25.01.2022 NSW DPIEW today issued a 1.7% allocation for General Security users in the #Gwydir Valley - this is the first allocation for the new water year that started on 1 July 2020. This means that this new allocation with existing carryover in Copeton Dam, irrigators have 22GL available and environmental water holders have 34GL available to use, when they need it. River operators will be monitoring conditions to determine deliverability of water for this coming water year. At this stage, orders are likely to be bulked up for set delivery periods or dam wall debited.

23.01.2022 Yep, the #Gwydir floodplain harvesting model updates are open for public consultation. Individuals have not received indicative licences, this is the valley outcomes and proposed water sharing plan rules. We encourage people to read through the reports before public consultation sessions next week. This policy has benefits and impacts. We need to work through each of these but after 20 years of delays, enough is enough. It’s time this form of take is managed consistently with all our other forms of water. It’s these reasons, why those who make the outlandish claims, are now trying to find things wrong with the Government’s reform measures and program to better regulate floodplain harvesting. Maybe they just don’t want the facts to be known. We are moving on and getting on with the job. We are not waging war. We are just trying to ensure Government fulfills their 20-year commitment to better regulate overland flow. Communities and industry everywhere demand it.

Chief Health Officer Jeanette Young says she's now satisfied the... town is safe for residents to travel to. Mungindi residents and boarding schools in Toowoomba have been calling for the town to be added to the zone. Moree Plains Shire Mayor Katrina Humphries says she cautiously welcoming the news but is waiting for clarity about the kind of access her constituents will get to healthcare in Qld. Ms Humphries says she would also like to see Inverell and Gwydir Shires included in the bubble.

16.01.2022 NSW DPIE recently announced no further allocations for the Gwydir Valley, the next announcement is due early December. General security irrigation is at 37,000 megalitres after usage and a 200 megalitres transfer across from high security account. Environmental water (general security and ECA) is 44,000 megalitres after 4,500 megalitres (a reduction to our previous post) from their high security allocation into their general security account. The essential supplies account ...is again 4,000 megalitres in deficit, which will need to be addressed prior to any new allocations. Water NSW announced that unless conditions improve a single block release for general security allocations will be scheduled for 7 December and continue for approximately 28 days. General security water will need to be stored on-farm as used as required. 14.01.2022 Beautiful photos of #Moree this morning and the Mehi River. These flows pictures above are actually bulk general security water deliveries that were already on its way before sudden rainfall in the Horton. Orders have been placed by water users and this will be taken and stored on farm, otherwise it is forfeited and debited from their account. The levels through town are predicted to rise and fall over the next few days, peaking tomorrow at 5.5m. This is expected to be highe...r than 2016 but only very short and well below a major flood, which is 10m. There is a short and flashy flow down the main Gwydir River now past Pally that cannot be managed at its peak. Meaning water will naturally flow down the Gwydir towards the watercourse, this is predicted to peak at Yarraman Bridge tonight at 6.5m. It’s a short event. An initial supplementary announcement using the exiting sharing rules of 50:50 between the environment and water users was made last night by WaterNSW with staggered starting times. 12.01.2022 Thrilled to have announced $1.7 million in grants to benefit Moree, Wee Waa, Narrabri and Walgett alongside my colleague and Minister for Water Keith Pitt in ...Moree this morning! Wonderful to be joined by Moree Plains Shire Council Mayor Katrina Humphries to share the great news. The funds include: $515,468 for Moree Plains Shire Council for a Smart Region Business Incubator and Co-working space to help new businesses and to upscale existing businesses to entice investment. $382,197 for Wee Waa Community Arts and Cultural Centre to convert an existing building into an arts and cultural gallery space supported by a part-time project manager for three years. $450,000 for Narrabri Chamber of Commerce for the Yarrie Lake Water Security Project to access groundwater to ensure safe and usable water levels at Yarrie Lake to underpin recreational tourism and create jobs. $450,000 for Walgett Shire Council to construct a youth centre inside the PCYC to provide programs and amenities for young people. These grants have been awarded under the Murray-Darling Basin Economic Development Program.

07.01.2022 WaterNSW issued a recent operations update in the Gwydir Valley following the recent short and sharp flow in the Gwydir River from the Horton. They explain: When high flows like these occur, the gates at the river structures such as Tareelaroi Weir and Boolooroo Weir are lifted clear of the water to ensure the wellbeing of the structures. This means that the majority of the water then naturally flows towards the Gingham / Lower Gwydir including natural flow breakouts from t...he river. Via https://www.waternsw.com.au//163881/Gwydir-Valley-Flows.pdf. The peak was lower than predicted at Pallamallawa, Yarraman and Moree. This has now passed the major regulators and the tail of the flow is being managed and water distributed between the effluent systems. Supplementary announcements which share these flows 50:50 between the environment and water users, have been made and can be viewed via WaterNSW. We estimate around 20,000 megalitres to be preserved for river connectivity and flows to the Gwydir wetlands because of these rules, the share higher because of the short, sharp duration of the flow. Around 14,000 megalitres has been approved for water users and this includes the CEWH. Below is Tyreel Weir on Saturday, this is the final structure before the Gwydir River becomes unregulated and water flows past the last water users and continues down towards the watercourse and wetlands. WaterNSW plan to provide another update early next week.

06.01.2022 Today our EO, Zara talked with ABC Rural regarding the announcement outline Measurement Policy for when the NSW Government issues Floodplain Harvesting Licences. This announcement provides one of the missing pieces we’ve been calling for in regards to implementing a FPH licencing program. It’s part of a package of reforms by NSW to better regulate and manage overland flows including issuing volumetric licences and implementing valley wide planning rules. This policy is an ...important step in bringing all these components together. It’s ambitious but we are committed. To clarify comments by the presenter and the Australian Floodplain Association, all storages that collect FPH licenced water will be metered. There is staging to assist with supply, focusing firstly on 1000ML storages by July 2021 and then the remaining storages, the following year. This is explained on page 2 and 3. Claims about this policy allowing illegal structures to continue is also miss-informed. The approval status of structures is separate issue to how licences are metered, and is being addressed by WaterNSW and NRAR as part of this package of reforms. Auditing of structures on irrigation’s farms in our valley is complete, action taken when required and only eligible works are used to determine licences. Auditing of rural structures outside of irrigation farms is planned. There are clear rules for all farmers to adhere to in our valley wide Floodplain Management Plan. 04.01.2022 A positive move by NRAR to visit the region and talk first hand about the upcoming metering deadline for 1 December 2020. We hope the Department and Minister follows your lead. There’s a clear communication gap with these new rules and future FPH rules, impacting many. We support NRAR taking up this gap and providing improved communication to water users. 03.01.2022 In submissions to the inquiry Gwydir Valley Irrigators Association (GVIA) and Namoi Water both said the call for an online water register was unnecessary as one already existed (entitlements can be searched if the Water Access Licence number is known). Yes, we already have two registers for water - one free that provides licence conditions and water use information for a region and water trades and one you need to pay for, which includes who owns and who has mortgages on w...ater. You need a Water Access Licence (WAL) number to search them or need to now the region, just like you need a Lot and Deposited Plan (DP) for land. It’s consistent. It provides the same level of information for both property and land, as with water. Let’s focus on some real issues for our industries and communities and not scare campaigns about who owns water. 02.01.2022 Draft licence rules for the Border Rivers are open for comment the Gwydir is due next. These rules have been a long time coming but the delays have meant that there has been new technology and new information available to ensure the most robust outcome. It’s a significant step forward in a monumental reform program that everyone agrees must meet its July 2021 deadline.

A 50GL reduction in long-term take during floods ensures everyone gets their share. The rules which we are still reviewing makes this form of water accountable to limits, measurable and transparent. Trade will allow water users to elect to use the market to offset the reduction. It’s impact downstream has been overstated and is proven wrong in the results by the m...ost advanced analysis in the MDB.
