24.01.2022 Long Term Solutions for Narrabeen Lagoon Opening On Tuesday night, Council will consider a report on options to put to the community for consideration. The options shortlisted for inclusion in the Options Paper include:... 1. Ebb-Tide Channel - This option is the installation half-tide training walls or low-level rock structures within the lagoon entrance that aim to harnesses the power of the outgoing tide or ebb tide by consistently directing ebb tide flows along a channel through the main area of entrance sand accumulation. This could be trialled using temporary rock bags. 2. Mobile Sand Pumping - This option involves the use of a mobile sand pumping system which would be fed with sand mechanically excavated from the entrance, and together with seawater, would pump the resulting slurry through a pipeline to a beach replenishment location to the south along Collaroy-Narrabeen Beach. 3. Installation of low flow pipes - The installation of low flow pipes, similar to those at Manly Lagoon to improve water clarity in the lagoon through regular tidal exchange. There would be limited flood benefit so this is considered a supplementary option to be investigated in addition to the above. Please read the attached report. 21.01.2022 Update Resident concerns re loss of parking Taiyul Road, Kuru St and Warruga Pl North Narrabeen Report from Council’s Manager Transport and Civil Infrastructure:... Council received concerns from residents regarding safety on Taiyul Road, North Narrabeen between Kuru Street and Warruga Place due to the narrow road width and reduced sight distances when vehicle(s) are parked kerbside on the bends in Taiyul Road, North Narrabeen. The safety measures proposed for Tailyul Road were approved at the August 2019 meeting of the Northern Beaches Local Traffic Committee. There were 21 Submissions received with 4 letters of support and 17 objecting to the proposal. The main objection was loss of on-street parking. Parking for private vehicles remains the responsibility of the property owners and should not compromise safety on a public road. Due to issues with Council’s contractor there was a delay in the works being completed as per the Northern Beaches Traffic Committee recommendations. The implementation has been inspected by the Transport Network Team and options to restore some legal parking, without compromising the safety improvements, are currently being considered. ***** If you have any enquiries, please email me at [email protected]

19.01.2022 Opening of Narrabeen Lagoon Our coastline has received a battering over the last few weeks with waves as large as 10m causing erosion at many of our beaches. At Narrabeen, the huge swells, high tides and strong winds have forced sand along North Narrabeen Beach and across the mouth of Narrabeen Lagoon, closing the entrance.... Our engineers and environmental scientists have been closely monitoring conditions and with rainfall forecast this weekend and into next week, Council is moving machinery into position to reopen the lagoon and reduce the flood risk. In order for the entrance to stay open, the water in the lagoon needs to be least 1m above mean sea level, opening on a falling high tide and should have flow out of the lagoon from rainfall. Without these conditions being met, flow out of the lagoon is very slow and there is a strong chance that the next high tides and swells will push more sand back into the entrance and close the mouth not long after the excavators have done their work. However, given the lagoon is at an elevated level, we are determined to create an opening before the forecast rainfall. A 23-tonne excavator will be deployed first thing Friday morning to dig a channel through the mouth with the aim to open the lagoon on the high tide. Council anticipates the lagoon will remain open, crews will remain on stand-by across the weekend and in to next week to take further action if required. At Queenscliff, Council has also today moved an excavator, dump truck and bulldozer onto the beach to remove sand and clear a channel from the lagoon to the ocean. Residents who live in flood-prone areas are encouraged to keep an eye on the forecasts and any severe weather warnings. 13.01.2022 Update - Cromer Traffic and Pedestrian Safety The proposed upgrade of the pedestrian refuge at Fisher Road North at the intersection of Grover Avenue, to a fully marked raised pedestrian crossing, is currently on community consultation (163 letters going out Tuesday 18/8/20).... The proposed crossing at South Creek Road near Penrith Avenue is also on community consultation (76 letters going out 18/8/20) with the proposal to construct a standard at grade pedestrian crossing with a kerb blister to reduce the distance required to cross the road. These two proposals are required to run the standard 28 day consultation process prior to going to the Northern Beaches Council Local Traffic Committee for review in October. Once approved, the construction can be programmed in line with the other projects already sitting in the forward works program based on priority classification. The upgrade of the Carawa Road pedestrian crossings is also being progressed through this approval process, with design work for both Carcoola and Waroon Road intersection pedestrian facilities to be upgraded to improve the safety of these locations.

13.01.2022 Road safety measures surrounding Cromer Public School, Cromer shops and sporting facilities From the Manager Transport and Civil Infrastructure Councils Transport Network team is currently reviewing the management of traffic and pedestrians around the Cromer area, with the South Creek Road and Fisher Road North areas currently being reviewed to inform planning for improved pedestrian access facilities, including marked pedestrian crossings. ... Survey cameras are currently in place at two key potential crossing locations. The Carawa Road pedestrian crossing at Waroon Road is scheduled for a safety upgrade this year to a raised pedestrian crossing to improve visibility. The Carawa Road and Carcoola Road pedestrian crossing is currently being reviewed to determine the best option for upgrading the safety at this location with several options to be examined and consulted with the community in the coming months. Cromer Public School was contacted by Councils Road Safety Officer on 24 January 2020 and it was suggested that they apply for a school crossing supervisor at the Carawa pedestrian crossing. Applications for crossing supervisors can only be made by the school. The crossing is within the 40km/h school zone and would have a good chance of meeting the vehicle count to get a crossing supervisor. Council is continuing to work with all 88 schools on the Northern Beaches as part of the Safer Schools program. This includes the undertaking of road safety audits, discussing future works with the school communities, and working to improve safety for all road users across the network. Its definitely (a relief), it certainly shows the community cant be fooled and they wont tolerate misuse of their money for, dare I say it, vested interests, Mr De Luca said. Local government is here to serve and listen. Sometimes we might not want criticism but we have to take that on-board and approach everything with a fair open mind.

11.01.2022 Council will attempt to open Narrabeen Lagoon today As there has been almost 100mm of rain over the last few days in some parts of the Northern Beaches including in parts of the Narrabeen Lagoon catchment, the lagoon has risen overnight to a level where Council believes an opening will be successful. 10.01.2022 MORE POLICE RESOURCES REQUIRED NORTHERN END OF PENINSULAR The fact Police had to call for back up from Kings Cross, North Sydney, Chatswood, the City and Dog Unit and alleged offenders had to be taken as far away as Manly Station to be charged, highlights the pressure on local Police, lack of resources and I believe the need for an increase in officers at the northern end of the peninsular. Police are doing a a good job under difficult circumstances and I COMMEND them. I als...o thank Premier Berejiklian for ordering an Inquiry into attacks on Police, Paramedics and other selfless and courageous first responders. It is absolutely appalling what happened at Warriewood last weekend - the disrespect, viciousness and reckless behaviour resulting in the injuring of three officers. I have to say thankfully the alleged offenders only managed to steal the Senior Inspector's Mobile phone and ID. Just think what could have happened if they managed to steal his gun and taser? There has been an increase in crime in Elanora Heights, Warriewood, Narrabeen, Mona Vale and other suburbs to the north. Particularly, it's frightening to read of the alledged attempted kidnapping of a teenage boy at Elanora Heights by two men, a man charged last month with child sex offences after allegedly trying to procure for sexual acts two children at Warriewood shopping centre and other criminal activity at the northern end of the Northern Beaches. NSW Bureau of Crime Statistics and Research figures, for the 24 months to March 2020, show stealing from motor vehicles on the Northern Beaches has jumped by 25 per cent. In the 12 months to March 2020 there were 951 reports of cars being broken into. There were also 1195 reports of malicious damages to property. I have written to the Minister for Police, David Elliott MP asking him to fully staff Mona Vale Police Station and make it completely operational, consider reopening a station at Avalon and increase Police officers and have a greater presence at the northern end of the of the peninsular. 10.01.2022 Update Cromer - South Creek, Fisher Nth and Middleton Roads from Northern Beaches Councils Manager of Transport and Civil Infrastructure Craig Sawyer Councils Transport Network team has reviewed the locations raised. We are obtaining the results of pedestrian counts to determine whether the locations meet the criteria for the construction of a marked pedestrian crossing. Recent works to improve pedestrian safety in this vicinity have included removing parking at the interse...ctions of South Creek, Fisher and Middleton Roads to improve sight lines for drivers and pedestrians. The existing pedestrian refuge on Fisher Road between Grover Avenue and South Creek Road is being reviewed to determine whether the location is suited for an at- grade marked crossing or if the number of school children using this crossing point allow for it to be considered for a raised crossing. The existing refuge island near the intersection of Carawa Road and Fisher Road currently does not have the numbers of pedestrians using it to meet the criteria for a marked crossing. Recent changes to parking in this location have begun to improve the sight lines on the approach as the boats and other trailers progressively move on. The new development at South Creek Road on the Corner of Penrith Avenue has provided new infrastructure for pedestrians to assist in safely crossing the road and further work is being considered at this location in the near future to enhance the safety of all road users in this precinct. Once these changes are made, further data collection will be undertaken in relation to the speed and volume of vehicles using South Creek and Fisher Road to determine whether additional work is required or if the posted speed limit needs to be reviewed. 10.01.2022 UPDATE ROAD SAFETY ISSUES CROMER From Council's Manager of Transport and Civil Infrastructure... Council’s Transport Network team arranged traffic counts at several locations along Little Willandra Road, between Willandra Road and Cleveland Avenue. This data shows that there is an issue with speeds south of Tyagarah Place with the 85th percentile speed approaching 60km/h with some vehicles exceeding 70km/h in either direction. North of Paruna Place in Little Willandra Road vehicles generally travel closer to the posted speed limit of 50km/h with 1% of vehicles travelling beyond that speed. Based on this data the team has prioritised the detailed investigation of safety in section of Little Willandra Road, between Willandra Road and Tyagarah Place. Additional traffic calming is required to bring the average speed closer to the posted speed limit. The Transport Network team is currently preparing a concept plan with options to consult with the residents in the area prior to reporting to Traffic Committee in early 2021, for recommendation. The proposed safety fence on the Toronto Avenue bridge has been sent to Council’s contractor to install, with works expected to be completed in late November or early December. 07.01.2022 Update - Narrabeen Lagoon algae Councils Manager of Environment has advised: Staff have identified the algae as likely being the macroalgae Ulva intestinalis. ... Despite the presence of the algae our testing continues to indicate water quality is within normal guidelines. It is understandable that the visual presence of macro algae blooms can be concerning, however it is a common occurrence in many estuaries on the east coast of NSW including Narrabeen Lagoon. The exchange of water (or flushing) through the entrance is controlled by a range of factors including the amount of accumulated sand, ocean swells, tides and rainfall. During periods when the lagoon entrance has been closed, our lagoon monitoring program has not recorded any significant declines in lagoon water quality, as reflected in our long-term chlorophyll a, and bacteria data. While water clarity near the entrance itself can change when the entrance is closed, the clarity in the rest of the lagoon is often affected by strong winds rather than an open entrance. We will continue our lagoon water quality monitoring and will inform the community should there be a concern. The sand on North Narrabeen beach is continuing to move north and push across the entrance. While the entrance is still open and flushing is still occurring, it may close in the near future if there is not sufficient outflow from the lagoon (e.g. from rainfall).
