25.01.2022 Ancient indigenous heritage right on our doorstep at risk

24.01.2022 Despite a very welcome undertaking from the St Jude’s architect to move the proposed parking bays from beneath the sugar gum trees on the verge of Fauntleroy Park, as reported in the Echo newspaper https://echonewspaper.com.au/st-judes-agrees-sugar-gums-sh/ nothing to date has changed, as can be seen from the following questions and answers from the minutes of the Annual Meeting of Electors on March 9. We hope this issue will be resolved very soon. Q1 Is Council aware that ...St Jude's have a preference for carpark bays to be situated on verge bordering St Jude's block NOT on Sugar Gum tree-lined verge, as conveyed at a community meeting? A1 St Jude's have indicated that they do not have a preference and are willing to provide the parking at an agreed location. Q2 Is Council aware that St Jude's have conveyed, at a community meeting, that carpark bays earmarked for Sugar Gum tree-lined verge can only be moved under instruction from the City of Swan? A2 No. Q3 What is the process required to have carpark bays moved from Sugar Gum tree-lined verge? A3 The parking under the Sugar Gums was approved by Council in 2019 as part of the original St Jude's application. The City/Council cannot change this without receiving an application by the land owner. It would therefore require the owner to apply for consent to the modification to the approved development application. Q4 Given that St Jude's conveyed, at a community meeting, that they will move carpark bays away from Sugar Gum tree-lined verge, and given that it has now been reported in the Echo newspaper, can the City of Swan convey the process to St Jude's and ensure it is undertaken? A4 City officers will continue discussions with the owners of St Judes to consider submitting an application to relocate the parking to the northern side of Swan Street East. See more

16.01.2022 At the December 16 Council meeting the Guildford Association (GA) submitted a petition with 221 names calling for the City of Swan not to allow the construction of car parking bays on the southern verges of Swan Street East, as this will damage the roots of the century-old sugar gums and lead to the demise of these historic trees. The GA has also received an email from the Heritage Council of WA saying the advice they have given is that parking under the sugar gums should be deleted. We have yet to get confirmation that this will occur, however, with the wonderful community support, last week's sugar gum picnic, expert advice from the Australian Garden History Society's WA branch and the petition signed by concerned people, we are hoping for a positive resolution and protection for these trees.

14.01.2022 PROTECT OUR SUGAR GUMS St Judes hostel/Guildford Village aged care facility has applied to amend aspects of its Development Approval for its expansion plans. Latest plans show 12 parking bays in the southern verge of Swan Street East. Currently they have approval to construct 10. The construction of these bays has the potential to seriously damage the historic Sugar Gum trees pictured, which form an important part of Guildford’s landscape history. If you are concerned, please email [email protected], marking for the attention of all Councillors, and ask for the trees to be protected. Deadline is Wednesday November 25.

06.01.2022 SAT BACKS COUNCILLORS’ REJECTION OF SECURITY POLES The State Administrative Tribunal (SAT) yesterday handed down its decision to refuse a retrospective application for 6 security poles at 136 Swan St, Guildford. The GA today thanked Ward Councillors Cr Claire Scanlan - Midland Guildford Ward , Cr Rashelle Predovnik - Midland Guildford Ward and Cr Ian Johnson Midland Guildford Ward for supporting the GA and refusing the application at Council. Despite the City of Swan Officer...’s report, recommending retrospective approval, the application was unanimously rejected when it first came to Council on the 6 May, 2020. The applicant appealed the decision at the State Administrative Tribunal (SAT) and with some minor modifications was presented to Council again on the 23 September, 2020. Again, Council ultimately upheld the original unanimous refusal by rejecting all alternative motions and the Officer’s Recomendation, a week later, at a reconvened meeting, 8 votes to 5. The item was strongly debated on the 23rd, with some impassioned speeches, gavel banging from the Mayor and Councillor Kiely being ‘sanctioned’ by the Mayor and closing the meeting early due to Cr Kiely referring to fellow Councillors as you lot and continuing to speak over the Mayor. The final vote was taken the following week, at a reconvened meeting to deal with the matter. The Tribunal, in considering the substantial merits of this particular case, considered the proposed development to be incompatible with both its residential and riverine setting, did not demonstrate compliance with cl 5.4.4 P4.1 of the R-Codes or cl 5.3.1(d) of Appendix 1 of LPP 106 and said it will have an unacceptable visual impact on the amenity of the area. President of the GA, Barbara Dundas said that today’s decision sets a good precedent for development in heritage areas and thanked all of Council for adhering to the City of Swan Conservation Policy for Guildford. The debate can be watched at the 1 hour 35 min mark at: http://webcast.swan.wa.gov.au/archive/video20-0923.php The final vote occurred a week later at the reconvened meeting, on the 30th of September.

05.01.2022 Last year the community celebrated the 20th anniversary of the saving of Guildford’s sugar gums from removal by the City of Swan. The beautifully designed document attached was produced to mark this special occasion and tells the story behind these historic trees. Ironically, in December 2019 the City of Swan Council approved the construction of 10 car bays in the verge at the entrance to Fauntleroy Park, which will damage the root system of three magnificent trees and risk their demise. Once again, Guildford must rally to save our sugar gums. Please email [email protected], mark for the attention of all Councillors, and ask them to reconsider this decision and save our century-old trees.
