25.01.2022 MAJOR LEAK - DEPOT TYCANNAH STREET THURSDAY 1 OCTOBER 2020 A major leak at Tycannah Street Depot might be affecting water supply to residents around the area.... Water to the Depot has been turned off, possibly restricting water supply to nearby residents too or causing an issue with low water pressure. 25.01.2022 INLAND RAIL IN THE MOREE PLAINS Works on the Inland Rail through the Moree Plains are scheduled to commence construction later this year as part of the Narrabri to North Star project. Let’s take a look at the recently completed Parkes to Narromine section of the Inland Rail to understand what’s ahead of us.... Since construction commenced on the Parkes to Narromine project in 2018: Upgrades to 98km of existing corridor and 5.3km of new rail. $109.7 million total spend with local businesses. 1,862 people worked on the project, 762 being local residents from the Parkes area. 302 Indigenous people worked on the project, 197 of whom are local Indigenous workers. 99 local businesses supplied to the project, 9 of which were Indigenous businesses.

22.01.2022 INLAND RAIL LOOKING FOR LOCALS TO SHARE IN $693 MILLION PROJECT With the award of the $693 million construction contract for Phase 1 of the Narrabri to North Star section of the Inland Rail, it’s full steam ahead for the Melbourne to Brisbane Inland Rail in the Moree Plains. ARTC and head contractor Trans4m Rail are now looking to source local plant, equipment, materials and people to support rail works, roadworks, prospective sub-contractors, suppliers and equipotent p...roviders. Last week, nearly 200 prospective job seekers and local businesses attended ‘Meet the Contractor’ sessions in Moree and now is the time for local suppliers to register for supply opportunities through the Project’s ICN Gateway page. Expressions of Interest are now invited for a number of Work Packages - https://gateway.icn.org.au//inland-rail-narrabri-to-north- Moree Plains Shire Council is delighted with the response from local businesses thus far, noting that nearly 20% of registrations on the page have been from local suppliers. Mayor Katrina Humphries issued a reminder to businesses seeking to be involved in the project, I know I keep saying it, but this is the biggest project North West NSW has ever seen and it’s going to be based right here in the Moree Plains. You don’t put together a $700 million project of this scale on the back of an envelope. I would encourage all local suppliers to visit the ICN Gateway to determine which opportunities are available for their business. The work packages are now open and as you can imagine, there is plenty of work on offer across a number of industries. There’s everything from site cleaning and transportation services to construction-based work like pipe and culvert laying and concrete cutting. The enthusiasm for local participation in the project is shared by both ARTC and Trans4m Rail, noting that significant expenditure made its way into local hands for the first completed section of the Inland Rail. ARTC confirmed the approach taken on Inland Rail was to engage a major contractor for each project stage, which would then use smaller regional suppliers and businesses to source and deliver a variety of materials and services. This approach was echoed by Trans4m Rail’s Project Director, Mr Jon Holmes confirming that Trans4m Rail is committed to supporting local and Indigenous businesses to ensure they are prepared for, and provided with, opportunities to participate in Inland Rail. 18.01.2022 ALCOHOL FREE ZONES RE-ESTABLISHED Alcohol Free Zones (Zones) have been re-established in Moree, Boggabilla and Mungindi following a resolution passed by Council and signage replaced advising of the zones. The Zones have been re-established within 300 metres of outlets supplying alcohol in Boggabilla and Mungindi and within 500 metres in Moree.... The draft proposal to re-establish the Zones in Moree, Boggabilla and Mungindi was on public exhibition for 30 days and accessible to community members for comment through Council’s website. Relevant stakeholders such as Moree Community Safety Committee, NSW Police, local Licensees, Local Aboriginal Land Councils and the Anti-Discrimination Board were also invited through direct correspondence to provide feedback on the proposal. Four submissions were in support of the re-establishment of the Zones while one submission requested a variation. Upon review, Council considered there was no need to modify or increase the area of the Zones. The Zones have been enforced within Moree, Boggabilla, and Mungindi since 2012, and have proven to be an effective tool in assisting NSW Police and Council to manage the safety of our community members. The blue shading in the maps below of Moree, Boggabilla, and Mungindi displays the roads, public car park, parks and footpaths included in the re-established Zones.

15.01.2022 ASBESTOS AWARENESS WEEK How do you correctly dispose of asbestos? Asbestos must be disposed at a licenced facility you must not put it in your household red bin. ... 1. Contact the Moree Waste Management Facility on (02) 6752 9013 to let them know you need to dispose of asbestos and what time you will be there. 2. Ensure you wet the material and then seal it in heavy-duty plastic to keep fibers contained. 3. Clearly label it as asbestos and transport to the Moree Waste Management Facility. If you are unsure about the material, we strongly recommended that you engage licensed asbestos removalists who are trained to remove and dispose of asbestos safely. Big penalties apply for illegal disposal of asbestos. This includes putting it in a domestic rubbish bin, waste skip bin or dumping it in the bush.

14.01.2022 FLOODPLAIN FEASIBILITY STUDY UNDERWAY With the recent appointment of Dryside Engineering (Dryside), works are underway for the feasibility study of the flood risk management plan recommended options contained in the Moree and Environs Floodplain Risk Management Plan (Plan), adopted by Council in May 2019. Late last year, Council was successful in securing $137,000 from the NSW Department of Planning, Industry and Environment for this study, which will allow the community, th...rough Council and the Moree Plains Shire Floodplain Risk Management Committee (Committee), to work through the recommendations. This week, Dryside is on the ground in the Moree Plains, for the first time since their appointment. The Plan summarises a number of management measures (Structural Planning and Emergency Response) that have been recommended for further investigation for Moree. During their visit this week to Moree, Dryside will commence investigations into these identified potential flood protection measures which aim to reduce the impact of major flood events on the community in Moree. The measures to be further investigated include alterations to planning controls for high risk residential areas; the feasibility of raising a number of roads in town to facilitate safe evacuation prior to, and during, a flood; raising the northern approach to Dr Geoffrey Hunter Bridge on Balo Street and developing a helicopter landing area at Yarraman (including reducing the number of powerlines and/or relocating such services for safety). Dryside have also been engaged as part of the feasibility study to scrutinise and review the flood protection measure identified in the Plan’s recommendations which has raised most concern for many community members; the potential Moree town levee. These investigations will involve onsite meetings with identified stakeholders as well as meeting with members of the Committee. Once the feasibility study is completed, Council will work together with Northern Tablelands MP Adam Marshall to secure future funding to support any physical flood mitigation works. 13.01.2022 JELLICOE PARK MARKETS Moree Plains Shire Council and operators of the Jellicoe Park Markets (the 1st Moree Scout Group) are working on a COVID-19 Safe Plan to enable the Jellicoe Park Markets to re-open in the near future. Director of Planning and Community Development, Angus Witherby, has explained the process involved to getting the markets back up and running. ... There are a number of hurdles to overcome before the markets can return, said Mr Witherby. Current NSW Health Orders limit the number of people who can attend at any one time. A gated site has been the most obvious solution to managing the number of people attending, which poses challenges for using the current Jellicoe Park site. We are currently working with the operators to determine an appropriate way to manage this issue and also working through the requirements of a COVID-19 Safe Plan. Mayor Katrina Humphries agreed, stating We want to keep our community absolutely safe, but people also need to get out of the house and have a bit of fun. She reinforced that Council continued to seek comprehensive and well thought out COVID-19 Safety Plans. Getting these plans right is critical for our community. We are wanting the same high standard of plans from everybody. Other communities might do things differently that is up to them - but our community expects and needs a gold standard approach, Mayor Humphries concluded. Angus Witherby, Director of Planning and Community Development said that as the virus situation was becoming less acute in NSW, there was more scope for these events. While Council did not play a role in the approval process for the recent food night market at the showground, we did work with the organisers to ensure they had a comprehensive COVID-19 Safe Plan in place before continuing with the event, explained Mr Witherby. Council outsources the organisation and operations of the monthly markets to the 1st Moree Scout’s Group, who are working together with Council to have the markets up and running before Christmas.

06.01.2022 DELAY FOR WATER NOTICES By now, water notices for the first quarter of the 2020/2021 financial year would usually have arrived in mail boxes across the Shire. Moree Plains Shire Council would like to advise water users that the Quarter 1 water notices have been delayed due to unforeseeable interruptions with the final roll-out of smart water meter readers throughout Moree. ... It is anticipated that the first water notice received this financial year will relate to water consumption for a period commencing in June 2020 through to November 2020. Notices are currently being processed by Council, with the mail-outs to be finalised in the coming weeks. Payment for these notices will not be due until the end of January 2021, with interest not applying on these bills until after this time. Council encourages any business or residence who might encounter issues satisfying their obligations for payment for the first water notice or who is otherwise experiencing financial hardship to contact Council’s Rates Department (02) 6757 3222.

06.01.2022 ROLL OUT OF NEW WATER METERS FLOWS THROUGH THE SHIRE Installation of smart water meters across the Shire has recommenced this week with contactors on site completing works in Moree before launching the systems throughout surrounding villages. Contractors will be knocking on the door to notify residents of the installation commencing on their property and will leave a flyer in the mailbox or at the premises once installation is complete. Residents will experience a short 20...-minute interruption to their water supply while the smart water meters are being installed. Households that experience any issues with their water pressure following the installation of a new smart water meter are encouraged to report the problem to Council and a Council employee will come and assess the issue. Following completion of the installation of smart meters throughout the Shire, residents will be provided with instructions on how to register for the customer portal and access and monitor their own water usage. If access to the property is restricted on the day of installation, our contractor will be in touch to make arrangements for the meter to be installed at a later date. 05.01.2022 CR HUMPHRIES RE-ELECTED AS MAYOR Councillors Katrina Humphries and Greg Smith have been re-elected into their official positions of Mayor and Deputy Mayor of Moree Plains Shire Council following mayoral elections at yesterday’s Council Meeting. During yesterday’s Ordinary Council Meeting, an election for the office of the Mayor was held for the 2020/21 term. Voting in this election was carried out by open voting with Cr Humphries retaining her seat as Mayor for the next 12... months. Mayor Humphries was pleased to enjoy the continued support of her fellow councillors and be re-elected as Mayor for Moree Plains Shire Council. I cherish my position at this wonderful council and am deeply touched to receive the continued support of my fellow Councillors and be re-elected as Mayor. I am looking forward to another 12 months of being Mayor and using my position to continue to campaign for the Moree Plains as well as stand up for the bush and rural communities, said Mayor Humphries. Cr Greg Smith will also return to serve an additional 12 months as Deputy Mayor of Moree Plains Shire Council. It is an honour to serve as Deputy Mayor. I look forward to driving development in the Moree Plains through many of the initiatives we have secured over the past few years, including the investigation of the Moree Special Activation Precinct, said Cr Smith. I look forward to continuing to work with Katrina and our fellow Councillors.
