25.01.2022 As 2020 draws to a close thank you to all the volunteers who have contributed so much over the past 12 months
25.01.2022 At its September Ordinary Meeting, LPSC resolved to reduce the charges to sporting facility user groups by 50 per cent for the 2020/21 financial year. LPSC Mayor, Councillor Doug Hawkins OAM, said Council had received several requests from sporting facility user groups seeking a reduction in fees as COVD-19 impacted their clubs ability to run events, thus reducing their capacity to raise funds to pay the fees. LPSC acknowledges the importance of sport and recreation to the... community and, as such during normal times, user fees are determined on a 30 per cent cost recovery basis with Council providing a significant subsidy to assist the user groups, many of which are organised and run by volunteers. The reduction for the rest of this financial year reduces that cost recovery to fifteen percent, he said. It is important that everything possible is done to assist these organisations to make it through the pandemic, so they continue to operate where possible now and into the future. No club has sought a total waiving of the fees, acknowledging that Council still incurs costs to maintain and operate these facilities even with lower usage, he continued. It is Council policy and part of the Community Strategic Plan to support local groups, including sporting, youth and recreational organisations. Community interest in sport and recreation was evident as Council developed the LP Recreation Strategy. Council is now embarking on the biggest investment in its history towards sport and recreation. Funding has been secured to the value of $3,117,950 to commence implementation of the Showground Precinct and the Quirindi Sporting Fields Precinct projects as well as funding from other sources for further developments at David Taylor Oval Werris Creek and recreation grounds in our smaller communities. There are exciting times ahead for sport and recreation in the Liverpool Plains Shire, he concluded.

A Centre for Invasive Species report examined the economic costs of weeds to Australia. Double demerit points apply for speeding, seat belt, motorcycle helmet and mobile phone offences during holiday periods and run from midnight on the start date to midnight on the finish date. Please also be aware that this is the third double demerit period in which active Mobile Phone Detection Cameras are being enforced and fines issued. Drivers caught using their phones during a double demerit period will be hit with a $457 fine and 10 demerits.

21.01.2022 Improved water irrigation system turned on at Werris Creek’s David Taylor Oval Following the rehabilitation of a bore, the installation of a new pump and 54,000 litre capacity storage tanks plus the replacement of old sprinkler heads, the tap was turned on and the new irrigation system at Werris Creek’s David Taylor Oval sprang to life. David Taylor Oval is used by residents of all ages for sport and recreation and is an important facility for the people of Werris Creek so it...’s great to see this latest part of the Oval’s upgrades completed. . The new irrigation system is part of a $247,549 project funded through the State Government’s Stronger Country Communities Program, which Council was successful in obtaining. Council acknowledges the support of Member for Tamworth, Kevin Anderson, for this project. It has already seen the completion of an amenities block with toilets and showers, a picnic table and associated shading, the widening of the Oval’s entry gates and improved fencing. To further improve amenity for locals and visitors landscaping of the area will be undertaken and include additional trees and shrubs and raised garden beds which will also enhance separation between the BBQ area and public amenities. These improvements compliment the Ron Dellar Grandstand which was constructed in 2018 and the new storage shed for the Magpies Rugby League Club completed as part of an earlier stage of the project. The precinct has also benefited from the construction of a new pathway connecting the Werris Creek CBD to the Oval. These projects wouldn’t have happened without the strong community backing necessary to support Council’s successful grant funding applications. Where possible, local contractors undertook the considerable work involved and Werris Creek now has a sporting precinct that befits the Magpies home ground plus serving other local sporting organisations and the recreation requirements of the community.

20.01.2022 Work is progressing well on the development of the new netball/basketball courts facility at Longfield Park in Quirindi. The asphalt base will be cured for a period of 4 weeks and then the synthetic courts will be laid. Other preparatory works that have been undertaken include concrete kerbing around the perimeter of the courts which has been completed except for a six metre section adjacent to Rose Street which is required for construction traffic. Court lighting footings a...nd ducting has been installed at the courts site as well as at the tennis courts at Milner Parade. The development of the new netball/basketball complex is being carried out as part of the wider sporting infrastructure investment program developed through the LPS Recreational Strategy which also includes the Milner Parade Tennis Courts, Longfield Oval and the Golland Fields. LPSC successfully obtained $415,000 funding through the NSW Government’s Stronger Country Communities program and the Salvation Army provided $160,000 towards this project.

19.01.2022 Advice from NSW Health PUBLIC HEALTH ALERT: NEW ZEALAND ARRIVALS NSW Health is contacting 455 people who have arrived from New Zealand since 5 November following a locally acquired case of COVID 19 in Auckland.... These passengers have been sent a message with NSW Health advice and are being called to be alerted to a number of venues of concern in Auckland, consistent with advice provided in New Zealand. This advice was also provided to passengers arriving in Sydney from New Zealand on last night's flight. No passengers reported having attended the venues of concern and none had symptoms. The risk posed by quarantine-free travel remains low. Airlines will ascertain if passengers have attended these venues before they leave New Zealand and if they have, they will be not allowed to travel. All arrivals from New Zealand will be asked to monitor for even the mildest of symptoms and get tested and isolate if they appear unwell, then remain in isolation until a negative result is received, in line with routine advice for all people in NSW. NSW has today reported one case that is believed to be an old case which will be added to the total number of cases today. The epidemiological and laboratory investigations indicate the infection likely occurred two months ago. ... Two cases of returned travellers in hotel quarantine were also diagnosed in the 24 hours to 8pm last night, bringing the total number of cases in NSW to 4,038 The locally acquired case is a man in his 50s from South Western Sydney. As the case was not previously diagnosed, it is included in the total numbers for NSW but all indications, including a repeat negative swab test, positive serology results that show he has an immune response to the virus and a history of illness 2 months, are that it is an old case most likely acquired when the virus was circulating at low levels in South Western Sydney around July. There were 13,072 tests reported in the 24-hour reporting period, compared with 13,575 in the previous 24 hours. NSW Health thanks the community for all they have done towards reducing COVID-19 numbers and continues to ask people to remain vigilant and come forward for testing immediately if symptoms like a runny nose, scratchy throat, cough or fever appear. NSW has reported one new case of locally transmitted COVID-19 in the 24 hours to 8pm last night, which is linked to a known cluster in south-west Sydney. Two cases were also reported in overseas travellers in hotel quarantine, bringing the total number of cases in NSW to 4,246.... There were 8,550 tests reported to 8pm last night, compared with 7,431 in the previous 24 hours. Of the three new cases to 8pm last night: One was locally acquired and linked to a known cluster. Two were acquired overseas and are now in hotel quarantine. The locally acquired case is a person who worked three shifts at Jasmins1 Lebanese restaurant at Liverpool while potentially infectious. This case is linked to the Hoxton Park cluster, which now numbers seven cases. NSW Health is advising anyone who worked at or attended the restaurant at 375 Macquarie Street for more than one hour on the following dates and times is considered a close contact and must get tested immediately and isolate for a full 14 days from exposure, regardless of the result: - Monday 26 October, 4pm 9pm - Saturday 31 October, 3pm 8pm - Sunday 1 November, 9am 1.45pm Anyone who attended for less than one hour during the above times is considered a casual contact and must monitor for symptoms and get tested immediately if they develop. After testing, you must remain in isolation until a negative test result is received. The restaurant closed yesterday and will remain so until further notice. NSW Health previously reported that cases attended the restaurant while infectious on Sunday 25 October. NSW Health is urging anyone with even the mildest of symptoms to get tested. 16.01.2022 #COVID19 update Wednesday 7 April NSW recorded no new locally acquired cases of COVID-19 in the 24 hours to 8pm last night. Six new cases were acquired overseas, bringing the total number of cases in NSW since the beginning of the pandemic to 5,127.... There were 4,876 tests reported to 8pm last night, compared with the previous day’s total of 4,819. There were 6,984 COVID-19 vaccines administered by NSW Health in the 24 hours to 8pm last night. The total number of vaccines administered by NSW Health is now 134,323. NSW Health is treating 45 COVID-19 cases, none of whom are in ICU. Most cases (96 per cent) are being treated in non-acute, out-of-hospital care, including returned travellers in the Special Health Accommodation. There has been a decline in people reporting symptoms coming forward for COVID testing in recent weeks. High testing rates are the cornerstone for detecting any potential transmission of COVID-19 in the community and preventing the virus spreading further. 15.01.2022 #COVID19 update Thursday 7 January. NSW recorded no new locally acquired cases of COVID-19 in the 24 hours to 8pm last night. Six cases were recorded in returned travellers, bringing the total number of COVID-19 cases in NSW since the beginning of the pandemic to 4,795.... There were 27,879 tests reported to 8pm last night, compared with the previous day’s total of 32,667. NSW Health continues to urge everyone throughout the state to continue to come forward with even the mildest of symptoms. High testing numbers are vital to finding undetected cases and helping to contain the spread of COVID-19. Of the six cases to 8pm last night: - all were acquired overseas. NSW Health last night announced new venues in Huskisson and Kangaroo Valley on the south coast which had been visited by a confirmed case of COVID-19 reported yesterday. Revised advice was also provided for previously announced venues in Merrylands and Parramatta. New venues in the western Sydney suburb of Wentworthville have been added to the list of venues of concern, including the Wentworthville BWS, Domino’s Pizza, Woolworths, Green Farm Meat NSW Halal, Udaya Supermarket, Ambeys Big Apple, Sri Lakshmi Supermarket, Pizza Hut and Swagath Biryani House. Information on all venues of concern visited by COVID cases is available on the NSW Government website, and everyone is urged to check regularly for new information as it emerges. In response to the Wentworthville venues of concern, a new testing clinic has been opened in Wentworthville at 69 Veron Street, behind the Wentworthville Community Centre. This clinic is open to 8pm today, and then every day from 8am to 8pm. This follows the opening of a new walk-in clinic outside the school hall at Berala Public School (216 Harrow Road) and a new drive-through clinic is operating in Lidcombe at Sydney University’s Cumberland Campus (39 Weeroona Road, Lidcombe), with access via Gate 3. A high-volume drive-through COVID-19 testing clinic is also open at Merrylands Park, at the corner of Burnett Street and Merrylands Road, from 8am to 8pm, seven days a week. Testing is quick, convenient and free, and you don’t need a Medicare card to have a COVID-19 test. 15.01.2022 New Glenyalla Road bridge nears completion The contractors engaged by Liverpool Plains Shire Council (LPSC) to construct the new Glenyalla Road bridge, Murray Constructions, have nearly completed the project. Over the last 2 weeks work undertaken has seen all the piles in place, both abutments completed, all three spans planked, and rock mattress completed.... The concreting of the deck slab has now been completed. The new $865,000, single lane, concrete structure crossing of Borambil Creek replaces an old timber bridge which was closed to traffic following structural damage. LPSC was successful in applying for a grant from the Federal Government’s Bridges Renewal Program and gaining 50% of the replacement cost for the new concrete structure. The new bridge has been built to current Australian standards, that provides unrestricted access for heavy vehicles and a useful life of at least 100 years. Council has financed the remaining 50% cost of the project with funding received through the Roads to Recovery program. LPSC Mayor, Councillor Doug Hawkins OAM, said he was pleased to see the bridge nearing completion, which will allow the reopening of the through route from the New England Highway at Kankool, to the Merriwa Road near Willow Tree. He said the road is important to local farming families, as a rural transport route and for those delivering to or collecting from properties enroute.

15.01.2022 Another momentous step has been taken towards the redevelopment of the Quirindi Library Precinct with Liverpool Plains Shire Council (LPSC) seeking Tender Submissions from construction contractors experienced in renovating commercial and community building facilities to undertake the project. Tenders, which are being procured by open tender arrangements, are required to be submitted by 10am on Monday 19 October 2020. The project includes alterations, additions and refurbis...hment that require trade works such as earthworks, structural steel works, concreting, carpentry, roofing, flooring, plastering, glazing, landscaping plus the upgrade of electrical, mechanical, hydraulic and fire services. To get to this milestone, a team of engineers and technicians have worked tirelessly developing the plans to ensure the library redevelopment is well engineered utilising sustainable architecture to ensure it is more user friendly. In this regard, Council acknowledges the contribution of Hill Lockart Architects, W.J.Bryan Engineering, Marline Newcastle, G.J.Seib Pty Ltd and Council’s own staff. Council successfully secured funding through the NSW State Library, the Federal Government’s Drought Communities Program and the NSW Government’s Stronger Country Communities Program. The Tender contract will be awarded in November. The redevelopment is focused on attracting more users of all age groups. When completed the Quirindi Library Precinct will be an important community hub serving as a contemporary multi-purpose area with modern facilities and improved activity spaces.

Testing numbers remain low, which is a concern given that high rates of testing are an important tool in tracking the spread of the virus. With restrictions having eased across Greater Sydney yesterday, it is crucial that people maintain their vigilance. While NSW has now seen 13 days without a known locally acquired case of COVID-19, the virus may still be circulating in the community among people with mild or no symptoms. We have previously seen successive days of no local cases, only to see cases re-emerge. NSW Health continues to urge people to come forward for testing if they have any symptoms that could signal COVID-19 including a runny nose or scratchy throat, cough, or fever as this is the best way to detect and stop any possible spread of the virus. Every person who comes forward for testing is playing an important role in helping to contain the spread of COVID-19. NSW Health’s sewage surveillance program has recently detected fragments of the virus that causes COVID-19 in the sewage network at Minto, Liverpool and Warriewood. While these detections may reflect known recent confirmed cases in these areas, NSW Health urges everyone living or working in these areas to monitor for symptoms and get tested and isolate immediately if they appear. It is vital that investment is made in our smaller Shire communities and this is one of a number of community infrastructure projects being undertaken, following community consultation, in the Shire’s villages, designed to support social and community sustainability, he said. 08.01.2022 A labour of love for Sister City During the past year, volunteers from the Rural Heritage Village in Quirindi have contributed many hours of their time to restore a c1914 Sunshine Harvester for Sister City, Blacktown City Council. Upon completion the historic machine will be returned to Blacktown to be displayed. LPSC Mayor, Councillor Doug Hawkins OAM, visited the Heritage Village and inspected the progress on the project with the President Bob McInnes. I saw this old machi...ne, in a pretty sorry state, when our friends from Blacktown brought it to Quirindi. The team at the Heritage Village have done a fantastic job on the restoration project and Bob told me there’s a couple of cosmetic things still to complete and the seed box will be refitted. When completed representatives from Blacktown will come to Quirindi to pick the harvester up and return it to Blacktown. The harvester holds great importance both for its place in the development of secondary industry in Australia and also for the industrial relations aspect of the Harvester case of 1907 which laid the groundwork for the establishment of a minimum liveable wage in Australia, Councillor Hawkins said. This has been a mammoth task and one Village volunteer told me that Bob alone has probably contributed over 250 hours, ably assisted by Geoff Ingall. Parts that were needed for the restoration can no longer be procured, so Scott Taylor in the blacksmith shop set to work along with metal fabricator Ian Saunders to produce them. It really has been an impressive team effort, he said. Heritage Village Secretary, Cedric Greyson, said the volunteers were very pleased to undertake the restoration as a way of giving back to Sister City Blacktown who contribute so much to this Shire. Unfortunately COVID-19 put a stop to the annual Hangi in the Country which sees a large contingent come from Blacktown City which underwrites the event, but we are hopeful that they will be able to attend the Military Tattoo in March and other events later in 2021, Councillor Hawkins said. Similarly, the Heritage Village has been restricted in its operations, but the volunteers have been hard at work and many improvements have been made to facilities and displays which will enhance the visitor experience when it can fully reopen. The outdoor activity of the Miniature Railway is still taking place and they will be operating the trains between 10am and 2pm on Sunday 27 December and Sunday 24 January. It is well worth considering taking the kids for a ride on these dates during the school holidays, he continued. The Sister City relationship between Blacktown City and Liverpool Plains Shire has resulted in many firm friendships being forged and the Harvester project is an example of the cooperation that has evolved through the social and cultural connections that have been established, Councillor Hawkins concluded.

NSW Health has been notified of a new venue of concern in Wollongong, which has been visited by confirmed cases of COVID-19. Anyone who attended The Swallowed Anchor at 156/160 Crown St, Wollongong NSW, at any time of the day on Saturday 19 December, must get tested immediately and self-isolate until they receive further advice from NSW Health. New venues of concern have also been notified in Berala and Smithfield in western Sydney. Residents of western Sydney and Wollongong are asked to be vigilant, to check the details of identified venues on the NSW Government website, and to come forward for testing with even the mildest symptoms. 04.01.2022 Congratulations to the Werris Creek RSL Sub-Branch which, with the support of Member for Tamworth Kevin Anderson, successfully gained $5,500 to erect four life-size laser cut-outs at the Werris Creek War Memorial as a tribute to the four arms of our defence forces. The Honour Guard Laser Cut-outs depict figurines representing the Army, Navy, Air Force and Women’s Services. The permanent honour guard adds significantly to the Werris Creek monument and Mr Anderson is encouraging everyone to stop by, pause and reflect.

The passenger, reported today as a returned traveller from Victoria, is a confirmed case of COVID-19 in hotel quarantine. This traveller tested positive to a Day 2 test in hotel quarantine and is believed to have travelled while infectious. There is no ongoing risk of infection to the general publi...c. The majority of passengers on the Jetstar Flight JQ510 which left Melbourne at 11am on 27 September are already undertaking mandatory hotel quarantine. NSW is contacting 47 passengers travelling with special permits or quarantine exemptions or crew. Those deemed close contacts of the case have been advised to immediately get tested and isolate for 14 days and stay isolated for the entire period, even if a negative test result is received.
