23.01.2022 MORE DETAILS released... Check your inbox for email from the Department of Education (9/4/20) with details regarding the support funding for NSW Community Presc...hools. CCSA is participating in a Working Group meeting with the department. We will keep you updated. Meanwhile the following is an overview from the Department Email:- Start Strong funded community preschools and mobile preschools on contracts will have the opportunity to opt in to receive top up payments to subsidise income that would otherwise have come from fees. Other income streams such as Start Strong funding, mobile preschool contract funding and payments under the Commonwealth’s JobKeeper program will be taken into account as part of the opt-in process. Services opting in will need to comply with a number of conditions: Families are not to be charged fees for 15 hours per week of preschool (voluntary contributions/fundraising is permitted). Services must retain their staff. Services must remain open and available unless on public health advice, for other health and safety reasons or where directed to close by the Regulatory Authority. Services must prioritise access for essential workers, vulnerable and disadvantaged children and those currently enrolled (including 3 and 4 year olds). Services must encourage children to remain enrolled even when not attending and provide outreach including ‘distance education’ to these children where possible.

21.01.2022 New childcare funding - what you need to consider This announcement is relevant to services in receipt of Child Care Subsidy, such as Long Day Care, Family Day ...Care, Out of School Hours Care and Occasional Care. The Prime Minister announced the Early Childhood Education and Care Relief Package yesterday. The package represents a major change from the current funding mechanism, and commences on the 6 April. It replaces the existing system of Child Care Funding. Our initial guidance is provided below to enable your service to work through the implications of the new package, which will be in place for 3-6 months with a review to be held at one month. 13.01.2022 Breaking News For NSW Preschools and Local Government run childcare CELA is very pleased to share Premier Gladys Bereijiklian’s announcement this morning. Free ...Preschool for all ages over the next 6 months. This represents a $50m package from NSW and applies to both community centre based preschool and mobile services. In addition NSW will secure the vital operation of Local Government childcare services, by matching the Early Childhood Education and Care Relief Package to ensure these services can continue to provide their vital services, this represents an $82m package from NSW Government. CELA will provide further information after our Meeting with Minister Mitchell this morning and will advise members through Member News. 13.01.2022 CELA has been advocating across Australia to ensure preschools are funded in a viable manner despite reduced attendance due to COVID-19. The situation regarding... funding remains fluid we are expecting more announcements soon and will keep you updated with the latest information. What are the new arrangements to date? We were very pleased to announce in March, following extensive advocacy by CELA, governments in Victoria, New South Wales and Queensland are using previous year census enrolments as the basis for funding preschool for the remainder of 2020. For NSW funded mobile preschools, contracts will be extended to 31 December 2020 to support funding continuity and viability. The Australian Government has also announced preschool funding will continue in 2021. 12.01.2022 BREAKING NEWS The JobKeeper package passed in parliament minutes ago. It provides a $750 wage subsidy per week for each full time, part time or casual (12 month...s plus employment) employee. The full $750 must be passed on to each employee, with top up payments required if wages exceed the subsidy and employees are engaged in work. Eligibility is provided to employers who have suffered a decline of 30% turnover (up to $1 billion turnover) or 50% turnover (over $1 billion turnover). Not for profit organisations who are registered with the Australian Charities and Not for Profit Commission, and who have had a downturn of 15% in turnover, will also be eligible for JobKeeper. This payment can be used to supplement wages for existing employees, or fund stand down provisions including reduced hours for employees who are not needed in the workplace due to COVID-19. The program commenced on 30 March with employers to be reimbursed from 1 May 2020. We will provide further updates regarding changes to eligibility including Minister’s rules as they become known. In the meantime please visit the ATO website to register for JobKeeper.
