A quarry near Geelong Victoria has been convicted and fined $35,000 after a worker had a lucky escape when the excavator he was driving made contact with high voltage powerlines. Barro Group Pty Ltd was sentenced in Geelong Magistrates’ Court after pleading guilty to failing to ensure that the workplace and the means of entering and leaving it were safe. The court heard that the excavator made contact with powerlines at the Maude quarry in October 2018 when the worker was blinded by the sun as he drove the machine from a dam with its boom up. Two of the lines fell to the ground and power supply was cut to the quarry. No one was injured. WorkSafe inspectors found there were no protective barriers or warning devices preventing moving machinery coming into contact with overhead powerlines. The day following the incident, the company installed hazard signage and bund walls to prevent machinery from touching the lines. It later installed permanent height restriction structures at both ends of the powerlines. Employers must ensure that workers’ lives were not put at risk when working near powerlines, said WorkSafe Victoria executive director of health and safety Julie Nielsen. This could have easily ended in tragedy. Powerlines are not always easy to see and it’s up to employers to do everything they can to reduce the risks they pose, Nielsen said. If there had been adequate height restriction structures and warning signage in place then this frightening incident could have been avoided.

The impact of the digital economy and subsequent use of digital technology on work health and safety will present many opportunities but there will be hurdles for health & safety professionals and businesses as they adapt with and realise the impact of digitalisation of business (Industry 4.0) globally. The onset of mining automation is expected to impact 40,000 frontline mining jobs by 2030. NERA (2019) Staying... ahead of the game report said that frontline miners will be affected but be offset by 69,000 new jobs in the supply chain and another 53,000 new jobs in the wider economy. We know that robots are taking over thousands of routine tasks and will eliminate many low-skill jobs in advanced economies and developing countries. At the same time, technology is creating opportunities, paving the way for new and altered jobs, increasing productivity, and improving the delivery of public services. In the resources sector, cost and safety benefits for automation are now a feature of the positions held by big miners. The Minerals Council of Australia argue that new technology and innovative practices will enhance the performance and productivity of 42 per cent of Australian mining jobs, with a further 35 per cent of occupations being redesigned and upskilled leading to more valuable employment opportunities. Following the deaths of eight miners at Queensland coal mines in the past two years, the Queensland Labor government has been under mounting pressure from the Construction, Forestry, Maritime, Mining and Energy Union (Australia's mining union) to introduce legislation to penalise unsafe practices in all mines. The Queensland government has passed legislation introducing a new industrial manslaughter offence. Resourc...e company executives and senior officers face a maximum of 20 years in jail for negligence in workers' deaths in the course of carrying out work at mines. Resource companies could receive fines of up to A$13.3 million for each death.
