13.01.2022 YARC promotes those candidates in the forthcoming Moira Shire Council elections who are prepared to progress the objective of full-year access by Yarrawonga res...idents to a pool for recreation, exercise and therapeutic uses. The 17 candidates were asked to provide their views on the following: 1. Do you favour tangible Council and Shire support for an indoor heated pool and associated facilities in the town. 2. If you do support our objective and are elected, how would you progress the issue through Council. 3. Over what time frame would you argue for the centre to be constructed. None of the candidates expressed opposition to a heated pool for Yarrawonga, but some were lukewarm in their support and others gave support that was highly conditional. Few answered our questions in full. The expression of in principle support subject to the financial aspects was a common response. This is understandable but in some cases this may have been a means of effectively saying No to our objective. The candidates’ views are as follows (candidates based in or around Yarrawonga are marked with an *): Julie Brooks* supports a heated pool in Yarrawonga. As for the time frame in which the centre could be constructed, not in the immediate future is her most optimistic response. Wendy Buck* suggests that YARC partner with the hospital, aged care facilities, health and fitness organisations to form a partnership alliance. There is an opportunity to run the pool facility as a community-based group. It shouldn’t necessarily fall to Councils to provide and run facilities. (Her full comments are below.) Geoff Campbell* says that Yarrawonga needs a heated pool and he would work with YARC to achieve this. Sport is important to the community, and having a pool will help the youth and allow the ageing to exercise. Fred Douglas* is, in principle, a strong supporter of the community’s desire for a heated indoor pool. Peter Elliott* would like to see a heated swimming pool for Yarrawonga. There is a need first to consider the financial aspects of it. Judy Heather* very much supports an indoor heated pool being built in Yarrawonga. The facility would have far reaching benefits to people of all ages and abilities, from across the Shire and the health benefits are huge. (Her full comments are below.) Peter Lawless* favours a detailed investigation into how a pool for Yarrawonga could be progressed. Yarrawonga’s population is growing and will soon be at a level that could support this project. Investigation and planning need to start now. Wayne LImbrick is, in principle, in favour of a heated pool in Yarrawonga, but it has to be affordable to build and, more importantly, affordable to maintain on an ongoing basis. He would have a look at the figures and consider the proposal on its merits, if elected. Marie Martin is Not against a heated pool for Yarrawonga, but a big consideration is the building and maintenance cost. She would favour Council investigation of the proposal. Peter Mansfield* made sure that provision was made for an indoor heated pool and a hydrotherapy pool to be included in the plans for the Multi Sports Stadium. It is important to have this project shovel ready to allow governments, State and Federal, to help fund it. (His full comments are below.) Don McPhee* supports the concept of a heated pool for Yarrawonga but considers that the town’s population is not yet at a level that would warrant funding it. Scott Olson favours tangible Council support for an indoor heated pool that includes not only Yarrawonga but also its surrounding communities on both sides of the border. Council has both the means and the ability to secure favourable long-term loans to build this facility. (His full comments are below.) Responses were not received from Libro Mustica, Andrew Goldman*, Ed Cox, John Beitzel or Kevin Bourke. Your YARC Committee suggests that you give careful consideration to the candidates’ views when taking your decision on voting. Needless to say, the candidates based in or around Yarrawonga are more likely to support a heated pool for the town. There is a large number of candidates from Yarrawonga and District and a risk that this will fragment voting support for them. So it’s important that when voting you give your second and following preferences to Yarrawonga candidates. In the meantime, do stay safe. Our thoughts go out to all those doing it tough in the current environment. Your YARC Committee October 2020 Full comments Wendy Buck has had meetings and discussed options with YARC to progress the pool. She has previously suggested YARC partner with the hospital, aged care facilities, health and fitness organisations to form a partnership alliance which would give much more weight to the pool progression and increase funding options and opportunities through State and Federal Governments. There is also an opportunity through YARC to run the pool facility as a community-based group using their business case and use the profits for community-based projects. It shouldn’t necessarily fall to Councils to provide and run facilities. In the past these were built and run by the community and had community ownership or private investors could take up this opportunity, which she thinks would be a great opportunity also. She believes the community can do this with partnerships and Council support and they would get a much greater outcome and ownership of the project. Judy Heather very much supports an indoor heated pool being built in Yarrawonga. The facility would have far reaching benefits to people of all ages and abilities, from across the Shire. It's not only the pleasure of swimming all year round, or for training purposes, but the health benefits are huge. If elected, Ms Heather would bring the issue to the forefront of the Shire budget discussions but prior to that briefings and grant investigations and then applications. Even though it is a much-discussed issue, community consultation would be a huge part of moving ahead. The approval and construction phase would depend on the ability of the councillors to convince other councillors to prioritise this project. This is where voting by ratepayers and residents is so important, not just for the East side candidates but to have supportive councillors from across the Shire. A Shire can only operate if robust discussions take place on each and every agenda item and the community can see how and why decisions are made. Not pact voting for the sake of it. As Council’s representative on the Steering Committee of the Multi Sports Stadium, Peter Mansfield made sure that provision was made for an indoor heated pool and a hydrotherapy pool to be included in the plans, which are now in the hands of the architects. It is important to have this project shovel ready to allow governments, State and Federal, to help fund it. This is more likely now that infrastructure spending will increase due to Covid 19. By the end of the next term, construction should begin. Scott Olson favours tangible Council support for an indoor heated pool that includes not only Yarrawonga but also its surrounding communities on both sides of the border. This would then be similar to that seen in the Cobram and surrounding communities in their use of Barooga’s indoor heated pool facilities. There are 2 types of debt; good debt and bad debt. Good debt is like the mortgages most people have on their homes. Bad debt is generally referred to as the monies owed from spending beyond one’s means. It is his belief that the construction of such a facility in Yarrawonga falls into the category of good debt. Council has both the means and the ability to secure favourable long-term loans on behalf of Yarrawonga and the surrounding community to build this facility. It has been simply the lack of will of past Moira Councils that has prevented this facility from going ahead up to now. He believes that if the right nine candidates are elected in this year’s Council election (him being one of those nine), then a realistic timeframe for such a centre to be constructed is well within a 3 to 5 year timeframe.



05.01.2022 INDOOR POOL for Yarrawonga! While by no means am I able to make promises, if elected I am only one vote. I can guarantee I will always vote in favour of a ...indoor pool for Yarrawonga-Mulwala residents. The Yarrawonga Aquatic and Recreation Club Inc have well and truly been able to prove the absolute need and support for an indoor pool for recreational, exercise and therapeutic uses for our community. If the Moira Shire can find $50,000 a year to ensure the Barooga Sports Center can stay open, surely they can fulfill this much needed asset for our towns! Remember - You're vote matters!
