24.01.2022 Were getting closer to a kick-off in some of our competitions so it is imperative that before we pack our gear to take the field that we check that were legally allowed to do so. This covers three areas and they are:- 1. Ensure our accreditation is up to date (The NSWRL has provided us with an on-line module to update our accreditation); 2. We are registered with our Association (It is up to individuals to do this online); and... 3. Our Association has a COVID-19 Plan duly approved by the NSWRL. (The NSWRL has provided our Associations with the template to prepare the COVID-19 documents so everything should be in order). The following shows the number of members currently registered with each of our Associations / the number of active Match Officials ie. those taking the field. The final number in brackets is the Association membership for last year. 23.01.2022 GROUP 4 Rugby League chairman Ray McCoy has elected to finish his term at the head of the local sporting body earlier than first thought. The former Gunnedah cl...ub president, who has called Tamworth home the last five years, wasnt standing for re-election at the upcoming Group 4 annual general meeting as he looks at a blossoming radio career with 88.9. He had told a general meeting of the Group 4 clubs at Gunnedah Services that last Sunday that he wouldnt be standing for re-election and asked the clubs to think about a possible replacement. However, he elected to resign on Monday citing a number of reasons. Following a lot of thought, discussion and consideration I have made the decision to resign as Chairman of Group 4 Rugby League, effective Friday, July 17, Ray McCoy advised by e-mail. In making this decision I feel that, as I had not intended to stand for re-election at the 2020 AGM, it will provide the current Group 4 Rugby League Board of Directors & Management team with the opportunity to begin strategic preparations and planning for season 2021 and beyond, in conjunction with our clubs and NSWRL. After a very enjoyable and rewarding, but sometimes trying, 10 years involvement with Group 4 Rugby League, now is the time to blow the hooter and provide the opportunity to sit some new faces around the boardroom table, with fresh ideas and visions, as we continue to grow and foster rugby league in our communities, under the guidance of NSWRL. Thank you for your support and I wish you well for a bright and successful future as I ride off in the sunset to continue to enjoy my career in radio & country music, but more importantly, spend some quality time with my family. McCoys decision came after chairing last Sundays general meeting with the clubs where his opening address asked the clubs to get together as a unit so we can go forward and also see where we are. He wanted the clubs and the Group 4 Board to be prepared and ready to rekindle the Group 4 competition in 2021 after abandoning the 2020 season. In particular Group 4 Rugby League, in partnership with the Group 4 Rugby League Referees Association, will be embarking on a major referee's recruitment program in preparation for season 2021. Group 4 Referees Association representative James Brown was at Sundays meeting and outlined their efforts to recruit referees. Group 4 Rugby League will be looking to hold their 2020 AGM as early as possible, so as to build a solid foundation of administrators in preparation for a blockbuster 2021, McCoy added. All clubs confirmed their ongoing commitment to Group 4 Rugby League and are now in a 'holding pattern' as they await details of the NSWRL's future strategic plans. Whilst NSWRL had sought 'expressions of interest' from clubs in relation to staging a stand alone under 18's competition in 2020, no further action has been taken by NSWRL. While the NSWRL has not taken that idea any further than asking for interest from G4 clubs North Tamworth has gone further and investigated the chances of playing their Under 18s in a Newcastle Under 18 competition.

19.01.2022 A reminder to all Associations that there are restrictions on the levels of the game that individuals can be appointed to depending on their accreditation level. For example, did you know that even mature age referees (ie over 18 years) can only be appointed up to and including Under 15s unless they are Foundation 2 or above? To protect yourselves and your members please check that your referees have completed the 2020 Accreditation Update AND they hold the correct Accreditation for the game level in which they are officiating. The 2020 Accreditation is still available to undertake on-line and the Foundation 2 Course is now available on-line to complete to be followed by the on-field assessments. 16.01.2022 It is with great sadness that the CRLRA has learned of the passing of our Group 6 Referees Association President, June Henry, a respected, loved and admired gentleman who had placed his Association on a new and exciting course for the future. June started his referring career at 14 in Penrith in 1990 and progressed to seniors in 1993. He later moved to Cairns to pursue his career as a chef and refereed in Cairns Far North QLD. June later moved to the Cook Islands with his wi...fe and kids and took up the position as Group Executive Chef for the Pacific Resorts Group from 2006 to 2016. He continued to referee in the Pacific Asian cup in the Cook Islands. In 2017 June joined Group 6 Referees as a Level 2 Referee, CMO and in 2019 was unanimously supported as President. All of Junes refereeing fraternity offer their sincerest condolences to his fellow Group 6 members, his family and his friends. RIP June.

16.01.2022 Hi Everyone, Today your Chairman William Drury, Deputy Chair Kevin Forde, Hon. Legal Adviser John Meehan and myself met with a delegation from NSWRLRA (Peter Filmer - Chairman, Greg McCallum - EO, and Matt Hewitt - Director of Finance) as your representatives to discuss the first draft of the changes to the NSWRLRA constitution to welcome our Group Associations as members of the NSWRLRA. The meeting provided several outcomes that these two committees were comfortable with, a... few items that will need some further discussion and clarification, along with agreement from the general committee of the NSWRLRA. It was put to us that the first item that was not under any form of contest is that those current Life Members of the CRLRA (both living and those who have passed) will be recognised as Life Members of the NSWRLRA. This was a great start to the meeting and discussions flowed very positively from there. We have now requested that John Meehan be engaged professionally to finalise on our behalf, with the solicitor engaged by NSWRLRA, a final document in the coming weeks. We are very hopeful that this matter will be completed and the final constitution provided to you well before the timing of our AGM in November. Of course, the change is to the NSWRLRA constitution so it is important that their members are given the opportunity to agree to any proposed changes first. 15.01.2022 There are some Country Referees who have either been forced to have a year off blowing the whistle (no local competition) or who have decided to give 2020 a miss for various reasons. If you are in this group then we sincerely hope that you return to the Refereeing ranks in 2021 and our world will return to normal. Just remember that if you are not officiating in 2020 and you have not undertaken the 2020 Re-Accreditation Update (which will re-accredit you until mid 2021, then ...you will not be able to take the field at the start of 2021 AND you will also not be able to undertake the 2021 Re-Accreditation Update. Its like saying Im not going to drive this year so I wont renew my driving licence which is due. Ill just renew it next year. Unfortunately it doesnt work that way. In order to make it easier for you to return next year the NRL has extended the availability of the On-Line 2020 Referee Re-Accreditation Update until 31st October 2020. So if you are not officiating this year, or even if you are, and you havent done the update as yet, then jump on the system and do it. It doesnt take long. 10.01.2022 It is with much sadness that the Illawarra Association today learned of the sudden passing of one of its former members in Tony De Las Heras (Snr), dear father and lifelong mentor of his son Tony who is one of Country's most successful referees, a Life Member of the Illawarra Association and a member of the CRL Appointments Board. Tony (Snr) has been a well recognised and respected referee of both Rugby League and Touch Football in the Illawarra for many years and he will be ...sadly missed by the immense number of friends that he has made in both games. As a Referee Tony (Snr) was a marvel to watch and his on-field vocab was second to none especially his one-liners to those unfortunate players who ventured to question his decisions. With his machine-gun like mastery of wit combined with his beloved Spanish accent he quickly put paid to many a debate on the games laws and he did it with his perennial huge grin. All members of the CRLRA pass on their sincerest sympathy to Tony and his family on their loss. As a sign of respect for this great man Illawarra members will be wearing black arm-bands in this weekends games. RIP Tony.

Please be aware of the contents of these documents and remember that we, as Referees, are not responsible for enforcing these protocols but we should alert Ground Managers where we have any concerns. Above all else, please do everything you can to protect yourself and those around you. We hope that you enjoy your return to the field.

05.01.2022 It is with great sadness that the CRLRA has learned of the passing of Group 4 Life Member Robert 'Bob' Edgecock. Bob was a staunch supporter of the CRLRA and Refereeing in general having been a regular attendee of our annual seminars and also serving as a delegate to the CRLRA for many years during which time he became a personal friend to many fellow members throughout NSW. Referees in Bob's home Association will be wearing black armbands this weekend in his memory. ... Our thoughts are with Bob's family and friends at this sad time.

04.01.2022 With the imminent winding up of the NSW Country Rugby League Referees’ Association in the early stages of 2021 to enable the amalgamation of a new combined NSWRL State Referees’ body it is probably timely to review the eighty-two year history of our great Association starting with why it was formed in the first place way back in 1938. The 1938 season saw a significant fracture in relationships between the CRL, the NSWRL, the NSWRL Referees and the group Refer...ees’ Associations participating in the CRL. The disagreement started with a dispute between the CRL and the NSW Referees (and the NSWRL for that matter) concerning the fees to be paid to Sydney Referees officiating in CRL Representative fixtures in Country venues. Groups and Clubs were complaining about having to pay fees much higher than they could afford and placed a limit on such fees. NSWRL then directed that no NSWRL Referees were to be appointed to these matches. The Sydney Telegraph reported on 2 August 1938 that NSWRL Official, Mr S.G. Ball moved that no city Referees be appointed to Country fixtures. Mr H. Moxham (Western Suburbs) seconding the motion said that the Referees’ demands were exorbitant. The referees are holding a gun at our head, he said. The dispute escalated with a published statement by the President of the NSW Referees, Tom McMahon, in which he stated That the Maher Cup football will not last another season without Sydney Referees. The Newcastle Morning Herald and Miners Advocate reported on 16 November that, supported by the CRL (and the NSWRL), the country based Referees created their own Association called the Country Rugby League Referees’ Association (CRLRA) and country referees would now referee Maher Cup (Riverina) and Massey Cup (Monaro) matches instead of Sydney referees. Jim Mitten of Newcastle Referees’ Association was elected as President of the fledgling organisation with W. Guion, also of Newcastle, being the inaugural Secretary and Jack Coltman of Illawarra Referees, the first Treasurer of the new Country Rugby League Referees' Association. Unfortunately, the start of the Second Workd War caused the Association’s activities to lapse from 1939 to 1949 inclusive only to make a return in 1950 under the leadership of Harold Gillard.

03.01.2022 The Illawarra and Group 7 Referees Emerging Academy finally completed its 2020 programme today after experiencing some earlier disruptions due to the Covid situation. Today's session was a Practical Day covering Referee Positioning, Referee Communication, Touch Judge Positioning, Touch Judge Communication and Tackle ID/Ruck Vocab. Rob Bowen reports that they are great bunch of referees and they are all ready to go out and referee the house down next weekend. Rob also passed on his many thanks to Lachlan Greenfield who was a great help to him throughout the program.

03.01.2022 Request for Permit to Referee in Association Area that you are not Registered in..... Hi Everyone, Recently we have been asked to process a number of permits for CRLRA members to officiate in competitions outside the boundaries of their own Association where they have retained their membership. The only valid reasons for this should be:-... 1. There is no competition in which their Association participates due to Covid-19; or 2. They are offering their services to assist in competitions conducted in Leagues other than their own where there is a shortage. They should not be required in their own Association on the officiating day for this to apply; or 3. They have relocated temporarily to the area in which the permit applies (including holidays); or 4. The permit covers Representative appointments. I would like to reinforce to all members that their FIRST priority is to their own Association where there is a competition in which their own Association participates. In the absence of the above scenarios and where members wish to officiate in an Association other than the one in which they are a registered member, then they should instead seek a clearance from their home Association and register with the Association with whom they wish to officiate and be subject to its governance procedures. 02.01.2022 PLEASE TAKE NOTE OF THE FOLLOWING: The Group 7 Board across both Seniors and Juniors have adopted a Zero Tolerance Policy to any matters of abuse or langua...ge against Referees or Officials from this weekend onward. Any incidents of this nature will be considered as breaches of the Code of Conduct and will immediately result in offenders being ejected from the ground. We hope this policy makes the game more enjoyable for all those who attend. Please refrain from any negative comments as they will be deleted.

02.01.2022 Are we there yet? We'll almost. Only a short while until the whistles will be signalling the belated start of the 2020 season around the fields of NSW Country. And the Associations involved are busy putting together the finishing touches to their game. This week Rob Bowen led the Group 7 and Group 16 Referees in an on-line Zoom Session refresher on Tackle ID and Ruck Vocab. All participants are now well and truly ready for the start of the comp next week.
