It is a change of classification from non-habitable to habitable. 18.01.2022 ROOFING - The Building Approval is reviewed by a building certifier who is responsible for ensuring that the roofing system being proposed is suitable for its intended purpose and compliant with current standards. Those standards include but are not limited to batten size and spacings, and tie-down, including the existing roof frame. The general durability of roofs means that it is not uncommon for a roof covering to last 40 to 50 years before replacement is necessary.... During that timeframe, building standards and the performance of the materials used for roofing can change dramatically. As such, the intended performance of the new roof system needs to be properly assessed. This is the primary reason why a Building Approval must be sought when replacing a roof. The Building Approval is reviewed by a building certifier who is responsible for ensuring that the roofing system being proposed is suitable for its intended purpose and compliant with current standards. Those standards include but are not limited to batten size and spacings, and tie-down, including the existing roof frame. The above assessment is required whether a roof is being replaced due to age and disrepair, or, for example, under an insurance claim following damage from a severe weather event such as a cyclone. 13.01.2022 A shade sail is a structure consisting of one or more flexible membranes, tensioned between anchorage points, for the primary purpose of providing shade. Unless the shade sail has a plan area of 10m2 or less; and A height of no more than 2.4m; and A mean height of no more than 2.1m; and... Any side no longer than 5m; and The structure is independently supported (not affixed to any other structure); the shade sail will require a building development approval from a private building certifier in the first instance. Additionally, depending on the location of the shade sail in relation to the boundary setback requirements of the MBRC Planning Scheme (which vary and are site specific) and Councils Amenity & Aesthetics Policy, the shade sail may also require a Concurrence Agency approval and/or an Amenity and aesthetics assessment from Council. The current fee for a concurrence or amenity and aesthetics assessment by Council is $780; any additional fees imposed are from the private building certifier for their professional services. The above requirements are also applicable to similar structures such as a shade shelter. All approvals are required to be in place prior to commencement of construction, as it is illegal to build such structures without the relevant permits. Fines ranging from $504 to $12,615 can be imposed for illegal building work. Please note, there isnt really a link that summarises this, there is only the fact sheet on Building Approval Requirements https://www.moretonbay.qld.gov.au/general.aspx?id=59825, can also refer to the planning scheme for setbacks but would have to go to relevant code i.e. Dwelling House Code or relevant Zone Code applicable and Amenity & Aesthetics Policy; I hope this helps. It can be very confusing so best scenario is, it needs a building development approval from a private building certifier, who will also determine if there are any Council concurrence referrals applicable. Any further inquiries regarding Concurrence referrals should be made with Council accordingly.
