23.01.2022 Weve just announced the details of Phase 3 of our roadmap for the easing of restrictions, with significant changes coming into effect on Saturday 6 June. As pa...rt of our carefully planned roadmap, Western Australia is now ready to take the next step. This next step will be significant, and it will be challenging. Before I detail the changes, I will say this - WAs success allows us to move ahead and take significant steps, BUT we all must continue to act responsibly, that means good physical distancing where possible and good personal hygiene. Because if we have an uncontrolled outbreak, I dont want to have to place restrictions back on. We cannot afford to undo all our good work. Phase 3 will be introduced from next Saturday, thanks to the success in limiting community transmission in WA during Phase 2, and on the advice of our Chief Health Officer and State Emergency Coordinator. As part of Phase 3, the follow changes will occur: - Non-work indoor and outdoor gatherings of up to 100 people will be allowed, a five-fold increase from the current 20-person limit. - Up to 300 people will be allowed in some settings, including for indoor or outdoor venues with multiple, divided spaces, with up to 100 people in each space. - All food businesses and licensed premises can now operate with seated service only, and alcohol may now be served without a meal at licensed premises. - All beauty therapy and personal care services can reopen, including saunas and wellness centres. - Galleries, museums, theatres, auditoriums, cinemas and concert venues can reopen with the 100/300 rule followed. - Perth Zoo will open, as can wildlife parks, amusement parks, arcades and indoor play centres. - Playgrounds, skate parks and outdoor gym equipment can reopen. - Gyms, health clubs, indoor sports centres will be able to offer the normal range of activities, including use of all gym equipment. However, Gyms will need to be staffed at all times and undertake regular cleaning. - Full contact sport and training will now be permitted in Western Australia. This will mean from next weekend, people of all ages will be able to start competitive contact sports. - Parents and guardians will be able to enter school grounds to drop off or pick up their children as part of Phase 3. - TABs are permitted to reopen. The Chief Health Officer will separately work with Crown Casino on how the gaming floor could reopen in the future. These are all major steps forward for Western Australia. Phase 3 will be a big leap but its one we can make under the watchful eye of our expert health advisors. The four square metre rule was introduced in line with health advice. I know its a rule that is hurting businesses. Ive been out for dinner in Rockingham and seen tables and chairs stacked up, because the four square metre rule is limiting the number of people that can be in some venues. As was always going to be the case in Phase 2, the four square metre rule prevented a large number of businesses from opening. As we now increase the limit on gatherings to 100, I wanted to make sure we closely assess this rule. Our Chief Health Officer has now advised, that due to WAs hard border with the east remaining in place, Western Australia is now in a position to move ahead of the national advice. As part of Phase 3, Western Australia will be the first State in the nation to remove the rule and instead implement a two square metre per person capacity rule for venues. This will replace the four square metre rule, which is the current national position. This is an important and substantial move forward our State, and I hope it means many more businesses will be able to open and employ more Western Australians. I know its still not perfect, but we are now able to move ahead of the rest of the nation. In addition, as part of Phase 3, Rottnest Island will reopen to the WA general public. Rottnest has served us well as our own quarantine island during this crisis. We can only make these changes because of the hard work of everyone across our State. But in particular our hard border controls give us the flexibility to progress further along on roadmap. Once again, WA has led the way, and I hope our performance can continue to lay the path forward for the other States. Now is the time for Western Australians to wander our great State and support local businesses. Just like Phase 2, we will carefully monitor the introduction of Phase 3 and its impact in our community. Together, as part of a rigorous consultation process involving the Chief Health Officer and Police Commissioner, we will closely assess Phase 3. We will then work towards further restrictions being eased as part of Phase 4 in coming weeks. This will predominantly be focused on even larger gatherings, the new two square metre rule and some of the other existing restrictions. A time for Phase 4 introduction will be determined in the future, but it will follow the approach we have taken between earlier phases.

19.01.2022 Weve just released our roadmap to carefully ease COVID-19 restrictions to start getting Western Australians back to work safely and begin the process of re-sta...rting the States economy. This plan includes specific details on the next phase of easing restrictions in WA which will take effect on Monday 18 May. Western Australia has already implemented many of the changes announced by the Prime Minister on Friday. We have led the way, and other States have looked to us for guidance on the way forward. Our strong performance in controlling the spread of COVID-19 means we will continue to lead the nation when it comes to easing restrictions. Our plan has been developed in conjunction with the National Cabinet framework and is based on the best health advice for Western Australia. Phase 1 is already in place following the cautious relaxing of some restrictions from Monday, 27 April. Phase 2 will focus on encouraging many Western Australians to return to work, unless they are unwell or vulnerable, so the WA economy can further rebuild in a safe and measured way. The new phase will come into effect from Monday, 18 May, giving businesses and families time to plan accordingly and includes: - Indoor and outdoor non-work gatherings lifted to 20 people; - People are encouraged to return to work, unless they are unwell or vulnerable; - Cafs and restaurants can reopen with meal service (including within pubs, bars, clubs, hotels and casino), limited to 20 patrons and the 4 square metre per person capacity rule applied; - Weddings and funerals, limited to up to 20 attendees indoors or 30 outdoors; - Places of worship, community facilities and libraries to re-open, limited to 20 patrons; - Community sports (non-contact) limited to 20 people; - Outdoor or indoor fitness classes (minimal shared equipment) limited to 20 patrons; - Public swimming pools can open under strict rules (one indoor pool and one outdoor pool), limited to 20 patrons per pool. If businesses or premises want to reopen in line with these changes, they will be required to complete an official COVID Safety Plan. More details on this will be released shortly, in consultation with industry. As part of Phase 2, regional travel restrictions will also change, bringing the number of current borders within WA from 13 to only four (not including the Commonwealth Biosecurity zone and remote communities). The new regional boundaries will allow: - Travel between the South West, Great Southern, Wheatbelt, Perth and Peel regions; - Travel between the Mid-West, Gascoyne and Pilbara regions (excluding Biosecurity area); - Travel within the Goldfields-Esperance region (excluding the Biosecurity area); - Travel permitted within the Kimberley Local Government areas (the Biosecurity area remains in place). Following this change, it is expected that Phase 3 will be implemented around four weeks from the commencement of Phase 2. Phase 3 will be finalised in the coming weeks, based on the advice from the Chief Health Officer, and will take into account the infection rates across WA. Phase 3 will focus on continuing to build stronger links within the community and include further resumption of commercial and recreational activities, and may include: - Further increases in number of people allowed at indoor and outdoor non-work gatherings; - Possible further relaxation of regional travel restrictions; - Restrictions further relaxed for gyms, health clubs and indoor sport centres; - Contact community sport (indoor and outdoor) permitted, with gathering limits; - Beauty therapy and personal care services permitted; - Auction houses and real estate auctions (not just online as it is currently); and - Public playgrounds, outdoor gym equipment, skate parks, zoos, cinemas, galleries, museums and concert venues permitted to open, with gathering limits. Phase 4 and further future easing of restrictions will be assessed and finalised in due course. Western Australias hard border with the rest of Australia will remain in place, and is expected to be among the final restrictions lifted. 13.01.2022 Waigana wins coveted NAIDOC 2020 Poster competition Tyrown Waigana, a Perth based artist and designer, has been named as this years winner of the prestigious ...National NAIDOC Poster Competition. His winning entry - Shape of Land - was judged by the National NAIDOC Committee to have best illustrated the 2020 NAIDOC theme: Always Was Always Will Be. Mr Waigana, a proud Noongar and Saibai Islander, has previously been named as one of WAs best new and emerging Indigenous artists. According to the artist, his winning entry depicts the Rainbow Serpent coming out of the Dreamtime to create this country and how we are strongly connected to it. The Rainbow Serpent is represented by the snake and it forms the shape of Australia, which symbolises how it created our lands. The colour from the Rainbow Serpent is reflected on to the figure to display our connection to the Rainbow Serpent, thus our connection to country. The overlapping colours on the outside is the Dreamtime. The figure inside the shape of Australia is a representation of Indigenous Australians showing that this country - since the dawn of time - always was, and always will be Aboriginal land, Mr Waigana added. Committee Co-Chairs Pat Thompson and John Paul Janke congratulated Mr Waigana on his winning entry and thanked all of the talented artists who submitted their artwork in this years competition. This years competition attracted a staggering 270 entries nationally who responded to the 2020 NAIDOC theme. It was a challenging task for the Committee to choose a single winner from such a huge range of remarkable entries and we thank everyone who submitted an entry Mr Waigana - who has a Bachelor of Arts majoring in graphic design, advertising and illustration and photography - runs his own brand and business Crawlin Crocodile. My passion for art and design comes from an early age and my goal is to make a living of being an artist and take on exciting new creative projects. I love to learn new techniques and platforms I can create on, he said. As the winner, Mr Waigana will have his artwork displayed on the 2020 National NAIDOC Poster and receives a $10,000 cash prize. With over 100,000 posters printed, the National NAIDOC posters are distributed across the country from schools, kindergartens and universities to Government Departments, organisations and shopping centres. Last year there were some 48,000 digital downloads of the 2019 NAIDOC Week poster. The iconic NAIDOC poster has been celebrating and promoting NAIDOC Week since the late 1960s and rose to national prominence in the 1970s with the establishment of the Indigenous rights movement. Its logisti...cally impossible for them to participate like other children can, so they sent each other photos of their social distancing teddy bears around their stations.
