13.01.2022 Today were making a series of important announcements for our local economy and WA jobs as we move towards recovery from the COVID-19 crisis. Theres a bit to ...cover off, but its important to run through the details. As we all know, many industries, local businesses and workers have seen severe effects from the pandemic and the measures which needed to be put in place to stop the spread. Here in WA, weve seen strong results in our fight against the virus, and weve been fortunate to be able to take significant steps towards easing restrictions. But even though many businesses will be able to get back to something close to normal, there are many economic impacts still approaching that we must consider and address, to prevent more jobs from being lost in our State. One industry which may not seem to have slowed down as much as many others is the building industry. Many projects have been able to continue, and there are still some projects in the pipeline. As a State Government, were trying to do our bit by bringing forward infrastructure projects where possible, and make common-sense changes to speed up planning processes and get work going. But there is a big problem looming on the horizon for construction workers here in WA, and elsewhere. Beyond the next few months, the pipeline of new builds is drying up. As you can imagine, few people have been in a position to sign on to build a new home for the past few months. And, with significant uncertainty and many people losing their jobs, that isnt about to change without assistance. An estimated 66,000 workers are directly employed in the residential construction sector and many thousands more rely on the industry for their livelihoods. Without action, tens of thousands of WA builders, tradies, apprentices and trainees are at risk of being out of work in the coming months. But we can do something about it. West Aussies can take action, and were going to help. Today weve announced that well be introducing $20,000 Building Bonus grants for who builds a new house or purchases a property in a single-tier development already under construction. The grants will be available until the end of the year, and will not be means tested and have no cap on property value. They will be on top of the Federal Governments HomeBuilder Grants, as well as WAs First Home Owner Grants and first home buyer duty concession, meaning someone who qualifies for all four could access up to $69,440 in Government assistance to help build their first home. Simply put, these grants are about getting as many new projects off the ground as possible, and keeping as many WA jobs intact as we can. If you have been thinking about building - now is the time to get it underway and support local jobs. Were also making some changes to the 75% stamp duty rebate we introduced for new multi-tier developments last year. This new rebate, which is capped at $25,000, will now also apply to multi-tiered developments already under construction in addition to pre-construction contracts. Additionally, weve just announced another major package of works on social and community housing in Western Australia. The $319 million social housing package will refurbish 1,500 homes, build and purchase approximately 250 new dwellings and deliver a regional maintenance program to 3,800 homes. It will also create a significant pipeline of jobs for local workers across Western Australia - including bricklayers, plumbers, carpenters and painters, as we recover from the COVID-19 pandemic. The new package includes: - $97 million to construct social housing dwellings and purchase off-the-plan units for supported housing programs; - $142 million to refurbish 1,500 existing social housing dwellings; and - $80 million for a targeted maintenance programs for 3,800 regional social housing properties including in remote Aboriginal communities and subsidised housing for regional government workers These are on top of ongoing spending, our $150 million Housing Investment Package and our $394 million METRONET Social and Affordable Housing and Jobs package. These investments will improve our stocks of social and community housing, and go a long way to helping those in need get into a quality home. Were able to take these actions because our Budget management over the last three years returned our State to a strong financial position before this crisis. That has meant we have the flexibility to respond to the COVID-19 pandemic and help support our local economy, with this package bringing the total State Government commitment to COVID-19 stimulus and relief measures to $2.3 billion. These are important measures that will support our local economy and save WA jobs.
