08.01.2022 The LRMA understands there is a petition being circulated by a small group of ‘concerned opal miners’ advocating the introduction of a permit system for unregistered vehicles. The LRMA does not support this petition. Whilst any individual or group can push for options that will benefit them personally the LRMA and the GGSMA do not have this luxury. The LRMA and the GGSMA must take into account what is best for the majority of its members and the opal mining industry. The LRM...A understands over the years a handful of miners have been booked for driving unregistered mining trucks however the majority of these instances have been on tracks open to the public. The LRMA has a number of concerns in relation to this permit system. Primarily it believes a permit system will very quickly become compulsory across all opal mining areas and there would be considerable impacts for the vast majority of opal miners if this was the case. The estimated cost for this permit will be between $300-$400 per annum PER MACHINE which includes third party insurance. Many miners only cart dirt for a kilometre or so between their claim and processing site or mullock dump on mining tracks not open to the public. Miners only move their drilling rig, loader or blower on an irregular basis. The costs for a permit for some or all of one’s mining vehicles may be expensive for the average miner and in many areas seem unnecessary. There is also a stong possibility that a relevant license will be required. The LRMA is lobbying for opal miners to be included as a primary producer so they can register their mining trucks at a greatly reduced cost. This will be of great benefit to those miners that do need to travel on tracks open to the public. The LRMA has considered the introduction of a permit system and many other options over the years and will continue to do so into the future as times and circumstances change.
