Age Pensioners ...currently assessed under the assets test can greatly benefit from the installation of rooftop solar panels. Financially, the benefits can be close to a 19% per annum return on investment, in addition to the obvious environmental benefits. With the increase in the Centrelink Assets test taper rate from 1 January 2017 from $1.50 per fortnight of pension to $3 per fortnight of pension for every $1,000 of assets above the asset free threshold, strategies to reduce assessable assets have become even more beneficial. The key to an effective asset reduction strategy is to get some benefit from what you do with the funds employed, as well as benefit from increased Centrelink entitlements. Installing solar panels is an excellent case in point. For example; For a pensioner couple who are currently assets tested for the Centrelink age pension, spending $5,000 on solar panels will increase their Centrelink entitlement by $390 per annum. This is equivalent to a 7.8% p.a. benefit (i.e. $390 pension increase / $5,000 spent = 7.8%), assuming the panels hold their value. In addition, the solar panels will produce electricity, lowering the cost of running the household. Desmond Reitsema of In Series Electrical suggests a typical $5,000 install in Tasmania is likely to reduce overall power costs by around $600 per annum. Therefore, the total benefit to the pensioner is in the order of (19.8% per annum) ($390 increase in pension plus $600 saved on electricity). Importantly, Centrelink does not assess the reduction in electricity costs as income, as long as a cash refund is not received. Not all solar panels are the same and different households will have different needs. It is worth contacting an expert like Des to discuss options.
