25.01.2022 At the recent 250th commission meeting in October, our national strategic priorities were approved for the next three cycle (2021-2023). As part of our third priority - responding to the needs of families through strong advocacy for recurrent and capital funding, legislation and policy - we will be focusing on assisting Catholic school systems to deliver increased early childhood learning services across Australia. The benefits of quality early childhood education and care i...n setting children up for success in learning are well known and evidenced through the research over many years. We are currently undertaking our own research on Catholic early childhood education and care services throughout Australia to assist state and territory commissions and dioceses to understand the broad landscape of the early learning services offered in the Catholic education sector, and the diverse approaches to service provision across the country. The research includes Catholic operated early childhood education and care services for children up to five years of age, excluding outside school hours care. The data will provide a picture of the different services, the perceived benefits and challenges in offering the service, the experience and qualifications of the early childcare workforce and demographic information on the children accessing services, including Aboriginal and Torres Strait Islander children and children with additional needs. Through this research we hope to provide a deeper understanding of the challenges and opportunities of delivering early childhood education and care services and identify successful delivery models to inform the planning and growth of Catholic services across Australia. 22.01.2022 Last week, the National Catholic Education Commission held its fourth meeting for the year with Catholic education's response to the COVID-19 pandemic high on the agenda. Meeting via Zoom, a report was presented to Commissioners outlining our national response to the pandemic over the past six months, which has focused on a collaborative approach across all states and territories. Our first priority has been the health and safety of students and staff with Catholic jurisdict...ions adhering to the relevant government and health advice in their states. This meant ensuring a range of protocols and precautions were put in place to reduce the spread of the Coronavirus and the risk to school communities. These continue to be updated and amended according to changing advice and conditions, particularly in Victoria and New South Wales which have the highest risk. The report also recognised the impacts, both positive and negative, of the sudden move to remote learning across our schools. Schools and systems responded quickly to the challenges, particularly in the delivery and accessibility of technology, supporting students with a range of learning needs and home situations, and catering to the needs of essential workers. Commissioners were keen to hear about the way our communities have attended to the pastoral care of students and staff, as well as how schools continued to offer opportunities for faith formation and community building. The financial impact on families and school communities, due to rising unemployment and loss of school fee income, was also a key concern. Boarding school students and students in remote areas of Australia have been particularly impacted by the pandemic, and the response by our schools and systems has been focused on continuity of learning for students and easing the financial burden on families facing hardship. Looking forward, we will need to address a number of areas of concern including the assessment impact on Year 11 and 12 students, the disruption to NAPLAN testing, targeted support for disadvantaged and vulnerable students, and the prolonged impact of the pandemic on student learning and wellbeing. The Commission wanted to convey their "gratitude to Catholic education leaders, staff, and families for how they have persevered in the great task of educating children and young people through these challenging times; they have demonstrated courage, flexibility and generosity". 21.01.2022 The COVID-19 pandemic and impact of remote learning has meant greater levels of stress and challenge on Year 12 students. Added to that the disruption to the usual rites of passage that mark the end of schooling, such as graduation ceremonies and Year 12 formals, has also caused a lot of upset for these young people and their families at a time when they would usually be focused on preparing for final exams. I know our schools are working hard to ensure our students are sup...ported as best they can in these last few months of schooling, and in preparation for life beyond school. The government is investing $1 million this financial year towards the National Careers Institute to provide targeted information kits to around 250,000 Year 12 school leavers from late September 2020, and a new dedicated careers support hotline service which will operate from 1 October 2020 to the end of July 2022. The kits will be made available to school communities via careers advisors. This measure will support school leavers and job seekers to get dedicated advice about training options suited to their needs to secure jobs for the future. We now have a set of national principles for child safe organisations that clearly articulates the role of all organisations including school communities, and outlines our responsibilities... for creating child safe environments. At the heart of these principles is that our children and young people are informed about their rights, participate in decisions affecting them and are taken seriously, and that their families and communities are informed and involved in promoting child safety and wellbeing. National Catholic Education Executive Director Jacinta Collins said Australia’s ongoing response to the COVID-19 emergency, including the need to provide remote learning for students, has shone a spotlight on a number of problems with Australia’s outdated co...pyright laws. 08.01.2022 There are significant efforts at the government, tertiary, system and school levels to understand the complex issues facing Australian education and how to respond to them. There are plenty of views on how to address these issues such as a 'back to basics' approach, improving and broadening assessment tools, decluttering the curriculum, employing specific pedagogies and ways of teaching, early intervention programs, and lifting teacher quality and the like. However, there is... unlikely to be a fix-all remedy, particularly given the increasing diversity of our student population, their backgrounds, and the changing nature of the world with technology and global impacts as we have seen recently with the COVID-19 pandemic. For Catholic education, we are also working nationally with our state, territory and diocesan bodies to identify the specific issues facing our students and school communities in the broader context of Australian performance, and are looking at how to share information, data and practice more effectively to support our school leaders and teachers. However, for our Victorian communities, regional boarding schools, and students attending school across state borders, it continues to be an extremely difficult period due to ongoing health and quarantine restrictions. Having completed my own round of 14-day quarantine when I returned to New South Wales recently, I appreciate the additional strain on young people and t...heir families if they are unable to attend school due to restrictions, or are required to be quarantined when crossing borders to attend their boarding school or return home for holidays. The Australian Health Protection Principal Committee (AHPPC) is the key decision making committee for health emergencies in Australia and advises the National Cabinet on health protection matters and national priorities including health threats from infectious diseases like COVID-19. Holy Spirit principal Brad Gaynor, who is the president of the Australian Catholic Primary Principal Association, organised the visit to the 800-student Preschool to Year 6 school as an opportunity for ACARA to hear directly from primary classroom teachers. Brad said the wide-ranging discussion explored... the benefits of the curriculum and barriers to teachers supporting student learning, including specific examples such as overcrowding, poor manageability, and lack of coherence in the curriculum. 05.01.2022 Youth health experts have raised concerns about the impact of the pandemic and resulting higher unemployment, study stress and social isolation on the mental health of young people. While the pandemic has shone a light on these issues, the fact is that youth mental health has been a growing concern for many years. The Youth Mental Health Report (2012-2018) from Mission Australia and the Black Dog Institute highlights some of the issues and challenges facing young people:... >> In 2018, 24.2 per cent of young people experienced mental distress, up from 18.7 per cent in 2012 >> However, the incidence was higher for young women aged 15-19 years (30 per cent) >> For young men, the rate was 15.6 per cent >> For Aboriginal and Torres Strait Islander young people, nearly one third (31.9 per cent) experienced mental distress >> More than 75 per cent of mental health issues develop before the age of 25 Schools are at the forefront of these issues, trying to support students and their families through in-school counselling, pastoral care and student wellbeing programs, and through referrals to specialist and external support services. When surveyed again in July 2020 this had increased ...to more than 38 per cent of young people surveyed.
