A good old fashioned burger bar at the entrance of Bunbury with large alfresco dining and inlet views. ... We are seeking a motivated tenant with the creative juices to pull this off ! 07.01.2022 Firstly congratulations to Mal Osborne on his recent appointment as CEO of the City of Bunbury. I believe this was a great decision in light of Mal’s good standing in his previous roles within the City. Which brings me to the role that Mal has vacated ‘Director of Planning and Development Services.’ People have said the role needs to be filled by an existing town planner? To the contrary, I believe this person should be outside the traditional planning landscape. Indeed ...they ought to have some planning and local government background and be able to effectively relate and communicate with planning staff but in no way have their thinking tightly constrained through standard town planning models. Fundamentally they should be out-of-the-box thinkers who are worldly, multi-skilled, problem solvers, not afraid to push the limits. This role is about leadership and management. We already have very competent planners in the City that know the rule book back to front. What is needed is a strong leader who can inspire, drive and motivate these minds to deliver positive outcomes across the community. What I would truly like to see however, is the role broadened to become ‘Director of Planning and Economic Development.’ Economic Development can be defined as ‘efforts that seek to improve the economic well-being and quality of life for a community by creating and/or retaining jobs and supporting or growing incomes and the tax base.’ When you look at these key defining words it’s easy to see why this role is essential for the City. Economic development is something that should be a major planning driver. As should the general community's understanding of an interaction with public and private infrastructure. While I understand the City has a fiscal responsibility to its ratepayers, with interest rates at record lows, they shouldn’t be adverse to borrowing money to create opportunities. Infrastructure wisely spent makes money. This position is awaiting a dynamic person ready to bring energy to the role and ensure the conversations that need to happen, will happen. A professional who can readily understand and converse with staff and executives while engaging with external stakeholders and key decision makers. In light of recent planning and development initiatives and on the back of proposed Town Planning Scheme 8 being adopted next year, now is the perfect time for a fresh approach. This appointment represents a great opportunity for the City of Bunbury to embrace positive change. As they say, plan today for a better tomorrow.
