24.01.2022 COVID-19 CLUB GRANTS - $100,000 With funding from the NSW Office of Sport, Equestrian NSW has $100,000 up for grabs for club COVID-19 recovery projects. Applica...tions for Round 1 of the COVID-19 Club Grants closed on 24 Aug 20, with 45 applications received. Successful clubs will be notified by Wednesday 2 Sep 20. Round 2 is now open, with applications, up to a value of $2,000 per project, to be submitted by Monday 21 Sep 20. Under the current NSW Health recommendations, local training days and competitions are encouraged, with out-of-region accredited EA coaches and officials allowed, under strict adherence to COVID-19 Safety Plans. 23.01.2022 On 19 Aug 20, NSW Health updated its Community Sport recommendations https://www.sport.nsw.gov.au//def/files/faqadvicesport.pdf. State Sporting Organisations ...(SSOs), including Equestrian NSW, were asked to cease activities that result in mixing of participants from different regions, with the region boundaries determined to suit individual sports. Equestrian NSW proposes to adopt the NSW Health regions shown on the link below. There are NSW and Sydney maps with the number of COVID-19 cases recorded to date in each region. https://www.health.nsw.gov.au//Pa/recent-case-updates.aspx This is not an exact science, so please apply common sense. Almost 1,000 projects were funded in 2019/20 contributing to the health, economy, and social wellbeing of our cities and communities. 21.01.2022 EQUESTRIAN AUSTRALIA CONSTITUTION CHANGES Since the Equestrian Australia (EA) Voluntary Administration Second Creditors Meeting, the State Branches and KordaMen...tha have been working together, to agree the changes to the EA Constitution, that are required under the Member endorsed Deed of Company Arrangement (DOCA). The principle of one member one vote has been embraced, as well as the role of the Branches. Please click on the link below which provides a summary of the proposed changes to the EA Constitution, which will be voted on at the upcoming Special General Meeting. This will mean that EA will not be placed into liquidation. In this instance we felt it was only fair to you, our riders, to make this decision as soon as possible. As a committee our responsibilities will always lie with our riders, our judges and volunteers, and our community. 20.01.2022 An Open letter from the EADC to the State Boards and CEOs of ENSW, EVic, EWA, ESA and ETas. Dear Board Chairs Like so many of our members we are feeling the disappointment in our equestrian community at the actions being proposed within the Draft Constitution by your Branch Chairs and Directors. ... As a National Discipline Committee, having had so much feedback from a membership ranging from our clubs to our elite, we put the following questions to you this is what is out there, away from your zoom Board meetings, in the heartland of our sport: We write to you as EA members who, like you, want the best for our Equestrian sport. We are also aware of how much time and energy you have spent dealing with the issues as a result of the Administration process. That being said, there are three issues we would respectfully ask you to consider. Our first concern is regarding the proposed change to the Constitution. Whilst any constitutional changes must be approved by the participating members, according to the proposal, this decision will have no effect unless the resolution is supported by at least 5 of the states. This veto appears to be in direct conflict with the members who have clearly voted for the right to 1 member 1 vote. Is there a possibility to reconsider this amendment prior to the SGM in September? Our second concern is the members lack of trust in their state branches. Members have had their say, and now feel that they have not been listened to. How are you planning to regain the trust and support of the members so we can all work together and move ahead in a positive direction? Finally there appears to be a disconnect between the State Branches and the National Discipline Committees. The NDCs are made up of people with vast knowledge and experience in the individual disciplines, and like you, they work tirelessly to ensure the best for the future of the sport. They play a vital role in administering all aspects of the Sport, from grass roots to International level. How do you plan to include them more collaboratively in the forward planning? 17.01.2022 COVID-19 UPDATE COACHES On 19 Aug 20, NSW Health recommended that State Sporting Organisations (SSOs) cease community sporting events, where participants were... from outside the local region, to help minimise community transmission of COVID-19. Equestrian NSW adopted the NSW Health Local Health Districts as the most appropriate regions. Our Coaches have asked if this restricts their teaching at clinics outside their home region. Equestrian NSW recommends that Coaches can travel to teach, on condition that the group is from the local region. Once again, please apply common sense. Dont travel and teach if you have any COVID-19 symptoms (eg coughs, headache etc) and make sure that the group or club have a suitable COVID-19 Safety Plan. 17.01.2022 FEI Tribunal Alerts Community to Avoidable Human Urination Contamination Risk Following recurring cases in which human medication excreted via urination in hors...es stables has resulted in horses testing positive for prohibited substances, the FEI Tribunal has urged the FEI and all athletes to reinforce the information and education provided to support personnel about this avoidable contamination risk. This advice is particularly relevant for athletes right now. It is not always possible for an athlete to prove no fault or no negligence in order to eliminate or reduce the standard sanction and, while the FEI is proposing greater flexibility for applicable sanctions in contamination cases to be voted on at the online FEI General Assembly in November, equine contamination through human urination is completely avoidable. In the most recent case of this type, for which a Final Decision was issued on 26 August, the athlete was able to establish that the prohibited substance entered the horses system through the ingestion of straw bedding contaminated through urination by the support personnel. In its Decision, the Tribunal stated that it is concerned regarding the number of recurring cases where urinating in the horses boxes led to cross contamination of those horses. In the view of the Tribunal those are clearly cases which could easily be avoided if all stakeholders in equestrian sport were properly educated about the risks of this kind of contamination. The Tribunal therefore strongly encourages the FEI, as well as those expected to educate others, for example riders that are supposed to educate their Support Personnel, to reinforce their information and education duties. Special General Meeting of EA was held on 15 September 2020, where the State Branches voted in favour of a new constitution to effect the ‘one member, one vote’ model. This is an exciting step for members, who will now be able to attend EA general meetings and democratically vote for the outcomes they desire. In addition, the process of recruiting the First board of directors commenced in late August, and the Nominations Committee are now reviewing applications from 48 candidates. 16.01.2022 COVID-19 RECOVERY FUNDING Projects under the NSW Office of Sport ($70k) and Equestrian NSW ($30k) COVID-19 Recovery Program have now been finalised (see attache...d image). This is in addition to the $117k that Equestrian NSW paid to affiliated clubs in July, funded by the NSW Office of Sport. The quality of submissions was appreciated by the Equestrian NSW Board who made the funding decisions. Congratulations to all concerned. This is a great opportunit...y to avoid the queue at the upcoming Horse of the Year Show or for those Pony Dressage competitors who require a current height certificate. In line with the current Covid-19 restrictions this day will be open to South Western Sydney Region members only (green area on map) and will be measuring only, no arenas will be open and no riding is to take place. Bookings are essential and will be available on Nominate. A minimum of 20 horses are needed in order to run this day. The event, originally due to run in March, was rescheduled for 7-10 October however the latest restrictions, which extend until at least the middle of September, posed significant barriers to planning this years event. Equestrian NSW has been awarded a grant from the Australian Government Department of Health D...riving Social Inclusion Through Sport and Physical Activity Program. The primary aim of the grant is to provide opportunities for people with a disability to participate in physical activities, increase our acceptance of diversity, build inclusive communities and assist vulnerable and disadvantaged individuals and their families to develop social links through sport. Our project is focused on grass-roots participation in equestrian sport, this means supporting more people with a disability to come and try dressage. Project activities will include: Workshops/seminars for riders with a disability, coaches, officials and event organisers Awareness training for the UN Convention of Rights for People with a Disability (CRPD) and how this relates to equestrian sport Investigating and trialing options for participation by riders and non-riders with a disability in equestrian sport Trialing a new category of competition and training for riders not yet ready or eligible for Para dressage with more flexibility so that more people can participate at the level they feel most comfortable. Encouraging and supporting clubs to provide opportunities for competition and other activities for people with a disability Providing skills development opportunities for people with a disability to participate in dressage activities as non-riders through roles as club members, event or rider support staff and officials Looking at new ways to support aspiring Para Dressage riders through the classification process so they are ready to join-in to events as soon as possible The project will run until December 2022 and will provide opportunities to investigate, trial and make recommendations for increasing participation for people with a disability in dressage across Australia. 11.01.2022 Orange Equestrian Club is a grassroots level club catering and encouraging all levels of riding. We recently were successful in receiving grant money to purchas...e a portable dressage arena. The Orange Equestrian Club committee on behalf of its members would like to sincerely thank Equestrian NSW for the generous grant we received towards our portable dressage arena. This wonderful arena compliments our other equipment which allows us to be mobile across the Central West region in order to hold competitions in various locations. On the 28th of February we were able to hold a dressage competition where the arena was used. The club received great feedback from members and spectators with regard to the arena. How great does it look in these photos!

Important i...nformation - due to the regions currently not being able to mix we will have set time blocks for each region. Nepean/Blue Mountains (large purple area) will be the morning session, anticipated to be 9am to 11.30am (subject to change) and Western Sydney (smaller grey area) will be the afternoon session, 12.30 to 3pm (again subject to change). Equestrian NSW has been made aware that enforcement of TSSs, to move horses on public roads, has increased in recent times. Currently, exemptions apply when horses are being transported to or from any agricultural show, exhibition, gymkhana, pony club meeting or similar function. Members feedback is needed about your enforcement experiences, so we can formally apply to have the regulations changed to include more common and low risk movements (eg travelling to get a lesson or exercise your horse). 06.01.2022 SIEC ARENAS INVESTIGATION CLOSED WITH NO ADVERSE FINDINGS The NSW Office of Sport has confirmed that the investigation into the tender process for the arena sur...face upgrades at the Sydney International Equestrian Centre in 2018 is now officially closed, with no adverse findings made. In 2017, the NSW Office of Sport invited Equestrian NSW to draft and present to the then Minister of Sport, Stuart Ayres, a proposal to upgrade the Indoor Arena and Arena 6 at Sydney International Equestrian Centre (SIEC). Both arenas had only minor work on the surfaces since the Sydney Olympics in 2000 and feedback from riders and owners was that improvements were required. The Minister approved the funding and BSM were selected to deliver the Otto Sport solution. When completed in early 2018, the Minister said that the project was a model for how the Government wanted to partner with State Sporting Organisations to deliver facilities across NSW. Feedback from elite Jumping, Dressage and Eventing riders confirmed that the new arena surfaces were world class. In 2019, the NSW Office of Sport commissioned an independent probity investigation into the tender process after receiving complaints about potential conflicts of interest between Equestrian NSW and the company that was awarded the contract to upgrade the arena surfaces. The independent investigation found that government procurement policies were followed with no impropriety identified. Nevertheless, the report was subsequently referred by the NSW Office of Sport to the NSW Independent Commission Against Corruption (ICAC). ICAC has determined that it will not be investigating the matters raised and Equestrian NSW has now received written confirmation of the finalisation of the investigation from the NSW Office of Sport. This brings the matter officially to a close. Equestrian NSW is committed to delivering positive outcomes for its members and is proud to have been able to partner with the NSW Office of Sport to achieve the significant upgrade of the arena surfaces at SIEC, which benefits both Equestrian NSW members and the wider equestrian community. Over the last three years, there has been overwhelming support from the many user groups for these facilities. The upgrades have meant that facilities can accommodate all disciplines, from major show horse events, to vaulting, to international show jumping, eventing and dressage. The facilities give event organisers more certainty over their ability to host events in all weather conditions as well as attracting large entries, as riders feel confident in the quality of the footing in the arenas. The demand is clearly demonstrated by the numbers of riders competing at events hosted at SIEC. Equestrian NSW looks forward to continuing to work with the Office of Sport to progressively improve the facilities at SIEC and other venues across NSW, for the benefit of all our members.

06.01.2022 Updated as Ministry Health phoned me back. Please see attached Public Health Order which does not address horses/ animals. This is information sharing only and ...individuals must contact NSW Health for their own situation clarification However Ministry of Health interpreted the public health order for us horse owners: Until Wednesday midnight: Should you live outside the Northern Beaches and have a horse in the Northern Beaches, you can only enter if you are the sole person to feed them. As per Clause 1 in Schedule 1 of the health order - its still a bit grey but they were happy that feeding a horse was in relation to clause 1. You need to try to carry some sort of proof that you are the sole carer, on a property where the property owners can not help, and someone else in the Northern Beaches can not do it for you. Exercise is specifically excluded as per Clause 5 in Schedule 1. There for you can not enter for horse riding. Should you live outside the Northern Beaches and have a job in the Northern Beaches (eg feeding Horses) this is OK to enter. They advised you must carry proof of employment. Should you live on the Northern Beaches you may leave home to exercise within the Northern Beaches. Therefore you can exercise on your horse. Northside has asked NSW Health to consider all aspects of horse welfare in their assessment of the next restrictions, including entering NB to exercise horses.

Horse and rider welfare is our most important concern and the risk of heat stress during competition and travel, when many horses have had limited preparation, is simply too high. Show Horse, Dressage and Jumping will continue as planned and we will monitor the weather forecasts closer to the competitions and keep riders informed. All Eventing entries will be fully refunded. 04.01.2022 RULES | From July 2021 horses competing in FEI events will no longer be able to have their whiskers shaved. The decision was passed at the FEI General Asse...mbly held earlier this week. "Horses are not permitted to compete in FEI Events if the Horse’s sensory hairs have been clipped and/or shaven or in any other way removed unless individual sensory hairs have been removed by a veterinarian to prevent pain or discomfort for the Horse. Areas of hair that must be clipped, shaven or removed to allow veterinary treatment are exempt from this rule. As of 1 July 2021, Sanction 39 in Annex VI will be applicable". The Veterinary Committee believes that the horse’s sensory hairs must not be trimmed or removed as it reduces the horse’s sensory ability. The change will align with legislation in a number of National Federation's where trimming or removal of sensory hairs is forbidden and in some cases carries a heavy sanction.
