08.01.2022 YES, LOCAL GOVERNMENT SHOULD RECEIVE ADEQUATE FUNDING, BUT SHOULD THEY BE AFFORDED GENUINE AUTONOMY? Western Sydney University professor of economic geography, Phillip O’Neill’s article discusses the challenges faced by Central Coast Council. Financial and operational challenges which led to the appointment of an administrator following the sacking of Council. A report to the Minister authored by the Administrator outlines key areas of concern including ‘the failure to unde...rstand and practice the basics of sound financial management’ amongst others. Alongside concerns raised in this report, the LGEA and industry Unions outlined several concerns to the Administrator and Senior Executive staff of Council; A ‘top-heavy’ management structure which was not costed to see its long term budgetary effects significantly impacted Council and inaccuracies relating to the reporting of finances at amalgamation which potentially misrepresented Council’s financial position providing a false picture of a strong financial position allowing for greater spending. These issues became prominent in the years after amalgamation and Senior Management failed to pick up on the warning signs that Council income was well and truly being out stripped by Council expenditure. Through all this turmoil, the focus of the LGEA is to ensure our members are supported and are provided with professional representation through potential job losses and attacks to conditions of employment.
