22.01.2022 Do I need a High Risk Work (HRW) license to drive a telehandler? This depends on the State you are in, the attachment used and the capacity of the machine. See attached table In NSW:... Fork attachments -There is no requirement for a HRW licence and is not covered by a forklift licence Work Platforms attachments - If using a work platform on a machine capable of going higher 11 metres, you need the WP class HRW licence. Jib attachments non-slewing telehandler - If using a jib on a machine with a capacity over 3 tonne, you need a minimum of CN class crane HRW licence. Jib attachments slewing telehandler - If using a jib on a machine with a capacity over 3 tonne, you need a minimum of C2 class crane HRW licence. For anything else there is no requirement for any HRW licence. You need some form of duty of care training in the unit of competency. 21.01.2022 VOC Verification of Competency VOC's have the potential to be a very useful check and balance if done correctly to identify 'qualified but not competent' people. If they are not done properly they are worse than a waste of time as they give people the false sense that people are actually competent. Consider: Who is issuing the VOC. What are their qualifications and experience?... What VOC process was done? Questions to ask are, how long did it take, what was required, how was the assessment done and what records are there of the process? Operators are protected from falls by the guard and hand rails. Unless they do something like in the above picture. But these guys need more than a harness to keep them safe. Other possible hazards with wearing a harness in a scissor lift are giving people a false sense of security and more risk taking behaviour. 21.01.2022 Exiting EWP’s at Height AS2550.10 outlines these requirements paraphrased below: 5.9 ACCESS TO AND EGRESS FROM THE PLATFORM IN THE ELEVATED POSITION Should not occur (except in an emergency) unless each of the following conditions are met: a) Risk analysis shows it is safer than all other means of access.... b) The structural adequacy of the landing area has been established, & landing area is clear. 3. The risk of falling is considered & controlled. d) The working envelope of the MEWP is at least 1.2 times greater than that required e) Work platform floor is located within 300mm vertically of landing. f) If work platform is located over the landing, the landing point is not less than 2m from the edge of the structure, unless a safety harness is properly worn and attached to a suitable anchorage, where potential fall could exceed of 2m. g) The maximum gap does not exceed 100mm, and access and egress requires a safety harness is properly worn and attached to a suitable anchorage on the structure. NOTE: When egressing from a MEWP, where a person is required to use a fall arrest system and remain connected to an anchorage at all times, the MEWP should incorporate a double lanyard. h) The base controls are tagged out. i) Deflection is allowed for. 01.01.2022 Contacting Power Lines Look up and live, identify where lines are before starting work. Then put in place risk controls such as barriers and signs in place to prevent getting too close to them. Use a qualified spotter to help keep a safe distance away. Even better, get the power company to turn off the lines or install tiger tails. Contacting power lines should not happen but if it does Warn others in the area to stay away... Try to safely break contact with the lines without pulling them down if you can do so safely If you can’t, stay inside the cab and wait for the power company to turn off the power. This is the safest place to be Never attempt to leave the machine unless your life is in danger such as a fire Only then, jump clear of the vehicle, never touching the machine and the ground (more on this later) Shuffle away (heel to toe). Never walk away.
