Power Program has been disrupted substantially. Western Power anticipates that the design for "Maylands Central" will be finalised sometime in the coming months. Once the design has been finalised Western Power will arrange firm quotations, for each affected property owner. Scheduled completion date: quarter 4, 2021. ... 21.01.2022 The lights along Eighth Ave (from Guildford Rd to Whatley Cres) will be upgraded to LED on Monday night (27 July) from 8 pm. Please expect some disruption to traffic. Hopefully that would address the ongoing issues that we have been experiencing with lights being out for extended periods.
21.01.2022 Im happy that I was able to assist in getting more play equipment for Margaret Reserve on Kennedy Street, to allow more kids to enjoy the beautiful (and shaded!) park. 21.01.2022 I was recently made aware of issues with the lights along Lyric Lane by one of our local businesses and asked the City to look into it. Thanks to City of Bayswater for their quick response in fixing the lights and upgrading them to LED. Thanks Mario for the photo.

20.01.2022 As part of the Citys Bike Plan, various traffic safety measures at the Tranby House Carpark have recently been implemented. These include improvements to the cycle and pedestrian path alignment, installation of raised plateau, widening of the bus bay and improving the internal carpark circulation space.
20.01.2022 Following the required advertising of the proposal, Council supported the rezoning of the old Williamson's Motor House vacant site on Guildford Rd, to allow the planned redevelopment of the existing CraigCare residential aged care facility. 19.01.2022 The Citys winter tree planting season has recently kicked off. Residents can also help improve the Citys tree canopy by requesting a free street tree for their verge. The City will plant the tree and look after all maintenance requirements for its lifetime. 19.01.2022 We are all familiar with this vacant block on Guildford Road, in Mount Lawley, with that unique façade that has been preserved and sitting idle for so long. For those who dont know, the building that was once there was known as the Albany Bell Hatchery, which was one of the first dedicated chicken hatcheries in Perth. Prior to subdivision, the hatchery was part of Peter Albany Bell's estate, comprising the 'Castle' building and completed in 1914. Many of you will be interest...ed to know that there is finally a proposal to develop the site into a residential complex (See illustration in the comments below). The project team (on behalf of the owners) is organising a community drop-in session, for those who want to hear more and provide feedback. Its going to be held at the Rise on Wednesday 26 August, anytime between 4-7pm. As can be seen in the illustration, it looks like the historic façade is proposed to be retained as part of the site redevelopment.

18.01.2022 Some good news for the weekend! It has just been announced that the motion to investigate the construction of a new road near the Maylands Lakes (where the current walking/cycling path is) will not be 'moved' after all at the next Council meeting on Tuesday (see my previous posts for background). Well done to the hundreds of residents and community groups who took the time and effort to raise awareness of the proposal and voice their views and concerns.
17.01.2022 The agenda for the next Council meeting (to be held on 22 September) includes a councillor proposal to change the existing walking/cycling path between the northern side of Swan Bank Road (near the Maylands Golf Club) and the southern side of Swan Bank Road (near the Police complex), into a road. Whilst I understand that there are some traffic issues along Clarkson Rd that the residents living in that area have been dealing with for quite some time, I have significant concer...ns with the proposal: loss of many mature trees and vegetation; proximity of the proposed road to the lakes and wildlife habitat; destruction of one of our most beautiful & peaceful areas in Maylands which many walkers and cyclists enjoy; diverting traffic away from Tranby & Peninsula Roads into smaller streets; costs; and more. I'd love to hear your views on the proposal, to make sure that I am not missing something here. 15.01.2022 GREENING GUILDFORD ROAD: Im excited to report that the moment that Ive been working towards for several years now has finally arrived: 18 WA Red Flowering Gum trees (Corymbia ficifolia) are currently being planted on the footpaths and verges of Guildford Road in the Maylands town centre, including in front of Coles, the Maylands Park Shopping Centre, KFC and the Maylands Commercial Centre.... Its great to see that there is now a focus on beautifying this key thoroughfare for cars and pedestrians, and a recognition that providing shade for people should be a priority. It wouldnt have happened without the hard work of the Citys arborist, Mark Short, who has helped to make this vision a reality, preparing a planting plan and making all the necessary arrangements, including organising special recycled plastic tree grates and root barriers. It wasnt an easy task, and for many many years it was left in the too hard basket, as the road is controlled by Main Roads WA. Earlier this year, the proposal was raised with them and the City experienced a few roadblocks. I used my other hat as a member of the Main Roads Disability Advisory Group to urge them to progress the issue, and the City recently received Main Roads approval. Thank you to Main Roads Western Australia for supporting this improvement to our town centre and promoting progress for our residents! 15.01.2022 MAYLANDS WATERLAND REDEVELOPMENT Im also pleased to share today that we are progressing with this important project. The City has engaged Josh Byrne and Associates to design the new facility, which will be delivered in two stages. The concept plans were based on previous feedback from the community and input from the Maylands Waterland Working Group. ... 14.01.2022 Following on from my post from last week about the development plans for the former Albany Bell Hatchery, here are some more details (that I received during the community drop-in session): - The building will have 152 serviced apartments. - The front part of the building will have 5 stories, while the rear part will have 8 stories. ... - The historic façade (which is on the State Heritage List) will be kept and the whole project would compliment the heritage element, for example by referencing the curved profile of the Art Deco entry porch in the shape of the balconies. At ground level, the heritage façade would be activated by internal courtyards and outdoor dining areas to rejuvenate the streetscape. - Dining areas and a bar are going to be available on ground floor for all guests. - The big tree in front of the building, as well as some of the other existing trees on the sides, will be kept. In addition, they are planning on planting several trees on the verge along Guildford Road (which would be consistent with the change that I moved at Council a couple of years ago). - In light of the significant estimated cost of the development (more than $20 million, as far as I know), the decision about it will be made by the DAP (Development Assessment Panel), and not by the Bayswater Council. I will know more details about the process in the coming months.
13.01.2022 COLES VACANT SITE a quick update: You may recall that one year ago, Council supported my proposal that the City write to the CEO of Coles asking them whether: 1. they would be interested in collaborating with the City in activating this key site within the Maylands Activity Centre;... 2. they would, at the very least, make significant improvements to the neglected front area of the lot, so that it reduces the negative impact of the vacant site on the town centre (e.g. fixing the broken brick retaining wall, do landscaping works etc). Following the motion, the City was in discussions with Coles about a few options, but unfortunately, those conversations have paused with no decisive outcome. I have asked the City to progress the issue again, and they are now seeking a meeting with Coles on the issue. Fingers crossed, something positive will come out of it. I will keep you all posted. 11.01.2022 Mark your diaries! The plan to partially close Lyric Lane on the weekends for alfresco dining is back, as part of our current attempts to activate the Maylands town centre and main lanes. In collaboration with neighbouring businesses Rossonero Pizza, Lyric Lane Maylands and Australian Development Capital (which owns the old Lyric Theatre), the trial laneway closure is set to recommence next Sunday (6 September) for a 28-day period. In addition to the planters and artwork alr...eady installed prior to the first trial closure (both co-funded by the City and its partners), new festoon lighting and sound systems will soon be introduced. The closure is proposed to be on Fridays, Saturdays and Sundays, generally 5pm-midnight.

10.01.2022 Council has recently made a decision that our transition to a Food Organics Garden Organics (FOGO) waste management system will start from February/March 2021. Originally planned for July 2020, the rollout of FOGO was delayed as the COVID-19 pandemic impacted the Citys ability to effectively deliver a community education program while restrictions were in place. The FOGO system will build on the City's existing three-bin waste management approach by allowing organic food waste in the green-top bin, along with organic garden waste. This will further reduce waste sent to landfill and greenhouse gas emissions, and result in the production of a high-quality compost. Comprehensive information and help for all residents will be provided ahead of the February/March 2021 transition, and no changes are required until this time.

10.01.2022 MAYLANDS LAKES: We have recently received more complaints from residents living around Lake Brearley, relating to water quality within the lake and high midge activity. Earlier this year, the City engaged specialist engineering company, GHD, to undertake a scientific assessment of water quality within the Maylands Lakes and provide recommendations for achieving a sustainable improvement in water quality, amenity and environmental value. GHD's assessments have been completed ...and the report is now being finalised. It is intended that recommendations will be provided to Council next month, at the 27 October meeting. The agenda for that meeting should be available online from 13 October. Ive been informed that the City is currently doing preparatory work to enable any possible agreed actions to be implemented as soon as possible following the Council meeting. In parallel, a letter drop is currently being done to provide residents in the area with some update on the issue (Ive attached the information sheet in the comments below). I am planning to attend a public forum that has been organised to listen to residents concerns, after the agenda for the Council meeting becomes available. If you want to raise any issues, the forum will be held on Saturday 17 October from 09:00-10:30, at the Maylands Sport and Recreation Club.

09.01.2022 Over the past few months, the City has been working closely with 55 Central Inc to raise their profile in the community and connect them to other homelessness and emergency relief service providers to increase service provision in the City of Bayswater. 55 Central are now providing the following all inclusive services to the community: Orange Sky laundry services; Foodbank WA - food relief hampers; and ... The Art Room - art classes for everyone, with a focus on mental health (funded by Bendigo Bank). Other services provided include: Nurse Practitioners for Locum Services through Silver Chain; Outreach Alcohol and Drugs counselling through Palmerston and Cyrenian; Referrals and close working relationship with Inner City East Mental Health Services for clients with complex mental health needs to stabilise after periods of homelessness; Provision of in depth counselling complex needs through a Psychoanalyst; Weekly delivery of fresh meals and food through Manna Foods; and Weekly delivery of fresh food through Second Bite. Foodbank WA is currently providing emergency food relief from 55 Central every Wednesday (See flyer attached). These food hampers are sold at a very low cost (or through emergency relief vouchers) and often people walk away with free food or additional hampers to what they have purchased.

08.01.2022 With me in the photo are some of our very dedicated locals who came to the Councils Agenda Briefing Forum tonight to express their concerns and strong opposition with regards to the recent councillor proposal to investigate changing the existing walking & cycling path between the northern and southern sides of Swan Bank Road (adjacent to the Maylands Lakes), into a road. Dozens of people attended the meeting tonight. 17 deputations were presented against the proposal, and th...ree were presented for the proposal (You can listen/read them on the City's website). Since Friday, councillors have received unprecedented amount of emails (I counted over 60) from concerned residents, explaining their reasons why the proposal should be rejected. They included locals who live in different parts of Maylands/Bayswater, people who live around the Maylands Lakes area, visitors from other parts of Perth, and representatives of many of our local community groups such as Maylands Residents and Ratepayers Association, Friends Of Maylands Lakes, Friends of Maylands Brickworks, and Berringa Park Friends Group. The proposal will be discussed by Council next Tuesday, on 22 September, at 6.30pm.
07.01.2022 UPDATE: the markets have been cancelled due to the weather. The Roxy Lane Markets in Maylands are on tomorrow morning, between 8am and 12pm (Entrance along side of 55 Ninth Ave). Parts of Roxy and Greenslade Lanes will be closed to have a market celebrating local, handmade artisan goods and produce. ... The rear car parks of Steam Haus, Chapels On Whatley, Lula & Sasha, Roxy Lane Community Garden will also be location of some great local goods, plants and produce. Come down and support local!
