22.01.2022 Mining investment: too much optimism 5 September 2012 ... Mineral prices are falling. But the Australian government is confident that mining investment will remain strong. As the Prime Minister, Julia Gillard, told Federal parliament on 23 August, there is a huge investment phase which still has some way to run. But this assumes that projects will go ahead, regardless of future prices. This assumption is wrong. For example, Fortescue Metals Group was committed to an expansion of iron-ore production inWestern Australiafrom 55 million tonnes at present to 155 million tonnes by 2014. When construction at Solomon (its main expansion project) commenced in 2011, the iron-ore price was over US$170 per tonne. It is now US$90 per tonne. The company announced this week that it will delay part of its expansion at Solomon and Port Hedland until iron-ore prices return to more sustainable levels. At the beginning of 2012, BHP Billiton planned significant increases in coal production inQueensland. But in August 2012, it halted its previously-committed expansion of Peak Downs inQueensland. And in the same month, the companys chief executive officer, Marius Kloppers, told European investors that new investments in Australias coal sector would not be profitable. Australian coal exports also face a new threat: increasing exports toChinafrom theUS, where domestic coal is being displaced by natural gas following the sharp drop in natural-gas prices in the past couple of years. The turn around in mineral prices since the beginning of the year has hit iron-ore prices (down 35%) and coal prices (down 25%) particularly hard. Most other prices have not been hit as hard: for example, copper and zinc have dropped by less than 10%, gold has increased marginally and crude oil has dropped by 4%. At the end of August, the Australian Bureau of Statistics projected that led by iron-ore, coal and natural gas new private investment in resources projects inAustraliawill increase by 45% this financial year, to $119 billion. The bureaus next projection will be released in late November. It is almost certain to be revised downwards. The extent of the revision will depend to an important extent on price movements yet to be seen. (Australias high costs, as well as the new mining and carbon taxes, will also play a part.) Mining and mining-service companies are likely to adjust their focus in view of these new circumstances. Some will put more effort into existing operations and less into projects. If iron-ore and coal prices do not bounce back, they will pay less attention to these sectors and more to other resources sectors. And some will step-up their efforts overseas.
