20.01.2022 An article in this weeks Echo fails to mention the DRAFT flood assessment did not address Safety, evacuation and the impact of raised flood free access. The proposal is now for 250 to 350 dwellings on low flood islands. ‘At this week’s planning meeting, Byron Councillors will consider changes to the affordable housing village Council is planning to build in Mullumbimby. Despite being a matter of considerable contention among locals, the proposal is intended to be an ‘innovati...ve housing precinct that stands apart from traditional approaches’ that will be built on Council-owned land, next to the Mullumbimby Community Gardens. The proposal has already been on public exhibition, but following a new flood study for the area, and a resulting ‘structure plan’, Council staff are suggesting a number of changes to the proposal. The idea is that the revised plan will go back on public exhibition as part of the process of seeking ‘Gateway approval’ from the NSW Planning Department. The amendments include provisions that would allow greater flexibility in relation to the lot sizes on the proposed development. They will also include greater variation in the types of houses and other structures that can be built. This is said to be necessary to meet the differing needs of those wanting affordable housing in the community. In addition to the lot size and housing diversity changes, staff are also pro- posing changes in response to the recommendations of the recently released flood study. Residential zoning expanded Under these changes, a larger area of land would be given an R1 residential zoning. There would also be an adjustment to maximum building heights to factor in the additional fill that will be needed to ensure the houses are not flooded. The flood study found that a significant amount of fill would be required to ensure this. Much of that fill would come from the lots themselves, with the remain- der being trucked in. More detail on the Lot 22 plan and the proposed changes can be seen in the agenda for this week’s Council planning meeting.’ See more
18.01.2022 Council is moving forward with the Lot 22 rezone proposal even though the draft flood assessment identified extra flooding to the High School and Cedar St areas. They did not include raised access roads which will increase flooding further.
18.01.2022 Drainage investigation work is underway in Mullumbimby. You'll notice this truck and crew around town - working in Fern and Station Streets over the next week. ...The work is being carried out to inform design options for drainage in the streets. There may be times where traffic controls are in place, please take care when travelling near the work zones.
15.01.2022 Some in town cannot afford flood insurance, will more development on the floodplain make it harder for existing residents?
13.01.2022 A resident addressed the council meeting yesterday, highlighting issues with the draft flood study and how they have not complied with the NSW Flood Development Manual and more work is required. There was not one question asked from councillors and in their discussion they have decided it's a great site. Vision statements ruled. Council voted for the following:... 1. Prepare an amended planning proposal for (part) Lot 22 DP 1073165, 156 Stuart Street, Mullumbimby that reflects changes detailed in Table 2 of this report. 2. Forward the amended planning proposal and supporting studies to the Minister for Planning requesting a Gateway determination. 3. Place the amended planning proposal, supporting studies and structure plan on public exhibition in accordance with the Gateway determination. 4. Carry out a community engagement program in addition to the Gateway exhibition requirements. 5. Receive a further report to consider: a) The outcome of the public exhibition and community engagement program. b) The preparation of an amended Plan of Management for Lot 22. c) The preparation of Development Control Plan provisions for Lot 22. d) The preparation of a holistic traffic and transport study. 12.01.2022 Kyogle has received funding from Federal and State governments to fund their swimming pool upgrade. Mullumbimby requires $40,000 for a feasibility study to upgrade our pool. There is currently no funding.
10.01.2022 We need you! We're currently applying for two large grants, in partnership with Renew Fest, to increase our region's resilience and regenerative capacities, an...d we need letters of support from community members, in particular if you have been affected by the bushfires, floods or other disasters. The aim of the first project is to establish a network of 100 trained and mobilised Community Carers and Responders (CCRs) who support their community throughout the disaster management cycle (prevention, preparedness, response and recovery) and beyond and build community resilience and regeneration in the 5 LGAs affected by the 2019-2020 bushfires. The aim of the second project is to organise a Northern Rivers Strategic Bushfire and Disasters Convergence, which will be an annual gathering of all key people and organisations in the Northern Rivers involved in the planning, response and recovery around bushfires and major disasters -- including RFS, SES, Red Cross, frontline community responders, post-traumatic carers, indigenous fire keepers, local councils, resilience groups, experts on fire and post-crisis collective trauma. Your letters of support would considerably increase our chances of getting a grant. If this is something you can help with, please let us know in the comments below. The deadline to send us these letters is the 7th of December. Thank you!

04.01.2022 A letter in a recent Echo from a flood committee member that discussed the Mullumbimby Land Release Assessment. Lot 22 is on the agenda this week. Floodplain planning Thanks to The Echo for covering what might look like small bickies, a Council committee meeting on flooding. On Thursday, 29 October the committee heard from experts and authorities like State Planning and State Emergency Services (the SES).... Planners discussed the technicalities of land being promoted by Council for housing on the floodplains south of Mullumbimby (Council’s own Lot 22, plus several neighbours). SES don’t support the stay-in- house approach to flood safety, but are down to 10 volunteers, despite having 37 on the books. I want us to recognise two strings of flood planning: that for existing floodplain dwellers, and that for the future. Please let’s treat them separately. From a hydrologist with 50 years of experience in flood analysis and floodplain management, here’s an example; to alleviate risk on existing wet properties subdivided through historical mistakes, I’d sup- port flood gates (one-way stormwater flaps) because they sometimes do work. But to bring new people to a floodplain, these and other non-natural interventions must not be considered. Rezoning is about bringing in new people. Lot 22 is flood-prone. I do support making housing affordable. But lets house people on dry land, not land that puts them, and our few remaining SES volunteers, at risk. When the Shire has run out of dry land, then maybe let’s look at Lot 22. It’s a shame to see such enthusiasm for affordable housing go down the gurgler. Duncan Dey See more
