22.01.2022 The 13th Legislative Assembly has been prorogued by the Administrator of the Northern Territory of Australia. Prorogation is a power held by the Administrator under section 22(1) of the Northern Territory (Self-Government) Act 1978 (Cth) (www.legislation.gov.au/Details/C2014C00573/Html/Text) that terminates the current session of parliament. All of the business before the House lapses at prorogation. The election to decide the membership of the 14th Assembly will be held on Saturday 22 August (www.ntec.nt.gov.au/elections/2020-territory-election).

21.01.2022 Schools return to Parliament The Parliamentary Education Team have welcomed back school groups with Year 5 students from Stuart Park Primary School visiting for a tour of the Parliament, an NTEC voting activity and a visit to the City of Darwin council. With our COVID 19 arrangements in place, school groups are welcome to book tours.

07.01.2022 The Summary of Business for the June Meetings of the Legislative Assembly is now available.

04.01.2022 Until the 17th century, publishing and reporting of the proceedings of British Parliament was prohibited. Words were considered powerful and, therefore, dangerous, so Parliament regulated them carefully. What was said in Parliament was considered unfit for public consumption. Partly, the prohibition was to protect Members from the wrath of the Monarch for using seditious language. Parliament regarded any attempt to publicise proceedings as a punishable offence. Today, Parlia...mentary proceedings are broadcast on the Internet and written transcripts are made available to the public. The live broadcast stream and procedural documents are available on the DLA website www.parliament.nt.gov.au. These days, legal proceedings cannot be taken against Members for what they say in the course of parliamentary proceedings as Members are protected from being impeached or questioned outside Parliament. This immunity from the ordinary law is termed ‘Parliamentary privilege’. The images in this post show: Photos of the Journals of the House of Commons from the years 1718 to 1721. These ‘minute books’ were a record of the daily proceedings reporting the progress of legislation and papers received. Photos of the Northern Territory Legislative Assembly Parliamentary Record, which is made up of the Hansard, the Minutes of Proceedings and the Written Question Paper. Along with the Minutes, these modern-day volumes combine the record of debates, speeches and Question Time.
