25.01.2022 Work on stage one of the new Gum Bend Lake walkway is currently underway. The walkway is being jointly funded by Lachlan Shire Council and the NSW government through the Stronger Country Communities (Round 3) Grant Program. Stage one of the walkway is a concrete path which will be 500m long and 2.5m wide, linking the carpark at the boat ramp to the lake point. This stage is expected to be completed in time for the opening of the lake at the beginning of December (weather permitting). The walkway will be a great asset for the community and visitors, encouraging physical activity in a beautiful natural setting. The walkway will also link to the newly installed exercise equipment.



24.01.2022 With the weather now heating up, Lachlan Shire Council would like to remind owners of swimming pools that they must ensure the child safety barrier around the pool is still compliant and effective. The consequences of a small child being able to enter your pool enclosure through a gap in a fence are often tragic and can be prevented by simply taking a few easy measures. More than half of all children under five years old who drowned in Australia in the last few years died in ...backyard pools, often because the fence gate wasn't properly secured or toddlers were able to find a way through gaps that emerge as a result of wear- and- tear that home owners either hadn't noticed or had put off repairing. Ownership of a swimming pool provides many hours of pleasure and is a great leisure time activity, but in turn carries a large burden of responsibility to maintain it in a manner fit for persons to use, Council’s Environment and Development Officer, Mr Andrew Hubbard said. It is essential that children are watched at all times by a responsible adult, as many drowning incidents occur in the brief moments when parents are distracted. Never leave children alone in the pool area, Mr Hubbard said. A special downloadable pool safety checklist has been produced by Royal Life Saving. The checklist urges people to check swimming pool gates, swimming pool fences as well as looking at issues like chemicals around pools, supervision issues, emergency preparation and other matters. The checklist can be downloaded from: http://www.royallifesaving.com.au Parents are also encouraged to introduce their children to water safety at an early age and to attend swimming classes. 23.01.2022 With Lachlan Shire Council’s Ranger having to investigate several alleged dog attacks over recent months, as well as having to impound numerous dogs that have been found roaming the streets, the need to remind dog owners of their responsibilities has arisen. Owning a dog, no matter how big or small comes with great responsibilities particularly in regard to the safety of your family and the community, said Council’s Environmental and Waste Coordinator Mr Rowan Bentick. As ...a dog owner, it is your responsibility to ensure your dog is healthy, safe, well cared for, has adequate bedding, cannot escape from your premises/yard, well behaved, manageable and does not create a nuisance to your neighbours or the general community. It is essential that dog owners are fully aware of their responsibilities and obligations under the Companion Animals legislation, particularly when the dog is within a public place: If your dog is in a public place it must be under the effective control of a competent person by means of an adequate chain, cord or leash. The exceptions to this are, dogs exhibited at a show or engaging in obedience or agility trials or a dog secured in a cage or vehicle, or in an approved off-leash area; If your dog is being exercised in an approved off-leash area it must always be under effective control of a competent person; You are not permitted to walk more than four dogs at any one time in an on-leash area or an off-leash area; If your dog defecates in a public place it is an offence not to remove the faeces; Dogs are prohibited in children’s play areas, food preparation and consumption areas, recreation areas, public bathing areas, school grounds, child care centres, shopping areas and wildlife protection areas. In addition to these general responsibilities there are greater responsibilities and controls should you own a restricted breed or own a dog that has been declared dangerous. 20.01.2022 Lachlan Shire Council advises that the Tottenham and Albert water supply has been affected by the current power outage and asks residents and businesses to be mindful of their water usage. Power has been out since 4pm Tuesday 1 December 2020 and is affecting the B-Section pipeline operations. Essential Energy has advised Council that their crews have been deployed, however there is no estimated time for when power will resume. Currently Albert Reservoir is at 36% capacity and Tottenham Reservoir is at 85% capacity.



19.01.2022 Lachlan, Parkes, and Forbes Shire councils will be getting behind National Road Safety Week 2020 with a range of activities. The Week runs this week (from 15 to 22 November) and honours the memory of the 1,200 lives lost and more than 44,000 seriously injured on Australia’s roads each year. During the week, road users are being asked to think about how they can actively protect all those who are vulnerable on the road ahead and to sign an online pledge to not drive distracte...d, not speed and to never drive under the influence of drugs or alcohol. Lachlan, Parkes, and Forbes Shire councils' Road Safety and Injury Prevention Officer Melanie Suitor says the three councils have been supporting the initiative since 2017. During National Road Safety Week, yellow ribbons will be displayed all across the country to remember those we have lost on the roads and to remind us to drive safely. The trauma caused by road crashes echoes through our community and is felt by so many others family and friends, work colleagues, community groups, emergency service workers and local communities, Ms Suitor said. Lachlan Shire Council staff will wear yellow ribbons on their lapels. Council email signatures will display the National Road Safety Week artwork for the week. 17.01.2022 The 2021 Highways and Byways Small Grants Program is now open for applications with funding up to $3,000 available to local community organisations (it is not open to individuals). Highways and Byways provide small grants to community-led organisations for projects that address disadvantage and exclusion within towns and communities, especially in rural and regional Australia. Their 2021 program theme is Healing the Land Healing Ourselves Together. They are offering s...upport for projects which heal the land in holistic ways and build community through practical projects, skills acquisition and knowledge transfer. 14.01.2022 The Mayors of the Central NSW Joint Organisation have thrown their support behind a push for improved transport connections between the Central West and Western Sydney, and are asking the public to sign an online petition. The mayors say they welcome the influx of travellers to our region as a result of COVID-19 border restrictions, school holidays and long weekends over the past few months. ‘’With borders closed and our strong tourism offering in this region, every mayor in... the region is reporting a significant increase in visitation, said Lachlan Shire Mayor John Medcalf OAM. A vast majority of visitors to the region travel by car and travel home on a Sunday, often after lunch. This causes a gridlock between Hartley and Katoomba and often a similar experience on the Bells Line. The mayors of the region are concerned for the reputation of the region where our visitors are crawling up the western escarpment of the Blue Mountains through Mount Victoria and Blackheath. We see this as a disincentive to return visitation and are looking at ways we can help. Transport for NSW have introduced traffic calming measures to try and manage this problem, however the solution is a safer, swifter transport connection between Sydney and Central NSW. It is vital for freight, for our economy, for access to health and education. This is why we are encouraging support for the Western Link petition. The petition is calling for a safe swift link at 100kph across the mountains. 13.01.2022 Lachlan Shire Council advises that community feedback for the Shire’s new branding vision will come to an end on Friday December 11, 2020. Council is currently gathering community feedback in order to develop a new Shire logo and identity re-brand. The rebranding aims to make it much easier for our community to understand what we as a Council do. A big part of that is being consistent, being clear about what we do for our community and making sure that you can always recogni...se us when you see, hear or talk to us. 09.01.2022 From November 23, 2020, some areas of Bill Hurley Park in Condobolin will be temporarily closed for around a week (weather dependent). This is due to the construction of a new irrigation system. Residents are advised to take care when using the park during the upgrade works. 07.01.2022 Lachlan Shire Council is pleased to announce that the Condobolin and Lake Cargelligo libraries will be extending their opening hours from Monday 16 November, 2020. The revised opening hours for Condobolin Library will be: Monday to Friday 9.00am until 4.00pm; and Saturday mornings from 9.00am until 12noon. The revised opening hours for Lake Cargelligo Library will be:... 9.00am until 4.00pm on Monday, Wednesday & Friday. Following on from this, the libraries will be going back to normal opening hours from January 4, 2021 (provided there are no COVID-19 restrictions which would prevent this at that time). From the beginning of February 2021, Condobolin Library will be recommencing Story Time with a take home craft activity and Baby Rhyme Time. They want to better understand what is happening locally, so they can apply for grant funding to better support the town centres within the Central West and this information will help address any issues raised by businesses. Local businesses are encouraged to take part in an online survey ...to offer their insights. In recent years the retail sector has been disrupted right across the world. There has been substantial growth in online shopping, larger retailers reducing their footprint and COVID-19 has forced increased rates of business transformation. Town centres in regional communities serve a number of purposes and like the transformation within the retail sector, CBDs need to move with the times to ensure they stay vibrant and a large part of our community’s everyday life. 06.01.2022 Lachlan Shire Council is pleased to announce that Gum Bend Lake will be open to recreational boating and other approved aquatic activities as at 4pm, tomorrow (December 1, 2020). Whilst the public will be understandably excited to commence aquatic activities, Council urges community members to be mindful of safety. Boat owners and skiers should exercise caution when using the lake as dredging and earthworks completed while the lake was dry have changed the bank slope and dept...h for parts of the lake. Boat owners are urged to check that their boats are registered and have the appropriate insurances. Boating activities are regulated by Transport for NSW and boat operators are required to be licenced appropriately. Construction of stage 1 of the new Gum Bend Lake Walkway is ongoing and the public are advised not to enter the fenced construction area as it is not safe to do so. 05.01.2022 Lachlan Shire Council has been announced as the 2020 Local Government Engineers Association (LGEA) Employer of Choice. Council General Manager Greg Tory was pleased to accept the award on behalf of Council when it was announced at the Association’s AGM last Friday (27 November 2020). For Lachlan Shire Council, being a small regional Council, to win such as prestigious award is a wonderful achievement and a credit to the Council and all my dedicated staff, Mr Tory said. He a...dded that the award is in its sixth year and previous awardees have been much bigger councils such as Holroyd City Council, Ryde City Council, Riverina Water, Wollongong City Council and Port Stephens Council. The award highlights good employment practices within NSW local government particularly those that help build engineering capacity by attracting and retaining engineers and other technical professionals. It is also designed to identify and reward organisations which have developed good relationships with the LGEA at the workplace level by valuing and respecting its members and providing support to their local workplace representatives. Nominations were assessed against six key criteria: 1. The terms and conditions of employment provided to LGEA members. 2. The career structure for engineers and technical professionals. 3. The professional development of engineers and technical professionals. 4. Consultation and engagement with employees and their unions. 5. A diverse and safe workplace. 6. How Council has navigated emergency management in 2020 a year of bushfires, floods and a global pandemic. The LGEA highlighted the following points which led to Lachlan Shire Council receiving the Award: Provision of Workplace Flexibility including vari leave or the choice of a 9 day fortnight; Career development opportunities through the Employee Education Assistance Policy; Benefits included in Council’s Enterprise Agreement; The proposed new Salary Structure; Sister City relationship with Penrith City with the opportunity to undertake staff exchanges which provides professional development opportunities; and Level of consultation with the LGEA and their members during negotiations. 05.01.2022 Lachlan Shire Council held a special Christmas lunch at the Lake Cargelligo Bowling Club last week to thank the volunteers who run the local Visitor Information Centre. Around 20 volunteers were present at the lunch which was also attended by Mayor John Medcalf OAM, Deputy Mayor Paul Phillips and Council General Manager Greg Tory. Everyone present enjoyed the lunch and the chance to get together for a social occasion. The Mayor gave a short speech to express Council’s gratit...ude to those who donate their time to promote local tourism. Then he and the Deputy Mayor presented certificates to four volunteers who were retiring from their volunteering duties. Certificates of appreciation were presented to Ann Prichard, Joe and Joanne Cairns and Gwen Brown. Council’s Tourism and Economic Development Officer, who has been working with and helping the volunteers throughout the year, said she was proud to be associated with such a great group of dedicated locals. Without our hardworking volunteers, we would have no Visitor Information Centre, she said. These men and women are a credit to their local community and to Lachlan Shire as a whole. 04.01.2022 Lachlan Shire Council’s draft Shipping Container Policy is on public exhibition from November 18, 2020 until January 13, 2021. The draft policy will guide Council on the placement, use and visual appearance of shipping containers on private property. This will enable Council to regulate the placement of containers and increase community pride in towns, villages and rural areas of the Shire. The use of shipping containers has been a good option for households and builders with...in the Lachlan Shire over recent years. Shipping containers are often a cheaper and easier way of providing on-site storage and can be used on a temporary basis. The NSW Land and Environment Court has confirmed that a shipping container is a building which requires a development approval and, in some cases, a construction certificate. A container may, under some circumstances, also be classified as a temporary structure. There is currently a lack of public awareness around approval requirements for shipping containers and, with more of them being installed around the Shire, it is difficult for Council officers to provide advice and approval requirements. The Policy will allow Council to deal more effectively with the increasing number of enquiries about the use of shipping containers. See more

04.01.2022 The Natural Resources Access Regulator (NRAR) will visit properties in Lachlan River, Condobolin, Lake Cargelligo and Hillston in the Central West of NSW in December 2020 to observe water management practices. NRAR’s Director Water Regulation West, Gregory Abood encourages landholders in the areas to check their compliance with water laws before the regulator visits their properties. Landholders in Lachlan River, Condobolin, Lake Cargelligo and Hillston can expect a visit fr...om NRAR’s routine monitoring team in the coming weeks. Now is a good time for them to consider if their water management practices are compliant, said Mr Abood. We know most water users across the Central West want to do the right thing and this program is an opportunity for us to meet with landholders, observe their practices and provide educational resources. These visits are part of the water regulator’s routine monitoring program which commenced in October 2020. The water regulator hopes to gather data on compliance to determine a base-line level of compliance. Now that NRAR has expanded its on-the-ground presence in regional NSW we will be able to visit three times as many properties in the next 12 months than in the previous financial year. In doing so, we aim to increase public confidence in water regulation, said Mr Abood. While visiting areas across the central west, NRAR officers will be checking all water activities on the property are compliant. This includes pumps and bores, dam size, pumping logbooks and water take. All landholders will be contacted and given notice ahead of a visit, to give them the opportunity to check that their water activities are compliant with their individual conditions. NRAR’s routine monitoring program saw the regulator expand its presence across regional NSW with the establishment of five new teams based in Dubbo, Tamworth and Deniliquin. NRAR’s routine monitoring team will travel across the west of NSW between October 2020 and September 2021 meeting with the community to help them understand their obligations. 04.01.2022 Condobolin residents may have noticed something different about the Condobolin Water Treatment Plant. Lachlan Shire Council would like to advise that a trial is underway, in an attempt to increase the volume of drinking water produced by the Water Treatment Plant. This trial involves the installation of a shade over the clarifier tank and keeping the cloth wet using a small sprinkler installed on top of the clarifier. This is important to keep the shade cloth wet as it increa...ses the effectiveness of what is essentially a large evaporative cooler. The clarifier currently does not work as efficiently as it could when it is impacted by the heat and the direct afternoon sun. The heat does not allow the fine particles in the untreated water to settling at the bottom of the tank. Instead of settling, the fine particles stay suspended for longer, which increases the number of particles captured by the filters and increases the need for backwashing of the filters. During this backwash, the plant’s filtration process stops until the backwash is complete. This slows the plant down and affects its ability to keep up with the town’s water demand. The idea to trial the shade cloth came from a Department of Planning Industry Environment (DPIE) Water visit to Wilcannia which has a similar plant to Condobolin. They found that a shade cloth over the clarifier helps to cool it down and enables the fine particles to settle and the plant to operate more efficiently. This trial has only just commenced and the summer heat has not yet arrived, therefore it is difficult to put a figure on the difference the shade cloth has produced, although initial results are positive. Council staff will continue to monitor the results of the trial. See more
