"The costs of the scheme will be borne by beverages suppliers. It will be an individual decision by each supplier to determine to what extent the cost is passed on to customers, bearing in mind that customers will be able to retrieve 10 cents from each returned eligible container from a Containers for Change refund point operator.... Western Australia's independent Economic Regulation Authority will monitor the prices of beverages sold in the state before and after the commencement of the container deposit scheme to review the effect of the scheme on prices.
