It takes You as a person to do.. it also takes all in the Community to work together to help your Community to grown.. you can not depend on the Coyncil or the local state Government to do ut for u. YOU as a person and Community have to take steps to make changes. The Councils and Local state Government are only there to help in areas tgat will help YOU help yourself and you too help your Community.
