24.01.2022 Our response to the COVID-19 pandemic has always been first and foremost about protecting the health and safety of Western Australians. We’ve followed the exper...t health advice, and for the last seven months, our hard border has kept Western Australia safe and strong. Today, in line with the latest advice from the Chief Health Officer, I can announce that WA will soon cautiously transition to a controlled interstate border. I’d like to take a moment of your time to run through what this means. Pending ongoing health advice, this change will take effect at 12:01am on Saturday 14 November. However, we will be closely monitoring the situation over east and if we need to delay this introduction of the controlled border, then we will. Also, I will have no hesitation to reintroduce our hard border in the future if that’s what’s needed to keep us safe. This hasn’t been an easy year for anyone. But for many Western Australians, the hard border has been particularly challenging. I’d like to thank everyone for their understanding and patience over these months particularly those who have been separated from their loved ones by the border. I know how hard it has been my own parents and brother live in New South Wales. It’s been extremely difficult not knowing when I will be able to see them again. Throughout the pandemic, we’ve maintained a cautious and careful approach based on WA’s expert health advice from the Chief Health Officer. That advice has served us well as we have embarked on our own, unique recovery. Today, based on that health advice and the rates of local infection in the eastern states, we are now at the next step of our journey. I want every Western Australian to know that we would not be proceeding down this path unless we had the health advice that it was safe to do so. The time is right, the conditions are right, and I’m confident our controlled border arrangement strikes the right balance. These are cautious, considered and careful steps. The existing hard border exemption system will be removed and replaced with the controlled interstate border regime, established on an updated nationwide health-based threshold that allows for safe travel into Western Australia from interstate with conditions, and subject to trigger points being met. The Chief Health Officer has recommended a 14-day rolling average of less than five community cases per day in each state and territory be required before progressing to the new border controls. This condition is currently being met. Under this system, travel from ‘very low risk’ states and territories will be permitted, with conditions on arrival including declarations, temperature tests and possible COVID-19 testing. These jurisdictions currently include Tasmania, Queensland, South Australia, Australian Capital Territory and Northern Territory because they have had no community cases for more than 28 days. Travel from ‘low risk’ states and territories also permitted, with similar conditions on arrival, in addition to 14 days of self-quarantine and a mandatory Day 11 COVID-19 test. These jurisdictions currently include New South Wales and Victoria because they have less than five community cases per day on a 14-day rolling average. Failure to follow these directions or providing false information will be enforceable by law, with penalties ranging from $1,000 infringements, to up to $50,000 fines for individuals. These are safe, steady and sensible steps. But should the situation change once again, I will not hesitate to return to hard border arrangements if that is what is required to protect the health and safety of Western Australians. In the meantime, we need to continue to take personal responsibility. The virus hasn’t been defeated around the world we must work together to prevent outbreaks and not jeopardise what we’ve achieved so far. The controlled border still includes important and strong protections for our State, but within it we must also maintain our vigilance to keep our State safe and strong. All Western Australians must embrace COVID-safe principles. That means acting responsibly and following the health advice. Thank you again to all Western Australians for the sacrifices you have made this year. We’re the envy of the world for so many reasons. We have a long way to go, and many challenges still to face. But right now, there’s nowhere I’d rather be.

21.01.2022 Organisations that support young people can now apply for the Youth Digital Inclusion Project to address the digital divide faced by vulnerable young people during the COVID-19 pandemic. The Department of Communities has given the Youth Affairs Council of Western Australia a grant to distribute approximately 300 refurbished smartphones, laptops and tablets, supported by six months of data (capped), to young people aged 16 to 24 years. 21.01.2022 Up to 40 Aboriginal households in the Pilbara region can now apply for home ownership as part of the Hedland Aboriginal Home Ownership Program. The program will provide working families with: an affordable rental property access to a range of services that focus on employment, education, financial independence, household management and wellbeing.... Communities has engaged with Bloodwood Tree Association Inc. and Foundation Housing Ltd to deliver the initiative, which will increase independence, improve wellbeing and effect intergenerational change for Aboriginal families. 19.01.2022 People with disability have the right to be provided with safe supports and services. The NDIS Check is one of the ways that we are moving towards nationally consistent safety and quality. The new screening process will seek to better protect people with disability who receive supports and services under the NDIS.... The NDIS Check will: assess that NDIS workers do not present an unacceptable risk of harm to people with disability replace the different screening arrangements that have been operating in each state and territory. 19.01.2022 UPDATE - The child has been found. - Western Australia Police Force and the Department of Communities are seeking assistance from the public to locate a child.... He has not officially been sighted since Wednesday 26 August and the Department of Communities is concerned for his wellbeing. He is approximately 160cm tall, has dark brown hair and brown eyes and has a slim build. He has his hair often done to the side to the right with an undercut on the other side. He was last seen wearing shorts, a black puffer jacket and a black t-shirt. He was last sighted in Northbridge and is known to frequent the Belmont, Carlisle and Kewdale areas. Anyone who sees him, has information on his whereabouts or is able to assist in locating him, should contact Police immediately on 131 444, or contact Crime Stoppers on 1800 333 000.

Disability Services Minister Stephen Dawson used these words to commend Communities for undertaking the DCR process to identify and implement im...provements that ensure its practices are accessible to people with disability. The aim is to remove barriers so applicants can fully participate in the application and interview process, competing on a level playing field. In December 2019, the State Government announced an action plan to make the WA public sector a leader in the employment of people with disability, with a target of 5 per cent by the end of 2025. 18.01.2022 COVID-19 UPDATE Communities State Welfare Incident Coordination Centre (SWICC) has secured 500 food packages, ready to go to people requiring emergency welfare assistance due to COVID-19. The boxes have rice, pasta, soup and other non-perishable items including options that meet different dietary requirements like vegan, halal and gluten free. The boxes have key information which has been translated into different languages to ensure content reaches a variety of languages... that are spoken within WAs community. The idea came about during outbreak scenario training with welfare sector partners. Since April this year, SWICC has engaged with partners on planning and operations for COVID-19 and other hazards. There are plans to ensure food is available and can be mobilised to meet emergency welfare needs on a larger scale.

16.01.2022 I was privileged to meet William Jones today, a 92-year-old Korean War veteran who recently moved into a unit in Mirrabooka. This amazing man has never lived in... his own home before and was effectively homeless until he was picked up by the Department of Communities under its Local Communities Coordination Prototype This whole person, whole family, whole community, whole system initiative exemplifies the type of wrap around services that I often talk about when speaking about the issue of social housing. A home is not just the roof over your head, its also all the other issues that need to be handled to successfully transition someone from a state of homelessness to having a roof over their heads and a community that supports them. Since this initiative launched approximately nine months ago, Local Communities Coordinators have helped almost 900 people. So a big shout out to Williams support team at Communities, Jo Robins and Sharleen Chilvers, and a big thank you to all those others helping to make our community better.

14.01.2022 When it opens its doors later this year, the Peel refuge will be Western Australias first therapeutic womens refuge. It was great to view the fantastic prog...ress on the refuge and meet the newly appointed service provider on site with David Templeman MLA today. The refuge will use an innovative therapeutic model to provide coordinated and tailored services for victims of family and domestic violence who may have mental health concerns and/or harm from alcohol and other drugs. OVIS Community Services (formerly known as Pat Thomas House), which has been awarded the contract to operate the refuge, has a strong track record in delivering services for women and children. This impressive new refuge will provide vital specialist services to Western Australians escaping violence, so I look forward to it starting operations in the coming months.

The law says the Standards need to be reviewed every five years. The Review is asking whether the Standards are doing their job and, if not, how they could be improved. Now in its fourth year, 16 Days in WA draws inspiration from the global movement for 16 Days of Activism Against Gender-based Violence to drive a change in culture, behaviour and attitudes that lead to violence against women and their children. 09.01.2022 The deadline has been extended for Youth Digital Inclusion Project applications! Organisations that support young people can now apply for the project to address the digital divide faced by vulnerable young people during the COVID-19 pandemic. The Department of Communities has given the Youth Affairs Council of Western Australia a grant to distribute approximately 300 refurbished smartphones, laptops and tablets, supported by six months of data (capped), to young people aged... 16 to 24 years. Eligible young people will receive the devices and data to access important health and social services, employment opportunities and stay connected with friends and family. Wear it Purple was founded in 2010 in response to global stories of real teenagers, real heartache and their very real responses. In 2010, several rainbow young people took their own lives following bullying and harassment resulting from the lack of acceptance of their sexuality or gender identity. As the world saw the faces of precious young lives lost, some young people found a new sense of convi...ction and purpose to ensure that young people everywhere would know that there were people who did support and love them. 05.01.2022 Happy National Grandparents Day! Today is dedicated to celebrating grandparents and all that they do for us. It also provides an opportunity to recognise the important role of grandparents raising their grandchildren. There are an estimated 4,324 households with grandparents providing care for grandchildren aged birth to 18 years in metropolitan Perth. Communities acknowledges the additional stress and pressure on informal grandparent carers and provides funding support through a range of services and programs, including almost $600,000 annual funding to Wanslea Inc. to deliver support to Grandparent Carers. Informal grandparent carers provide a vital role not only to their family, but also for the wider community. Thank you to all the wonderful grandparents out there!

02.01.2022 PUBLIC ANNOUNCEMENT: Foster and Family Carers to receive one-off payments to ease household: https://tinyurl.com/y4yu5tet ------------------------------------ COVID-19 has created financial pressure for many foster and family carers, special guardian carers and grand carers. The foster and family carer payment allocated in the WA Recovery Plan will provide over $3.6 million directly to carer households to assist in buying essential items and to help cover other expenses aime...d at ensuring children remain safe, healthy and connected to school at this uncertain time. $500 will be provided for the first child in care, and $250 for each additional child in care. The payments are estimated to benefit over seven thousand children living in carer households. As part of the WA Recovery Plan, the State Government will also provide more than $300,000 to the Australian Childhood Foundation for additional therapeutic and consultation support for foster and family carers.
