25.01.2022 The Australian Government says it will introduce a new visa for people willing to establish businesses in the country. The visa will not require any mandatory funding outlay and an applicant only needs to demonstrate "vocational English". The Federal Government says, to increase job opportunities, it will start a new visa to foster entrepreneurship and improve the state’s economy before its national roll out next year. The Federal Government has given an undertaking to South ...Australian Liberals to pilot this visa from South Australia. "The Turnbull Government is focussed on increasing job opportunities and standards of living for Australians and we are doing this by fostering business growth and investment in Australia," Home Affairs Minister Peter Dutton said. Under the proposed visa, foreign entrepreneurs and investors with an innovative idea and a supporting business plan will be able to apply for a temporary visa to establish their venture in Australia. The existing entrepreneur visa requires a mandatory capital backing of $200,000 which will not be required for the proposed visa. The applicants’ business proposals will be examined by the State or Federal Government authorities before granting a temporary visa. Entrepreneurs who are successful in establishing their business venture in Australia will become eligible to apply for permanent residence. "Encouraging seed-stage entrepreneurs to take forward innovative ideas in Australia will assist in growing the jobs of the future, said Mr Dutton. Revealing further details of the proposed visa, the South Australian Liberal leader Steven Marshall said all applicants must be under 45 years of age and have vocational level English which is band 5 in each four components of the International English Language Testing Service (IELTS). We are confident that this arrangement can lead to participants applying for permanent residence in South Australia as they develop their business plans into successful enterprises creating new companies and jobs in our state, said Mr Stevens. These arrangements will also encourage more investment in those sectors of our economy with the greatest capacity to grow, including advanced manufacturing and defence technology following the Federal Government’s decision to centre the naval shipbuilding program in South Australia.

17.01.2022 The Australian government is planning to make significant changes to the visa system probably over the next 12 months. As part of that they have held consultation in regards simplifying the visa structure down to possibly 10 visa categories (note this does not reduce the number of people who can be granted a visa, it is just making the rules simpler). And also they have suggested a provisional visa be granted for a period of time (possibly 2 years) before people can attain p...ermanent residence. 15.01.2022 Accountants take another big hit for 189 invitations - DIBP have nicely adjusted the way they will interpret the occupational ceiling of 4,785 places for 2017/18. It was thought that this was all for the 189 visa program. However they have now added a note specifically for Accountants to read *Occupations that are subject to pro rata arrangements. For Accountants (2211) the occupational ceiling also reflects volumes in other skilled visa categories."... This is very important and mirrors what DIBP did at the start of the 2016/17 program year. On that occasion they boosted Accountants hopes by saying initially that the ceiling will rise to 4777 places. But then dampened that by saying (just for Accountants) that it will include visas granted for all points test categories (489, 189, 190) and Employer sponsored categories. The effect was a drop down to just 2,500 places They look to have now done the same for 2017/18. So in short the 4,785 places seem to be including ALL state sponsored 489 and 190 visas as well as RSMS (187) and ENS (186) visa Accountant grants. As they all come under the general interpretation of "other skilled visa categories" That in effect will reduce the number of places for Accountants down from 4,785 to more likely around 2500-3000. (same as last program year) Given that 2633 EOIs have been invited already, and DIBP invited ZERO in the last round, this looks awful for the rest of the program year. 04.01.2022 CHANGES FOR BUYING FARM LAND BY FOREIGN BUYERS AS UNDER NEW RULES SELLERS WILL NEED TO GIVE ADVT BY FIRST OFFERING THE SAME TO LOCAL BUYERS AND ADVT TO REMAIN ACTIVE FOR 30 DAYS BUT WILL APPLY TO SALE OF LAND ABOVE $ 15 MILLION OR MORE Australian farmland to be offered to local buyers first under new rules introduced by Federal Government... New rules overseeing the sale of Australian farmland to foreign investors will force real estate agents to show they have given local investors the chance to purchase the land first. Treasurer Scott Morrison said in a statement Australian farmland worth more than $15 million would have to be marketed to prospective local buyers for at least 30 days before it could be sold to international buyers. The new 30-day advertising clause will become part of the guidelines the Foreign Investment Review Board (FIRB) considers when assessing the sale of farmland. Rules introduced in 2015 require FIRB approval on all farmland worth $15 million or more. All sales, irrespective of price, already require FIRB approval. "Concerns around the ability of Australians to participate in the sale process of agricultural land acquisitions have been a factor in my previous foreign investment decisions, including approval of the sale of S. Kidman & Co Limited," Mr Morrison said. "Subject to exceptional circumstances, foreign investors will need to demonstrate that agricultural land they intend to acquire has been part of a public sales process and marketed widely to potential Australian bidders for a minimum of 30 days, and Australian bidders have had an opportunity to participate in the sale process." The sale of the Kidman cattle empire to the Gina Rinehart-led Australian Outback Beef increased Chinese investment by 2.6 million hectares. Chinese investors own a third of Australian Outback Beef. That purchase helped lifted China from the fifth-largest owner of Australian farmland in 2016 to second in 2017. The United Kingdom remains the biggest owner of Australian farmland, with the United States third. FIRB figures show overall foreign investment in Australian farmland fell from 14.1 per cent to 13.6 per cent in the year to June 30, 2017.

LABOR PARTY BACK THE LEVIES IN PARLIAMENT WHICH WILL COST EMPLOYERS EXTRA $8000 TO $ 10,000 WHICH INCLUDES VISA CHARGES FEES OF MIGRATION AGENT PLUS AIR FARE Labor is backing levies on employers who hire overseas workers in order to fund trade and apprentice training, and one opposition MP thinks there's even a case for charging them more. The government wants to bill employers between $1200 and $1800 a year for each foreign worker they hire on a temporary visa or an up to $5000 one-off fee for permanent workers. Opposition MP Julian Hill says he thinks there's a case for further raising the levies, which are to be paid into the Skilling Australians Fund. In its current form it's expected raise up to $1.2 billion over four years for trade training programs, dependent on the number of workers hired. "Too easy it is to reach overseas and sponsor someone instead of doing the right thing and training a local," Mr Hill said on Wednesday. "By using, unashamedly, levies to send that price signal to employers to take into account, it puts the acid on them to do the right thing by Australians and Australian workers." National MP Keith Pitt said the fund could create 300,000 additional apprenticeships over four years. Trade training was desperately needed, particularly in the regions, he said. Labor does want some changes to the bill, including introducing stricter labour market tests. Labor MP Brendan O'Connor said his party supported 457 visas but only in the case those workers are employed to fill legitimate shortages in the market.
