According to some research I did, Papa's got a brand new bag just means that Papa, whoever he is, has a new thing he's into. The rest of the lyrics describe a bunch of popular 60s dances - the Monkey, the Mashed Potato, the Twist - so basically he has learned a bunch of new dances to impress the ladies, and he's hip now.
