25.01.2022 When it comes to the spending of public funds it is often simplistic to label candidates or councillors either a 'sport' or an 'arts/culture' supporter... it is possible to love both! Here I am performing with my eldest son Jonah in the amateur production of To Kill a Mockingbird. I've also performed at Malvern Theatre Company and attended several productions in Whitehorse and elsewhere. 23.01.2022 Tally Ho Business Park (Terrara and Mahoneys wards) Interesting discussions and voting at last week's Whitehorse City Council meeting. Essentially, across two agenda items a new 6 story development was approved in a zone that was then just changed. All of this in a Business Park that is desperately awaiting a greater vision. There was some rationale to this decision making but from the outside it does look rather curious.... The detail is as thus. - The approval if a six-story business development on vacant land behind an existing building (Hewlett Packard building). This development (derided by one councillor for its lack of design appeal) includes the removal of 80 trees (only a couple considered of high value) but will provide decent job creation and is the first significant form of investment in the area for some time. The decision to approve (passed but with some dissent) was granted on the grounds it would encourage further investment into the business park desperately in need of some renewal. Then having just passed some new development, just two agenda items later Council discussed the zoning and future vision for the business park. It was decided - to change the existing zoning from Commercial 1 to Commercial 3 (essentially aiming to retain the area as a technology park with less chance of larger residential developments infiltrating the Tally Ho Business Park). Additionally it was decided to concurrently commence a process of reviewing the DDO9, which is essentially the rules that provide the vision for the area. If your confused then I'm not surprised. Basically a development was approved in a zone that was then just changed in an area that is still awaiting a greater vision. 20.01.2022 LAST DAYS TO VOTE Voter turnout for Terrara is higher than expected. The latest data from the Whitehorse Election Office suggests that Terrara ward may well eclipse the expected voter turnout (76.61%) by some margin.... With still three days to post ballots the WEO has already received back 68.4% of Terrara ward ballots (the average across Whitehorse is 63.1%). A big congratulations to my fellow candidates Raylene, Jeff and Amit for eliciting such a response and of course to the Terrara constituency for being so organised in your voting and returns. I think the redistribution of electoral boundaries and the retirement of former Mayor Cr Bill Bennett has certainly played its part in enlivening this Terrara ward contest... but it's not over yet. If you've not yet voted then please do so by 6pm this friday (23 October 2020). Once again I encourage you to Vote [1] Gunn and remember to number all the remaining boxes.
19.01.2022 9252 / 10107 = 91.54% An astounding 9252 people cast their ballots in the Terrara ward, which at 91.54% makes us the most engaged ward in the municipality. Across Whitehorse's now 11 wards there were a total of 112,640 voters at a rate of 89.3% which far exceeded the 76.61% originally anticipated by the VEC.... A reminder, Terrara ward's remaining first preference ballots will be opened and sorted tomorrow morning. Ahead or behind I intend to update you all as early as possible. 19.01.2022 All 11 wards are now run and done... As we know Bill Bennett retired but former Mayor Sharon Ellis lost her position to newcomer Amanada McNeill in Kingsley, in the only contest where an incumbent was defeated. In Mahoneys and Eley, where there were no incumbents contesting, these postitions were gained by Mark Lane (a returning Councillor, defeated in 2016) and Trudy Skillbeck (new).... Your councillors for 2020-2024: Cootamundra - Andrew Munroe Eley - Trudy Skillbeck Elgar - Blair Barker Lake - Denise Massoud Kingsley - Amanda McNeill Mahoneys - Mark Lane Simpson - Prue Cutts Sparks - Tina Liu Terrara - Raylene Carr Walker - Ben Stennett Wattle - Andrew Davenport To each of you, go well! As for myself. It seems there is a strong groundswell encouraging me to run again. There is certainly no shortage of projects to get underway or ideas to pursue. I'll keep a watching brief on this new Council and welcome your thoughts and ideas on how to improve Terrara ward and indeed the Whitehorse municipality more broadly. 17.01.2022 At last count from the VEC almost 46% of the anticipated ~10,100 Terrara ballots had been received at the Whitehorse Election Office. That means there's still quite a few ballots outstanding. Please urge your friends and family members to get their ballots posted by this Friday. Oh, and while you're at it be sure to encourage them to #Vote1Gunn (and number all remaining boxes).
17.01.2022 Terrara Vote Count - Update 1. The first tranche of ballots were counted today and it remains a very tight contest. The second group of votes (those received in the period after the 'election day' up until today's final time to accept ballots) will be counted on Wednesday. As it stands (unofficial and maybe not 100% entirely accurate figures):... 7663 votes counted. 3286 - Carr, Raylene 2945 - Gunn, Jarrod 934 - Khan, Jeff 327 - Jaiswal, Amit. 171 - Informal Without drawing too many conclusions, it appears that no candidate has claimed (or on the evidence will be able to claim) a victory on first preference, so we're in this for the long haul! Thank you once more to the family, friends and indeed strangers who placed their trust in me. 38.5% of the first preference count (to date) is an enormous endorsement regardless of the final result. Sincerely, Jarrod Ps - my scrutineer advised me that one of the informal ballots indicated that they couldn't vote for me because of the state of my front lawn, specifically - "If he can't maintain his front yard he can't run the city." Given there were 16 of my signs up across the community all of these front lawns, including my own, are on notice! Lol.
17.01.2022 An overview of Council's Annual Report - presented and accepted by Council last Monday. In general You would have to say Council have performed very well in these trying circumstances, more often than not out-performing most other metropolitan municipalities of similar size.... Attached are a few images of the successes that really ought to be shared. Well done to the councillors, executive, staff and volunteers. A personal observation: It is clear from the pie graphs that Council expenditure on capital works is heavily skewed to renewing existing infrastructure (ie the case of Terrara Pavilion is being built in the place of the 4 existing changerooms). I think this should be given a little more critical dissection. Is it possible to create infrastructure that builds heritage rather than the continual use until obsolescence? Discuss. Finally, I have also included the information provided on Councillor allowances and expenses. This is not intended to name or shame anyone but merely in the interest of transparency and disclosure. Note that former Councillors Ellis and Bennett were bother Mayor during the past reporting period hence the higher allowance and expenses.
16.01.2022 Final day to post your ballots. Local government elections effectively conclude this evening at 6pm with the final posting of ballots. Forty-seven candidates across 11 entirely new Whitehorse wards will be determined over the coming days as ballot extraction and counting will commence from next Monday.... The response has been greater than the VEC expected with Terrara having exceeded the anticipated 76.61% return (7940/10107 = 78.55%) with still a week remaining for ballots to arrive. Friends and family in neighbouring wards can see how the return data is shaping up in their district below. Every vote counts so be sure to get your ballot posted by 6pm this evening.

14.01.2022 Whitehorse City Council Meeting - 15 March 2021 I think the most interesting debate from last week centred on a motion proposed by Cr Stennett regarding the Alwyn St (Mitcham) residents desire for replanting/replacement of Pin Oak trees like for like if they need to be removed due to disease or overhead electrical safety. The core argument proposed was that of maintaining a neighbourhood character during the post war street planting throughout parts of our municipality. I can... genuinely see the arguments on both sides. I felt Crs Skillbeck and Davenport articulated the matter succinctly in their replies. The motion was ultimately defeated and like for like replanting will not occur. This has been an operational matter implemented by Council staff after taking advice regarding the biodiversity and long term tree canopy objectives of Council. I live very near Terrara Park where the large pine trees were recently removed and replaced by native species, so I understand the connection a community has to it's tree scape. I guess the lesson here is to be sure to appreciate your local tree scape whilst you have it... because change is the one true constant in life.

12.01.2022 Whitehorse City Council Meeting Highlights from Monday 22 February 2021. The most widely discussed topic from Council's most recent meeting was resolving to adopt the Environmentally Sustainable Design Policy. Among a number outcomes this policy aims to elevate expections on Council for the highest possible rating on all future Council development. There was some discussion regarding the cost/benefit of such a policy but the intent of the majority of Councillors to provide le...adership in this space carried the day. (Passed 9 for, 2 against) Council also - Adopted the Community Engagement Policy. (Passed 9 for, 2 against) - Presented the Quarterley Performance for the final quarter of 2020. - Voted to maintain the ward names as determined hastily prior to the 2020 election. Terrara ward remains the name for this ward comprising Vermont South and Burwood East. (Passed 9 for, 2 against) - Adopted the Councillor Code of Conduct, and - Discussed the revised plans to acknowledge to 50th Anniversary of the Matsudo Sister City relationship. (Passed 10 for, 1 against).
06.01.2022 Terrara ward - Update 2. All first preference votes have now been counted. As it stands:... Carr, Raylene - 3806 Gunn, Jarrod - 3421 Khan, Jeff - 1099 Jaiswal, Amit - 399 Of the 8725 votes counted that means that no candidate has amassed the majority (4363) required to claim victory. Counting of second and third preference votes will take place at the election office this coming Monday, 9 November 2020. I should state that whilst first preference votes against the incumbent (Carr) generally do favour other challengers the fact that Jeff Khan's how to vote card recommended people place Raylene Carr 2nd suggests winning from here might be tough. 04.01.2022 Congratulations Mayor and Deputy Mayor. Cr Andrew Munroe has been elected Whitehorse City Council Mayor for the 2020-2021 mayoral year, this being his third time in the role. The Cootamundra ward resident inherited the robes at a Statuatory Council Meeting on Wednesday 18 November 2020. For the first time the Council have also created the office of Deputy Mayor. It's inaugural office bearer will be none other than Terrara ward's very own Raylene Carr.... Congratulations once more to you both. This is a new Council, albeit with many familiar faces. I give this new Council my best wishes and hope that with Cr Carr as Deputy Mayor that Terrara doesn't remain an after thought amongst the big projects that are sure to require Council attention over the coming term. With a stacked meeting schedule prior to Christmas it won't be long until we find out. #ILoveTerrara
04.01.2022 Election Day with a twist - the voting has already closed! This has been an incredible few weeks. I have been overwhelmed with the strong support from several corners of the ward and beyond. An initial round of votes will be extracted next friday but the official result won't be declared until 13 November. Now we play the waiting game...... I desperately need to thank all of those that helped me in this campaign with advice, front lawn space, page likes or shares, letter box drops, translation, promotion or just kind words. To the 219 page likes and 249 followers I hope I have offered interesting and engaging content is these difficult campaigning circumstances. Thanks also must go to those people that took the time to email, call or message me with their questions. The most sincerest thanks needs to go to Simone and my family for their unrelenting support and encouragement. Election win or not I feel truly lucky. Until next time... 03.01.2022 Terrara Park Pavilion Redevelopment - Stage 1 Terrara Park tenant clubs Whitehorse United Soccer Club, Vermont Junior Cricket Club, Vermont South Cricket Club and Blackburn North United Cricket Club can finally rejoice in the initial steps being taken to redevelop the ageing Terrara Park facilities. Stage one includes securing the site, decanting the tenant club's equipment and providing temporary storage and facilities to the tenant clubs and casual users. Portable toilets ...will be located in the carpark along the fenceline. 02.01.2022 Congratulations to Enrico Marrone for his reappointment to the Whitehorse Sport and Recreation Network and congratulations to all of the other appointees. Enrico is a tireless advocate and President for Whitehorse United Soccer Club and was inspirational in the Club securing the recent facility redevelopment at Terrara Park. Once complete I will be petitioning Council to enshrine his legacy by naming the stand of that new facilty "The Enrico Marrone Stand" - a fitting tribute... to countless voluntary hours in service to sport in Whitehorse. No doubt Enrico will be too modest to seek or accept such an honour but if we all sign the petition (forthcoming) making it so he will have no say in the matter!
