25.01.2022 Really pleased that the Auditor General has publicly criticised Water Minister Melinda Pavey’s attacks on Council. The drought was tough. But for Minister Pavey to throw blame at Council - when it was the state government who drained the dam to begin with is something I find very hard to accept.

24.01.2022 OFFICIAL STATEMENT FROM THE MAYOR Since the councillors’ call for people to make complaints about me, I am aware the media is reporting on rumours about my interactions with two ex-council staff members. In these matters, I strongly reject that I have broken Council’s Code of Conduct and I also strongly reject that I have broken the law.... Council follows the Code of Conduct system as directed by relevant legislation. The Code of Conduct policy we have in place means that complaints are dealt with by an independent assessor who is not based in Dubbo. I have faith in the Code of Conduct system that Councils are legally required to follow. I have been informed that there has been NO complaints from staff or ex-staff members directed at me. It is curious that these baseless accusations have been made through the media and not through the official channels. This is nothing more than an example of the on-going nasty campaign by a couple of councillors who are openly calling for people who may have grudges from my 22 years as a councillor to join in on attacking me for the sake of it. I believe this continuing campaign of harassment is unlawful and as such I have engaged legal counsel.

23.01.2022 Clr Greg Mohr made a very good point in council last Monday night. Wellington is a significant town, with lots of opportunity and a residential base that deserves access to news. As such, the closure of the towns only newspaper is incredibly disappointing.... I will write to the owners of The Times, Australian Community Media to find out why there is no movement in re-opening this important part of Wellington.

23.01.2022 Firgrove Executive Committee member Ross Sawtell, who has lived at the estate for 23 years, said around ten years ago he approached Dubbo council because the signs were starting to deteriorate. Nothing was done, but recently the issue came up again. "I knew that the mayor [Ben Shields] was holding regular community consultations at the Wongarbon Tavern. I go down to the tavern occasionally so I thought 'I'll kill two birds with one stone here. I'll go down a bit earlier and see the mayor', which I did and the reception was totally positive," Mr Sawtell said.

21.01.2022 MOUNTAIN BIKE TRACK UPGRADE Mountain bike riders have a new challenge the Mugga Hill track upgrade is complete and open for use. The new trail is located within the existing western loop, and is classed as an intermediate ‘Blue’ level flow and jump track.... The new features include berms and tabletop-style jumps to provide riders with a style of trail that is not available anywhere else in the Dubbo region. In the existing trail network, most are graded ‘Green’ level (the easiest), with intermediate ‘Blue’ levels in certain sections. Dubbo Regional Council (DRC) engaged Angry Goat Trails a professional mountain bike trail design and construction company for the project. The track was designed to challenge experienced riders, while also allowing for beginner and intermediate level riders to progress their abilities. Mayor of the Dubbo region, Councillor Ben Shields said it was a great asset for the local mountain bike community. It’s because of the popularity of this sport in the region, and the passion and volunteering efforts of the Dubbo Mountain Bike Club that this new development was possible, Councillor Shields said. It’s unlike any other track in the region, with features to provide challenges for experienced riders, while catering for the beginner and intermediate riders, and I’m proud that Council has been able to facilitate this for the mountain biking community. Dubbo Mountain Bike Club Vice President Neil Diamond said club members were excited the development has come to fruition. Thanks for the funding and cooperation from Dubbo Regional Council and other club supporters, Mr Diamond said. The new trail is a significant development to the mountain bike trails in Dubbo, bringing more diversity to the existing trail network and providing features to give riders an opportunity to progress their skills beyond what the existing trails offer. HISTORIC LAND SWAP DEAL BETWEEN COUNCIL & DUBBO RSL CLUB Dubbo Regional Council (DRC) and Dubbo RSL Club have agreed to enter into a land swap arrangement that will see an area close to Dubbos CBD potentially revitalised, and vacant land in one of Dubbos fastest growing areas set aside for a major community redevelopment.... Both Council and the Dubbo RSL Club have agreed to a land exchange that will see DRC acquire the former Dubbo City Bowling Club site, while the RSL would acquire a 3.3 ha parcel of Council owned undeveloped land at Keswick Estate, adjoining -- the soon to be constructed section of -- Boundary Road. Its both an historic and significant community development move to enter into this commercial arrangement, said the Mayor of the Dubbo Region, Councillor Ben Shields. Were very delighted with this opportunity and agreement signed today between Council and the Dubbo RSL Club, said President of Dubbo RSL Club, Mr Jeff Caldbeck. The RSLs vision for a Keswick development would not only include a new licenced club, the first in that estate, it would also include a sporting oval suitable for cricket matches as well as other sporting facilities on the site. 10.01.2022 REFLECT, RESPECT AND CELEBRATE THIS AUSTRALIA DAY On January 26, Dubbo Regional Council (DRC) will invite members of the Dubbo region to come together to reflect, respect and celebrate because we’re all part of the story. The Dubbo region will have two Australia Day Ambassadors one for Dubbo and another for Wellington. This year’s Ambassador for Dubbo is Khushaal Vyas. Khushaal has been an active and passionate advocate in the community and social justice space, and local...ly he co-founded a regional volunteer program to work with community centres and schools in the Dubbo-Trangie and Wiradjuri Community, mentoring disadvantaged Indigenous children. I’ve also had the privilege to direct the award-winning Yindyamarra: A Documentary which follows the journey of 10 law students into Wiradjuri country, where they explore the legal and social realities of our First Australians. It helps empowers students to affect change and strive for social justice, in pursuit of their future endeavours, said Khushaal. Wellington’s Australia Day Ambassador is Paralympian Taylor Corry, who won two silver medals at the 2012 Paralympic Games in London for 100m backstroke and 200m freestyle. Taylor, who has an intellectual disability, initially made waves at the 2009 National Underage Championships, winning three gold and two silver medals. Mayor of the Dubbo Region, Councillor Ben Shields, said Australia Day 2021 will provide an important opportunity for the Dubbo region to reflect on the challenges of the past year, respect the sacrifices and contributions of those who responded in a time of need and celebrate being together and being Australian. Australia Day is also a day to reflect on our nation’s past a history which began more than 65,000 years ago with the First Australians the world’s oldest living culture. It is also a day on which we respect and share the stories, histories and contributions of everyday Australians, because we’re all part of the story of Australia. It has been nearly 12 months since we saw drought-breaking rain provide some incredible relief for our community, but that was quickly followed by the COVID-19 pandemic. 10.01.2022 NSW RFS Large Air Tanker arrives in Dubbo ahead of bushfire season The Dubbo City Regional Airport is pleased to be ‘home base’ to one of the NSW Rural Fire Service (RFS) Large Air Tanker (LAT) for the upcoming bushfire season. The FieldAir/Conair Avro RJ85 (Tanker 166) from Canada touched down in Dubbo on Friday 25 September with flight and RFS crews working to have the aircraft ready for firefighting operations around the state during the bushfire season - which officially... launched today, 1 October 2020. While important renovations are underway to support the LAT operations, Dubbo City Regional Airport has assisted to establish on-site living arrangements for the aerial firefighting crews. Once the building renovations are completed, the aircraft and ground crew will have access to a renovated (former) airport tower building for rest and firefighting operations planning. Dubbo City Regional Airport has also provided the RFS with access to on-site water for use in mixing/preparing fire retardant.

09.01.2022 DUBBO REGIONAL COUNCIL TAKES A TOP SKILLSET HONOUR Dubbo Regional Council (DRC) has taken a top honour after being awarded Skillsets 2020 Large Host of the Yea...r, in recognition for the work done by Council in hosting apprentices and trainees. In addition, Wellington-based DRC apprentice, Eli Cox, has also been announced as the Skillset 2020 School Based Apprentice. The 18 year old year 12 student, who manages his apprenticeship in conjunction with his schooling studies, was announced as the recipient of the award on Wednesday (16 September 2020). In this video, meet recent Skillset graduate, Izaiah Richards, who applied for a full-time position with DRCs Fleet and Depot Services. After successfully going through the merit based process, Izaiah won the position with the qualified mechanic now working at DRCs Hawthorn Street Depot. 09.01.2022 I’ve been getting a lot of people ask me what is being constructed on the land between the Train Station and Aldi. Well the answer is nothing right now. What’s going on is that it’s being used as a staging area for the contractors who are building our grey water cross city pipeline.... It’s a perfect spot for the storage of the large pipes and equipment as the pipe is installed across our city. In the long term, it’s council’s plan to turn that spot into car parking. Council is planing for a significant expansion of our Aquatic Leisure Centre. We will need carparking for pool users when that facility is expanded.

09.01.2022 MAYOR CALLS FOR PARLIAMENTARY HEALTH INQUIRY TO HOLD HEARING AT WELLINGTON Mayor of the Dubbo Region Ben Shields has requested Wellington host a public hearing as part of the NSW Upper House Inquiry into Health Outcomes and Access to Health and Hospital Services in Rural, Regional and Remote New South Wales. Councillor Shields put forward the case that with the ongoing shortage of doctors at Wellington Hospital, and limited access to medical specialists, the town was a logica...l and central location for a public hearing. The suggestion was part of Councillor Shields’ submission to the inquiry, in which he said Wellington had reached the dire situation where there was just one locum doctor at the Hospital and a shortage of general practitioners in the town. Councillor Shields said Wellington residents had every right to expect better service provision. It’s not right that the town has just one doctor, who is effectively on call 24 hours a day, seven day a week. If that doctor is away or sick themselves, what happens then? Councillor Shields said. It is telling that when there is an emergency, someone with even the most basic of injuries is taken to Dubbo or Orange. The resources just aren’t available in Wellington. Councillor Shields said Wellington was a perfect case study for the Inquiry, with almost all of the terms of reference to be investigated by the seven committee members relating to Wellington’s health service concerns. The terms of reference for the inquiry include a comparison of outcomes for patients living in rural, regional and remote NSW compared to local health districts across metropolitan NSW. I bet nobody in metropolitan Sydney has sat in a hospital waiting room for three hours in intense agony before being told there is no doctor available to see them and they would have to drive themselves to a hospital in the next suburb. I know that has happened at Wellington, Councillor Shields said. The inquiry will also look at the staffing challenges in regional NSW and the strategies that NSW Health to using to address those, which Councillor Shields said was integral to the future of healthcare in Wellington. I really feel the best way for the committee to get a sense of what smaller regional towns are enduring is by scheduling a hearing in Wellington. All regional cities and towns have some issues with accessing health services but for a town with more than 5000 people to run out of doctors, that is serious,’ Councillor Shields said.

08.01.2022 COUNCIL CREWS WORKING TO ADDRESS MOWING BACKLOG Dubbo Regional Council assures the community that staff are working around the clock, maintaining city roadsides, verges and reserves. Council’s outdoor staff and machinery is being stretched by above-average rainfall and unusually high vegetation growth. Council’s Director Liveability Skye Price said crews are fully engaged to address the issue.... Twelve (12) months ago, our roadsides and many parks were nothing but dirt. The teams are still dealing with the impacts of the drought, resulting in increased weed management. We are also focussed on ensuring suitable presentation of our city and greater region, Ms Price said. Our main priority is the most visited parks, gardens; and our sporting facilities. It is critical that these are maintained to the highest standard. In addition to that, local roadsides and verges require constant mowing. Any concerns about roadsides and reserves that have slightly longer grasses and a presence of weeds, has nothing to do with Council efficiency, nor complacency. This is simply an unusual situation caused by rainfall and unprecedented weed growth. Grass is growing more quickly than our crews can mow all sites; and then start the program of attending to Council parks, gardens, reserves, roadsides and verges again. Our staff are constantly monitoring work programs, to prioritise high profile locations. We request the community acknowledge unprecedented weather and vegetation growth conditions, during this time. Our team of outdoor workers are addressing the matter in a diligent and committed manner. Council has to maintain 968 hectares of parks, gardens and natural area within Dubbo. Priority is given to Victoria Park, Elston Park, Elizabeth Park and Delroy Park, as well as Cameron Park in Wellington. There is more than 286,000 square metres of roadside mowing inside the city limits, as well as 88,000 square metres of walkways; and 90,000 square metres of median strips across Dubbo and Wellington. 08.01.2022 VALE ANTHONY (TONY) GEORGE KELLY Councillors and staff of Dubbo Regional Council (DRC) are deeply saddened by the passing of Mr Anthony (Tony) Kelly, employed by Dubbo City Council from 26 June 1968 until his retirement in November 2004, some 36 years of service. Mr Kelly started his career with Dubbo City Council as an Assistant Accountant in 1968 before being appointed to the position of Deputy Town Clerk. Affectionately known as ‘TC’, Tony was appointed to the position o...f Town Clerk on 8 April 1975 and retained this position with varying titles of Town Clerk/General Manager and then General Manager until his retirement in 2004. During Mr Kelly’s tenure as Town Clerk/General Manager he worked with nine Mayors: Mr Kenneth Marshall, Norman Cox, Harry Glegg, Thomas Slattery, Arthur Mortimer, Anthony McGrane, Gerald Peacocke, Gregory Matthews and Allan Smith. Current Mayor of the Dubbo Region Ben Shields, said he valued the guidance and vision of such a strong General Manager. I was a Councillor during Mr Kelly’s time with Dubbo City Council and I can honestly say his leadership has had a tremendous impact on the community. We can count as his legacy the treasured recreation assets within the city that are the river corridor, Lady Cutler Park, soccer facilities, Ollie Robbins Oval, Nita McGrath Netball complex and the north Dubbo river bank ovals which include the Dave Martin cricket nets. Additionally the cycleway to the Zoo and around the West Dubbo river bank and across the cycleway bridge to link Tamworth Street are all initiatives of Mr Kelly as General Manager, Councillor Shields said. As well as his significant public service, Mr Kelly was a passionate advocate for his local community, and spent much of his personal time contributing to local organisations and sporting clubs including Westhaven Association and Dubbo Cyms Cricket Club. Mr Tony Kelly died on Thursday 26 November 2020 at 77 years of age.

06.01.2022 Dubbo will soon be the home to the largest GPT in Australia! Work on this HUGE Gross Pollution Trap (GPT) near the Serisier Bridge is continuing. The days of simply letting rubbish flow from stormwater drains and gutters into our rivers must end... and Dubbo is leading the charge.... This is a massive project and the amount of concrete that is being installed is simply incredible. I met with Optimal Stormwater general manager Murray Powell, who told me this is the largest proprietary GPT in usage in Australia. Once it is finished in mid-September it will ensure that 99 per cent of rubbish from this West Dubbo stormwater system is filtered out before the water goes into the Macquarie River. This is an election commitment of mine that I am very proud of being met.

05.01.2022 HOW COOL IS THIS! While we can’t hold the Dream Festival this year, instead we have the Chalk Walk and if today’s launch is anything to go by, it is going to be a hit. Young George and Paddy Jones enjoyed dipping their feet in the water while local chalk artist Zac Craig and I stayed dry.... This fantastic work was done by professional artists including Zac but we are encouraging everybody to grab some chalk and show us what you can do on your driveway.

05.01.2022 DOUBLING THE DOLLARS FOR BODANGORA WIND FARM FUND Applications are now open for Bodangora Wind Farm Community Benefit Fund 2020/2021, with up to $10,000 grants available for not-for-profit groups of Wellington and its district villages. The latest round will provide a total of $50,000 in grants to support projects that deliver social, cultural, economic or environmental benefits for the local community. Mayor of the Dubbo Region, Councillor Ben Shields said this money will be... an added boost to local community groups who have been doing their best during COVID-19. Many of the non-for-profit organisations have had to adjust the way they engage with the community during this pandemic. These grants will go a long way in assisting groups with their COVIDSafe requirements while they continue to deliver key services for the Wellington community, said Councillor Shields. It is very pleasing that the previous contributions from the Community Benefit Fund have had a direct financial benefit to a variety of community groups, from sporting clubs to art groups, and more. We look forward to seeing what the 2020/2021 applicants will present, said Councillor Shields. The funding has been made available as a result of the planning agreement made between Infigen Energy Bodangora Wind Farm and Dubbo Regional Council (DRC). Council will provide $50,000 in development contributions to the Community Benefit Fund annually over the first 25 years of the wind farm operation. Michael Bullock from Infigen Energy said the Bodangora Wind Farm Community Fund makes a tangible difference to community projects around the Wellington area. We are committed to being a long term partner with our local communities, with $1.25M pledged to the Community Benefit Fund over the first 25 years of operation. We are delighted to have contributed to many community groups and not-for-profit organisations in our first rounds of funding. 04.01.2022 The Stuart Town Railway Station opened in 1880. The XPT still picks up passengers here daily. So its great to see in its 140th year the station is getting a much needed refurbishment. The locals at Stuart Town are VERY proud of their historic station. ... They all seem to have some sort of story to tell about it. As a huge supporter of rail transport, Im chuffed to have this great little station in my council patch!

The engagement event held at Dubbo College Senior Campus came together to showcase current employment opportunities available to gap year students, who may have had plans to travel or go to other localities before they headed off to university, but now with the impacts of C...OVID are looking to stay closer to home in seemingly safer locations with low rates of infection connecting students with potential jobs and supporting local industry looking for workers. The initiative was pivoted as a result of working with industry representatives through the Regional Recovery Taskforce, from a projected outcome of the 2019 launched, Infocus Jobs and Skills Action Plan, focusing on supporting employment in industries which are facing skills gaps and to support local industry to retain people in the Dubbo Region, rather than having to bring in FIFO or DIDO skills to complete major infrastructure projects which are planned for the ensuing 5 years. Designed to develop and showcase positive employment opportunities for our youth locally, to aid the economic recovery of the Dubbo Region from the impacts of the COVID-19 pandemic, these engagement events have been timed with student timeframes in mind. The first event was held just before the students start to switch into exam mode, with their focus now turning to HSC exam study and the next round of engagement will be with year 10 students deciding career paths as they look to enter senior school.

02.01.2022 What sort of animal vandalises a war memorial? MINDLESS VANDALS ATTACK CAMERON PARK, WELLINGTON Mindless vandals have struck at Wellingtons Cameron Park overnight with numerous sites across the park being tagged with names and inappropriate symbols.... Around 7:30pm on Wednesday 16 September 202, three (3) male juveniles were observed on CCTV footage allegedly spray painting the new playground, the new amenity facility, adjacent trees, the War Memorial Cenotaph, and the fountain to name a few sites. Mayor of the Dubbo Region, Councillor Ben Shields said he is enraged by this criminal and deeply offensive act of selfishness. ...To think they have the audacity to spray their names on the cenotaph, a tribute that was installed to pay respect to those who have fought and died in war - is utterly disgraceful, said Councillor Shields. Council staff were quick to find the vandalism on Thursday morning and organised for it to be immediately commercially cleaned at a cost to the community of around $2000. Police have been able to access footage from the recently installed CCTV which will hopefully assist investigators identify the offenders and their accomplices. Dubbo Regional Council offers a reward of up to $2500 for information leading to the conviction of any person who has committed willful damage to, or theft of, Council property. Recently Dubbo was part of an audit of Credit Card Management in Local Government by the NSW Auditor-General. 01.01.2022 Fantastic news coming out of Wellington where Domain is reporting the town has experienced a 26.1 per cent increase in real estate prices over the past 12 months. However, when you think about it, it is hardly surprising considering the sheer amount of effort been put into this great town since the old Wellington Shire was amalgamated. There is no doubt that theres still a lot of work needed to be done in Wellington. The town has a huge backlog of roads and street infrastru...cture that is in desperate need of upgrade and repair. There are too many vacant shops that need a lot of tender loving care; and the ongoing issue of the need for a greater police presence continues to bubble on. However, with progress being made in all these fronts, its little wonder that economic confidence is being restored in the town. I was incredibly pleased with the towns #buylocalorbyelocal campaign last year. While it is hard to measure the full amount of money that was kept in the town as a result of the campaign, there is definitely a renewed sense of optimism in the air. The local Wellington Business Chamber has been leading the charge to reinvigorate the local economy. From a Council point of view, it has been a real blessing to have a group like this keen to work with Council in order to make a better Wellington. Its blatantly obvious that Wellingtons housing market was always set to grow post amalgamation, investors and new residents need only look at the new economic generators in the town. The $7 million brand-new Wellington Aquatic Leisure Centre, as well as the multiple new sporting facilities and playgrounds like Cameron Park, built to give the town a much-needed boost to lure newcomers to the community. The new multi-million dollar visitors experience centre at the Wellington Caves - bound to attract many more visitors and significantly boost visitor numbers that add to the local economy. Then there are the bread and butter Council infrastructure upgrades that are just as important, such as significant increases in the amount of roads, sewage and water spending (I personally am very excited about Swift Street near the train station finally being reconstructed). Outside investors, as well as potential new residents, see these upgrades and improvements. More importantly, such investment and upgrades give Wellington that extra competitive edge to attract even more investment. Its a classic example of spiralling upward. There is no doubt that Wellington is on the up. The reports in Domain about Wellingtons 26.1 per cent growth is proof in the pudding that the outlook for this terrific town and its people is great!
