15.01.2022 THE WINDSOR PARK ESTATE HERITAGE PRECINCT MUST BE PROTECTED FROM THE LXRP LORNE PARADE RESERVE IS ON THE FRONT LINE OF THIS ESTATE PART THREE IN A SERIES... Lorne Parade Reserve has always been part of the Windsor Park Estate. As Lot Nos. 206 to 210 the land was originally purchased for the local school. However, since 1908 the land has been a public park, having been granted to the community in that year by the Minister for Education. The Surrey Hills Progress Association held a community planting day in the reserve in August 1908, which was reported in the local newspaper. To this day, the Lorne Parade Reserve remains as five allotments and is government owned. Its status as public open space was formally recognised in the Melbourne Metropolitan Planning Scheme 1954 Report. The land is presently zoned as Public Park and Recreation under the Whitehorse Planning Scheme, the main purpose of the zone being, To recognise areas for public recreation and open space. Interestingly, under the present zoning, a railway station is a prohibited use of such land. Obviously, this does not apply when the Minister for Planning waives the control. The alienation of public open space is not a step that should be taken lightly, especially a reserve that has such an established history, sitting as it does within the Windsor Park Estate. Whitehorse and Boroondara Councils share a common boundary at Lorne Parade Reserve, and both have identified a shortage of public open space in this very quadrant, in separate open space studies. The Government’s recently released ‘Open Space for Everyone Strategy’ also speaks of the increasing demand on public open space and the diminishing opportunities to create new open space in established areas. The present project needs to urgently respond to this issue as it contemplates the possible removal of all mature trees and the transformation of Lorne Parade Reserve from a public park into a major station forecourt and commercial-like facility abutting Windsor Crescent, in the Windsor Park Heritage Precinct. Postscript: Not only was Lorne Parade Reserve formally recognised as Public Open Space in the 1954 town planning scheme, it was also noted as Existing Public Open Space on maps in the 1929 Metropolitan Town Planning Commission report.

In particular there are tables for suggestions specific to the following sections of the rail corridor: Suggestions specific to Robinson Road Sunbury Crescent Zone Suggestions specific to Surrey Hills Union Road Zone Suggestions specific to Lorne Parade Beresford Street Zone Suggestions specific for Mont Albert Station Hamilton Street Zone Suggestions specific for Churchill Street Zone. 07.01.2022 Big news the level crossing removals at Mont Albert Road and Union Roads are being fast-tracked and will be gone for good by 2023. A big thanks to Premier Dan... Andrews and Minister for Transport Infrastructure Jacinta Allan for visiting our community to announce this exciting news today. The project will also deliver a single premium station with more frequent services and entrances at both the Mont Albert and Surrey Hills ends. Extensive engineering investigations have shown that with roads, businesses and homes so close to a curved rail line, building two new stations is not feasible - it would mean permanently closing local roads, compulsorily acquiring homes and businesses, prolonging disruption to the local community, and would result in station platforms a daunting 12 metres equivalent of a four-storey building below ground level at Mont Albert (almost twice as a deep as any other suburban station). I can't wait to see this project start to take shape - and I'll be doing a live Q&A at 8pm tonight for any questions you may have. Stay tuned for details.
