23.01.2022 NFP’S / NGO NOT DELIVERING ROI TO COMMUNITY FROM:- Tommos' Tales :- At a recent community meeting it became evident we have more community organizations than we... know, and we do not know what they actually deliver. The government has provided funding to many of these, yet the results aren’t affecting change across the community, the system is flawed. There needs to be an immediate change and an independent body established that measures outcomes and deliverables of these NGO’s & NFP’S, if they don’t deliver, they should be cut from funding. It was interesting that a high profile ex-mayor nominated that another ‘government’ department should be set up, this is precisely the problem, bureaucrats, favoritism, red tape, letting the vampires in the blood bank. Seriously, no more top-heavy, nonaffective government departments, we need legs on the ground, we need money getting to the legs on the ground, locally. My thoughts: One local independent body per region, this body coordinates, auspices all funding for grants with all levels of government into silos ensuring there is accountability and transparency down the line, and outcomes are measured & delivered. To date, it’s clear we have too many NGOs / NFPs providing the same or similar services, lessening the outcome, reducing the funding impact, delivering fewer results.No one knows what the others are doing even if they are working in the same field. Let’s start making the funding work. We need to establish One body that is represented in each region independently, providing fairness and real outcomes. The Overburdening of the people of Queensland by the ever bloated public service to justify their existence promoting either nonfunctional policies or under-researched methods of achieving the results needs to change and rapidly. We are wasting money, time, and the will of the people by forcing ridiculous policies and government thinking onto the people of Queensland. 23.01.2022 TOWNSVILLE ENTERPRISE CEO MOVES ON ARTICLE BY THE ABC The CEO of Townsville Enterprise, Patricia O'Callaghan, has been appointed the new CEO of Destination Go...ld Coast. Ms O'Callaghan will start her duties in February 2021. Destination Gold Coast said the process to appoint a new CEO commenced four months ago, with more than 300 applicants vying for the job. We know that it has been said that she is a person that continually is a yes person and no doubt being rewarded for her service at TEL. 22.01.2022 STEPPING ASIDE IS THE HARDEST THING TO DO Thank you to everyone who has supported me on this journey, those who know me, know there must be a very good reason f...or me to have withdrawn, I never do things in halves, it is personal and will stay that way. It has come to my attention the rumour mill has started, a bribe, death threats, union standover, all manner of things, you are dead wrong, oh believe me some of those things have been tried on me, that is not the reason, it’s my choice, it really is personal. It’s never my intention to let people down, that’s the hardest thing for me, letting people down. This journey has proven to me how weak our representation is, we should expect better, first the system must be fixed, As a community, we are stronger than those elected, it’s time to take the power back, not through picketing, but through collective community engagement. First comes some time out, healing mentally and physically, then back to work. 20.01.2022 THE PREMIERS'S PRIORITIES ARE NOT WITH NORTH QUEENSLAND AND CRIME IT IS PLAIN TO SEE. It is a real pity that the premier -Annastacia Palaszczuk sees the pandemic as an election winner for her as really the regions don't give a dam about anything but a crime that directly affects them personally . For every person that Crime effects this will be one less person or family that is less likely to vote for her Labor Team. This is very evident in the Seat of Thuringowa.... We can't always blame the Police but we can always blame the State Government for not providing the legislation and the tools that the police require to beat the crime epidemic. In fact, we would go as far as to say that seeing the Premier and the Health minister on the news 24/7 is doing more harm than good we believe. Knowing that she is blowing more money than she has ever spent on Crime in North Queensland. It only goes to show just what lengths she and her Labor party will go to, to gain power again. We have all seen the ineffective Crime and Corruption Commission deal with the Jackey Tradd issue ( and others we might add) and now we have another Department that is supposed to be the watchdog on integrity within Government....just a joke really. The Queensland Integrity Commissioner charged with regulating the state’s booming lobby industry has no power to investigate alleged wrongdoing by lobbyists. An investigation by The Australian has uncovered the existence of campaigner-lobbyists in Queensland, political players who work to get governments reelected, and then profit from those governments as lobbyists or owners of lobbying firms. Here is an example:-"Malcolm Cole, a co-owner of lobbyist firm SAS Consulting Group, is still on the Brisbane City Council payroll in Lord Mayor Adrian Schrinner’s office, even as his firm lobbies the council on behalf of clients and LNP donors." I have no investigative powers under the act, she said. Where appropriate, I also refer matters of concern to the relevant agency, such as the Queensland Police Service or the Crime and Corruption Commission, for assessment and possible investigation and prosecution. 20.01.2022 SO JUST WHAT IS THE COMPARISON OF THE CENTRAL COAST COUNCIL TO TOWNSVILLE CITY COUNCIL WE WONDER It appears that this NSW Central Coast Council that it is said ...to be twice the size of Townsville Council with some 330,000 people and yet it has a debt of some $89 million dollars and was unable to pay its 2000 staff in October and like Townsville became a super council with the amalgamation of Townsville and Thuringowa Councils. The council was suspended by the State Government for three months going forward. We suppose due to poor financial management. In comparison, it is our the belief that Townsville City Council has some 1600 employees and currently has a true debt of approximately $1+Billion dollars($1,000,000). So the real question for Townsville Ratepayers is seeing the comparison and just what is the Current Council doing in managing our finances? We are fully aware that this council relies heavily on State and Federal Grants to do all the shuffling of financial accounts to meet accounting requirements but this is a one-way street downward, unfortunately, we believe. We hear it time and time again from our readers that the city seems a shambles ( not the CBD it's is just dirty) but there appears to be very little in the way of money that seems to be put into maintenance across the city and suburbs. 20.01.2022 POSSIBLY THE END OF DAYS FOR MAYOR JENNY HILL? We have been checking our sources and working on many leads over the past few weeks. This has been to follow up a... tip of information which if true will see an end of days occur soon in the Townsville City council for several people including Jenny Hill. It appears there may also be a link to a current CCC investigation of A manager in HR for Bullying and Harassment. You would all be aware that we have consistently highlighted the fact that the Budget numbers in recent Council reports are dodgy and suspicious. We believe that the Townsville Council Debt is way outside the figure bounced around by the Mayor outside by approximately some $450 million it seems. This problem has been worsened by how there has also been a recent reduction in allocations from State and Federal funding which will seriously affect future council budgets (on top of hidden past debts coming to light). In short, we understand that TCC employees are now talking about this as much as they have ever privately complained about the terrible bullying of many of their colleagues within the Hill Council organization bullying to cover up malpractices within as well as corruption, incompetence and the wholesale failure of accountability directed by Hill and others following her lead. It appears that the chess pieces are being moved to limit the public damage that will soon occur as the facts emerge about the terrible financial mismanagement at TCC under Hill. But that may take a little time as some Councilors, as well as other employees, to work out what has gone on over the years with secret deals, related corruption losses, and hidden costs of all this to the local community as well as the TCC. Our regular followers will be aware that TRRA has been looking into many of Mayor Hill and the TCC’s dodgy activities especially involving Toolakea and Chinese investors (such as Landmark aka Rimbanun Hijau) who have tended to replace past ‘favourites’ such as Lancini. We have published many posts about our related inquiries and complaints to a number of government departments as well as to the TCC itself including the WHSQ, DNRME, QFES, the Qld Coordinator-General, the Qld Information Commissioner and the CCC (and also more recently the Queensland Police re: inappropriate and suspicious links between Deeragun police station and Landmark concerning illegal activities at Toolakea involving apparent crime and corruption on a large scale). And given that former CEO Adele Young has played such a crucial role in covering up we believe as well as organizing many of these secret deals and related illegal activities, it is very interesting that we hear that she is returning to Townsville City Council (under some LGAQ Peak Services banner we understand). This is all linked we hear to some very confronting meetings with Mayor Hill in particular by current CEO Prins Ralston. It appears that Ralston has been checking the books and discovered some serious discrepancies that we believe that he DOES NOT want to be the fall guy for in the future. So, it seems that after conferring with Brisbane-based colleagues in Qld Labor/government circles after finding out how bad things are (i.e. and will soon come out despite past coverups) Ralston had a meeting with the Mayor where he asked Hill two questions One, where has all the money gone? Two, how soon can you (or will you) resign? The answer to these questions are also linked to the suspicious departure (i.e. the coming and going) of several Financial Officers in TCC who perhaps like Ralston have got very nervous about getting caught up in Hill’s mess and how her arrogance and deceit seem to be catching up with her in many ways. Another interesting instance of this (we hear) is a story is now doing the rounds even in respectable Townsville Circles about Hill’s fixer Dolan Hayes. Like Barry Taylor and others before him on behalf of Hill (and earlier Tony Mooney) Dolan Hayes has in recent years reportedly been going around threatening people in local business circles as well as Council and other government employees that is, people who have either complained about or started to wake up to the Hill regime malpractices and preferential as well as dodgy secret deals. It’s not clear if Hill’s impending resignation or departure one way or another will be linked to either further expose of the truth or further cover-ups. However, it seems that either way Hill is a ‘dead man walking. We understand that the Mayor was whisked off to Brisbane for some interviews with high-ranking public Servants and it appears that a strategy has come out of that that involves the LGAQ which (as many will be aware) Jenny Hill has been a past deputy for under Greg Hallam as well as an ongoing board member. It's not quite clear yet how this links up to Adele Young’s ‘return’ (after re-appearing to run the Palm Island Council from a distance here in Townsville) whether this is to further expose or to further cover-up but it seems we will soon find out. 17.01.2022 POSTAL VOTING-DO YOU KNOW WHERE YOUR POSTAL VOTING APPLICATION GOES Queenslanders appear to vote representatives into State or Local Government and then just as...sume that they are going to look after their interests forevermore. And of cause, we live in fairyland and money grows on trees which is why without constant review by the people of Queensland we get into the mess we have now. So just where does your applications for a postal votes go, have you thought about it? You just assume that when you fill out the postal vote application and then pop it in the envelop and mail it right and it ends up where it is supposed to, at GPO Box 1393, BNE 4001. Well, we have noticed that in our case for example we received a postal vote labeled IMPORTANT ELECTION INFORMATION in Red on the envelope and then of a cause we go through the process of filling out the application and then pop it back in the envelope provided but we bet you like us did not notice two things on the envelope provided. 1. That the PO box is NOT that of P.O. Box 1393 Brisbane 2. The PO box location is in fact in this case is that of the Labor MP Scot Stewart who is the current member of Townsville. So just why is the current member sending out Postal vote applications and just why are they being returned to His office in Townsville and not the ECQ office in Brisbane? We believe that this is a deliberate attempt to 1.Confuse the voter into sending his applications to the wrong address leaving it open to what amount to corrupt opportunities for others 2. Deliberately allowing access by a third party to the application in the envelope 3. Deliberately allow the application to be lost 4. Make sure that a third party has access to the envelope and delay or make late the applications outside the legal voting times designated by the ECQ 5. Destroy the integratory and trust of the voting system. We questioned the office of the ECQ in Brisbane and they stated that while this does allow the local members the opportunity to access the postal vote application by them it is no way illegal? What? So what do you think and what are you going to do now if you are going to use the postal voting system for your postal vote application? ADITIONAL INFORMATION WE ARE AWARE OF:- If you think that the LNP is not doing the same thing then you would be wrong in fact that they do it as well, so check your postal vote information especially the PO box number stated. ADDITIONAL NOTES : We now understand that the LNP is now believed to be referencing the Greens in the southeast corner so that Labor will get reflected. You will remember that Jacky Trad only got back in due to greens preferences at the last State Election.

16.01.2022 QUEENSLAND ECONOMICS - ABS National accounts figures released by the ABS today show that Queensland's economic growth (annual change in gross state product) f...ell by -1.1% over the 2019-20 financial year, the first time it has contracted since the ABS series began in 1990. The figures also show that living standards in the state (proxied by change in real gross state product per capita) fell for a consecutive year by -2.6%, also the largest contraction on record. ABS commentary: "Queensland GSP fell 1.1%, the state's first fall in recorded history. Queensland recorded a larger contraction compared to the national result due to larger falls in private investment. Dwelling investment continued to fall due to oversupply of high-density apartments following high levels of investment in 2014-15 and 2015-16. New engineering construction continued to fall, reflecting reduced investment by LNG and coal miners. This was reflected in a fall in Construction and Professional, Scientific and Technical Services GVA. Public Administration and Safety GVA partly offset the falls as the government responded to the COVID-19 pandemic as well as increased spending on frontline services. Queensland was the only state to record a fall in nominal GSP, reflecting the sharp falls in coal and LNG prices experienced in 2019-20."

Called the COVID-19 Omnibus (Emergency Measures) Amendment Bill, this proposed legislation will operate side-by-side with the powers already in operation under the current emergency powers. YOUTH JUSTICE BAIL ACT AMENDMENTS 2020 The amendments provide clear guidance for courts and police when deciding whether to release or grant bail to a child or young person who is charged with offenses. The amendments apply if there is an unacceptable risk of reoffending by a child and they are a danger to the community. A new section in the YJ Act (section 48AAA(2)) changes the previous test from may keep a child in custody to must keep a child in custody where police or courts determine: there is an unacceptable risk of the child committing an offense that endangers the safety of the community, or the safety or welfare of a person, and the risk cannot be adequately reduced by making bail conditions. 11.01.2022 COUNCIL ADMITS TO SPENDING $270 MILLION DOLLARS ON SO CALLED LOCAL BUSINESS THAT IT DEFINES AS LOCAL UNDER THE LGAQ LOCAL BUYS SCAM We have continually warned... Townsville Ratepayers that the LGAQ Local Buy scheme is a cover for Businesses that are not Townsville born and bred, Local if you like, to take advantage of the Council spending to the Townsville region. Many local businesses are unable to gain a contract with the Townsville City Council simply because in some way (usually not signed with the LGAQ system in Brisbane ) that do not meet the criteria despite being business sin Townsville for many, many years. We have seen cases where plant and equipent used on Main roads is not registered in Queensland and Trucks brought up from Brisbane to work on road maintenance while local plant operators in Townsville are ignored. Council to cover its backside simply classes them to be local because they rent an office and supposedly have 10 full-time employees which is just a bit of a scam really as they only have supervisors. We find that these companies tend to have minimal staff and re-contract work to others at a much lower rate than normal because they have control of the flow of work coming from the Council. We have also noted that the amount of money spent by the contractors doing the work is far less that is allocated to provide a tops class product. Next time you see a pothole being repaired note the date because you will usually find them back in 3 months or less to repair it again. We have also noticed that the job standard have dropped and we also wonder If there are adequate inspectors checking the jobs provided by the Council which we doubt based on what we have seen? We suggest that rather than making press releases about the performance of the Council Spending, we suggest that value for money and the quality of the jobs become the priority for Business Services and Finance Committee chairperson Kurt Rehbein and then perhaps the money available will go further in his maintenance and construction budget. 10.01.2022 WE BELIEVE THAT THE TOWNSVILLE COUNCIL DOES HAVE AND OPERATIONAL NOT WPHS FIELD MANAGEMENT SYSTEM IT WOULD SEEM We have a real problem with construction in Garb...utt and Belgium Gardens regarding polluted or poised soil and water streams. Does the Council know about this as considerable material is being dug up and being spread in a new subdivision? Does Council have a dedicated safety management system to oversees this type o work? As there are civil court case against RAAF and the Military regard PEFAS contamination being conducted at the moment we believe that it is exposing Council to added risk. We at Townsville Residents and Ratepayers Association have been involved in considerable resistance to what we believe to be a poor representation of the LGAQ for ratepayers right across Queensland which include their "Local Buy" programs. 04.01.2022 BULLSHIT! One wonders if the Mayor actually works in Townsville or walks through the CBD at all? Some time ago we did a post on the Cleaning contractors from Brisbane who are supposed to do the Mall cleaning, now not knowing the exact criteria of their contract it is hard to fully comment on their performance but it would be close to average. Certainly nowhere near the performance of the previous contractors. We have seen photographs of clean machine waste dumped in the CBD a...s it was moved from one place to another and built-up staining and marks on the mall pavers even when entertainment is being provided in the CBD through the Markets. We have seen at time filthy areas of the Mall and side street which we have done an article on and yet there still seems to be a lack of performance and this is effect helps to detur tourists from staying in the CDB. This is just another issue of complaint and poor construction work undertaken or overseen by the Council on Ratepayers behalf. This in itself goes back to the ex CEO Adele Young's assault on Council workers in the supposed cutting of Council staff in a cost-cutting exercise. We have noticed however that it appears that the Council Office numbers have increased for some unknown reason and the Council is spreading across the CBD office space. So just why is there a cleanliness problem still obvious in the CBD, doesent anyone reports the issues or take responsibility for contract management any more? OPINION PIECE Having been in Townsville for quite some time and I cannot think of how many times this has been brought up as a project for Townsville (Thuringowa Drive) . It seems that The Thuringowa LNP Candidate Natalie Marr may have a suggestion but this would a repeat of previous suggestions thinking that money can fix it. Just about every State election,or even local government election for that ...matter, this has reared its ugly head and still is apparently. Money will fix it but just how much money would be involved. But obviously, this was not done and has been ignored or been tinkered with at the edges due to a lack of financial commitment by Councils both Thuringowa and Townsville City Council alike. No the real problems just what is the fix going to be especially since that has appears to have been a reduction in traffic flow in both Townsville and Thuringowa central since the expansion along the northern beaches. Having been involved in Traffic systems for some of my past career I can say that the problems that existed with traffic management on Thuringowa drive started when it was installed.
