25.01.2022 Presented to me last night to mark my year as Mayor of Hepburn Shire. My Mum will be pleased.
23.01.2022 I understand that there are lots of claims and assertions made about me from a political grouping called Community Voice which also includes one or maybe two candidates for the Coliban Ward. I cannot respond to their posts because I am not part of this network and therefore, cannot respond to their utterances. Anyone can respond to my posts, and I have only once blocked comments, and that was because things got really aggressive by some immature beings around the Shire mi...ddle of last year. Again, my affiliation to the Labor Party is some how seemed immoral, dirty or manipulative. And to make it more silly than it is now, my "voting" history on Council apparently shows my favouring Labor positions. How utterly silly and uninformed. Who ever made this statement, and you know who I am talking about, just look at the voting on Council-9 times out 10 Councillors vote as one. I have always asked this said person to explain to everyone what she means and what proof she wants to provide, and I am still waiting - since my election in April last year, actually. I am a member of the ALP, and will probably be so until I die, unless Labor really goes off the rails. I don't feel the need to chop and change my political affiliations for some short-term advantage. If anyone wants to discuss this, just ring me on 0488 575 855, and am ready to have a discussion about what I stand for and believe in. But have the courage of your convictions, and talk to me or let me respond on your platform, not just rock throwing.
21.01.2022 Things for Coliban and Trentham coming from the last formal Hepburn Shire Council meeting on 15 September: 1. The Great Trentham Spudfest has been designated a signature event, and will be provided with an annual grant of $10,000 plus $2,500 annually for operational support (waste management, traffic management, equipment and toilet cleaning). This will be confirmed by a 5-year agreement. 2. Hepburn Shire has entered into a new agreement with Daylesford Macedon Tourism to ...collaborate in twin-Shire wide tourism initiatives, which includes Trentham and surrounding areas; 3. The feasibility study into the Daylesford Macedon Rail Trail will be expanded to include the Daylesford Spa Country Rail project. The feasibility study will include Trentham parties who have lobbied to progress the Rail Trail from Trentham to Daylesford. These two projects combined (Spa Country rail extension to Trentham and the Rail Trail from Trentham to Daylesford) are both designed priority projects for Hepburn Shire. See more
20.01.2022 Hi everyone. Just a quick note on this page. I created it to communicate initially when I was aiming to be elected to Hepburn Shire Council in 2019, and then to keep using it to share what was happening at the Council and to my Coliban Ward neighbours. I felt it was a great way to make sure we kept talking about the things that matter in our Shire, and to be accessible. I am seeking to be re-elected next month so I can keep working on the things I believe in and represent my ...Ward - if my neighbours believe I should. While I welcome full and frank discussion on all things related to our Shire, but I will not tolerate insulting or disrespectful comments, name calling, trolling, cyber bulling or rude discussion whether it is directed at me, or at others commenting on this page. Please respect that this page is for activity and residents of the Hepburn Shire Council and the aim is to keep in positive and constructive - even when we disagree. If your comment is not related to the post, or the topic, I will delete it. If you are not from the Shire, please carefully consider the relevance of your comment and make clear your interest and connection to it. Please remember that I am a person, with feelings and a family too. Just as you are. Thank you. See more
20.01.2022 The issue surely in this Ward is how rate monies are spent, what strategies and priorities lie at the foundation for such spending, how are plans, priorities and strategies developed, are there long-term plans, and how is need determined (as opposed to wants) in this town and across the Shire. What are the 'wicked problems' that need to be solved? This weekend, the editor of the Trentham Trumpet gave a broadside to me regarding my insistence that my letter to the editor be ...Continue reading
20.01.2022 Yesterday, I received a questionnaire/survey from a local political grouping called Community Voice. You may have heard of this group. The survey was sent to Council election candidates, and I presume also to the candidates it is endorsing. I chose to decline completing the survey because: 1. I was unaware of who will be doing the assessing, what their qualifications are to undertake this type of assignment and the grading scale. 2. Community Voice is a local political m...ovement, and therefore, some of its purposes and functions is to acquire power to gain one's own ends. To these ends, for me to complete what may seem on the surface an innocuous exercise, will mean in reality that I buy into the agenda of Community Voice. 3. Some of the questions asked were highly subjective to the person filling it out, but will be assessed and graded against the author's own objective views. This is highly unfair and is bound to skew any results to be in accord with the precepts of the survey creator. 4. One very important question was left out: if a candidate endorsed by Community Voice wishes to hold a position which is against the wishes of the leaders of Community Voice, is that councillor prepared to vote in Council against a Community Voice position? 5. In Q.F the survey invited the candidate to hold premeditated views. When that Councillor has to vote on such a matter, he/she will have to absent themselves because they will be deemed as having pre-judged an issue. There is case law on this when a Councillor who was found to have taken a fixed position on a matter at Council and which then led a higher Victorian court to declare that the council motion was null and void because the Councillor did not approach the matter with a free and independent mind. 6. The community will ultimately judge a candidate, not Community Voice. 7. The matters for which I am proud of in my work as Councillor have been and will continue to be communicated by me directly to voters, unfiltered and unencumbered by a political movement such as Community Voice. 8. If elected, I will continue to make decisions at the Council table independent from any external pressures, whether from a political movement or other pressure groups. What is important is taking Shire and Ward appropriate decisions that will benefit as many as possible. Authorised by Licia Kokocinski, 8 Wallaby Jack Rd. Trentham. 0488 575 855
20.01.2022 Hepburn Shire Council joins with 12 other central Victorian councils to bid for a UNESCO listing of our goldfields. On 10 September, the 13 mayors, councillors and CEOs met with former Premiers John Brumby and Denise Napthine to hear how this bid was progressing.
15.01.2022 Just did added to my rainfall chart. My record keeping shows we had 89mm rain in August, with a cumulative rainfall of 612mm. This is the 6th month this year rainfall has been below average rainfall.
13.01.2022 Coming soon to a letterbox near you (if you’re in Coliban Ward)
12.01.2022 A massive agenda for the last ordinary meeting of Council last night - finished at 1.45 am this morning. A marathon session because, due to the election period, there will not be a meeting of Council in October, there will be statutory meeting in November, and the real business starts in December, 2020. Main points: - Planning Scheme will go to a Panel for further consideration. DDO6 and SLO1 abandoned (planner-speak for deferred for further work). - a new Pedestrian Crossi...ng policy adopted. - Master Plans for Doug Lindsay Reserve adopted. - Master Plan for Hammon Park Trail complex adopted. - Importantly for Coliban residents, Master Plans adopted for Trentham Recreation Reserve grounds improvement and for the refurbishment of the much-used pavilion. This will become a multi-purpose venue for the community as well as sporting clubs. A real community facility to be shared by all. Rebuilding of pavilion is budgeted to cost $2.4million, while the grounds improvements has been budgeted in separate items depending upon the item, but all up, many tens of thousands of dollars. Now we need to source the funds. - One issue about this - appears that DELWP calls this ground the Trentham Sportsground, while I only hear of it called the Trentham Recreation Reserve. Go figure. - Hepburn at the Rex - Tender awarded for Stage 2. Refurbishment will end up costing over $7mill. - Community members were appointed to the 3 Community Reference Groups to work on detail of Local Law 2 - Salvaging at transfer stations, planting on nature strips and collection of firewood. -Hepburn Playspace Strategy adopted. - Glenlyon Public Art Project - Awarded. A fabulous piece of work will grace the Glenlyon Dam. -International Women's Day Heather Mutimer Honour Roll - two matters, the members of this selection ctee were confirmed and the the Australia Day awards selection and process also confirmed. - Public Interest Disclosure Procedures adopted. - Financial and Performance statements received. Shows Hepburn in a great financial position. Three sitting Councillors are retiring from Council - Crs. Kate Redwood AM, Greg May and Neil Newitt. On behalf of Council, I wish them well. See more
11.01.2022 Council Planning Officers recently wrote to all people who might be affected in relation to the Hepburn Planning Scheme review (otherwise known as C80Hepb.) Council officers will be holding an additional information next Monday, 24 August on Zoom, at either 6 or 7.30 pm. The purpose of this meeting is to clarify any matters of process and to answer questions from residents. If residents want to participate, they should contact Alison Blacket, on 5321 6182 or 0457 536 181 to o...btain the relevant invitation. I know that many ordinary folk find these reviews really complicated. The way the documents have to be prepared for exhibition, the lengthy process, the language - all can be daunting. So, I know that many people at the last meeting had questions, but few were asked. So, if you have any questions, please ask them, either directly to Alison or via the proposed meeting. There is no such thing as a dumb question.
09.01.2022 Thank you to Trentham Neighbourhood Centre for the Big Tea and happy birthday. Scones enjoyed my me and my mother. Yum yum.
08.01.2022 I believe that when we work together, we get things done! A big thank you to all Coliban residents who responded to the Hepburn Shire Council Survey about the Trentham Community Hub proposals. My commitment is to advocate for the options that we, the residents supported. If elected, I will direct my energy for our preferred options to be adopted by Council.
07.01.2022 I get lots of queries about green waste and why Hepburn Shire Council doesn’t have this type of collection. On the council side of things we certainly are planning something for the next council to consider in relation to organic waste. However I watched a pretty good master class on composting in the ABC Gardening Australia on Friday, 11September. It was really practical, which is a change bcs so many DIY composting sessions are just too impractical and too complicated for us ordinary folk who want to return stuff to the earth what we can as well as limiting rubbish. Getting rid of larger green waste (like prunings) can be tricky on an ordinary block so run your motor mower over things (safely of course). For clumps if weeds , I’m setting up an area just for dumping these things. Any further tips would be appreciated.
05.01.2022 I visited the construction that will become the childcare addition to the Trentham Early Learning Centre. Will be finished end of October but will start taking children most likely February 2021.
04.01.2022 Now here are two sensible creatures. Barney and Banjo, never too far from me, but as long as the heater is full on!
04.01.2022 20 years of rainfall records. 1999-end March 2019, and from then until now, Trentham town.
03.01.2022 Last night, at a special Hepburn Shire Council meeting (held virtually), Council passed the following new policies, in line with various sections and requirements of the Local Government Act 2020. These had to be ready for implementation by 1 September, 2020. - HSC Governance rules; - HSC Public Transparency policy; - HSC Privacy policy 2020; - HSC Council Expenses and Resources policy;... - Establishing the HSC Audit and Risk Ctee, appointment to members, and adoption of the Audit and Risk Ctee Charter; - Establishing the HSC's Community Asset Committees of Council (which replaces all the Section 86 Ctees); - Instruments of Delegation from Council to the CEO and staff; - Instruments of Appointment and Authorisation under the Planning and Environment Act 1989. All these documents have been on public exhibition. See more
02.01.2022 Council makes strong statement about the Western Victorian Transmission Network Project. At the meeting on 15 September Hepburn Shire Council made the following statement about this contentious project: That Council: 1. Supports renewable energy and the need to access it; 2. Demands the undergrounding of the Western Vic. Transmission Network project;... 3. Continues to work with other municipalities to convince federal and state govt. of the importance of undergrounding the powerlines and demands honest and transparent community engagement; 4. Continues to work with community groups to get a clear and definite plan for the intended route of the proposed line; 5. Makes it known to AEMO, Ausnet/Mondo and govts. the potential damage to the significant landscapes and heritage sites within Hepburn Shire as well as the damage to the rights to productively farm; 6. Takes all steps deemed necessary to put a strong submission regarding the EES; and 7. States that Hepburn Shire Council fully supports renewable energy in ways that do not cause damage to the Hepburn Shire and Residents. Resolved without dissent. Council will continue to work with community and farmer groups to get the powerlines undergrounded. We also are working with Moorabool, Melton and Ballarat council with the same message. See more
01.01.2022 Trentham Community Hub: Just a reminder that Coliban Ward residents, if they haven't already done so, should go to the Council's website to look at the plans for the Trentham Community Hub and respond to the survey. Public comment will be for four weeks duration.
