The Power providers e.g Alinta, Origin, Green energy etc, now have targets of helping save power. They all have to put money in to meet their Targets. So its called the RETAIL ENERGY EFFICENCY SCHEME. Called in short the Rees Scheme. So answering the question who's paying - its the Retailers of Power that are paying for this service. And the service is free t...o every S.A household once. Whether you are renting or not, whether you are a concession card holder or a worker. Everyone has the right to have their household done once. Changing an old Light globe of 65- 70 watt down to the energy saving / new technology of LED 7 or 9 watt, saves ( 50-60 watts each time) Saving on each light.
